Penalty Charge Notice (PCN) - Parking fines
Inverclyde Council introduced a decriminalised parking enforcement scheme approved by Scottish Ministers on the 6th October 2014.
Decriminalised parking enforcement (DPE) is the process which the Council uses to enforce parking restrictions on-street and in Council owned off-street car parks, under the Road Traffic Act 1991. This is as a result of the transfer of the power to enforce parking restrictions from Police Scotland’s Traffic Wardens to Inverclyde Council employed Parking Attendants.
Parking Attendants working for the Council now enforce parking offences and issue Penalty Charge Notices (PCNs), for non-compliance.
Parking enforcement in Inverclyde operates differently from the civil penalty schemes operated by private car parking operators. The non-payment of PCNs issued by Inverclyde Council Parking Attendants , will be pursued and passed to Sheriff’s Officers for debt recovery.

There is a formal process in place to deal with representations against PCN’s, ultimately to the Parking and Bus Lane Tribunal for Scotland, the information will be provided to you at each part of the process, but must be strictly adhered to.
If you believe that there is a reason why you should not have been issued with a PCN, you should make any representation to Inverclyde Parking at the address below. This can be by email or letter.
If you do so within 14 days of the issue of the PCN, your notice will be held at £40 until the representation has been considered. After the 14 days have expired, the PCN will be held at £80 until the Notice to Owner is issued.

Cost of a Penalty Charge Notice
Parking Attendants will issue PCNs which are set at £80. The Penalty Charge is reduced by 50% to £40 if paid within 14 days of the date of issue.
