New interim finance chief appointed

INVERCLYDE Council has appointed an interim chief financial officer.

Angela Edmiston, who is currently a finance manager with the council, will take over on a temporary basis from long-serving chief financial officer Alan Puckrin when he retires in April 2025.

Angela has worked for Inverclyde Council over 20 years across a range of services, including 12 at a managerial level.

She also has experience in the private sector.

Angela said: “It’s an honour to be appointed as interim chief financial officer.

“It will be difficult to fill Alan’s shoes with his long service and experience of the council, local government and Inverclyde, but we have an excellent finance team and a talented wider workforce who I am confident will continue to support me and the team during this interim period until we find a new chief financial officer on a permanent basis.”

Angela first joined Inverclyde Council as an accountant in 2001 and rejoined in 2004 after a brief spell away at another local authority.

She was appointed principal accountant in 2006 and became finance manager in 2012 during which time she has overseen finance support for services including education, health and social care, corporate services, and the treasury and exchequer team.

Since 2015, Angela has represented the council on the national Data Issues Working Group which provides technical advice and recommendations to distribution of Scottish Government funding.

Councillor Robert Moran, leader of Inverclyde Council, said: “Angela is an experienced and highly regarded member of staff who, with the support of her hard-working and dedicated team, will continue to do an excellent job for the council and the people of Inverclyde.

“I am pleased she has agreed to step up on an interim basis when Alan retires to provide stability and continuity until a permanent successor is appointed.”

Current chief financial officer, Alan, will retire in April 2025 after almost 40 years with the council.

Alan started with the then Inverclyde District Council in July 1985 as a trainee accountant and worked his way up before becoming chief officer (head of accountancy) within the newly-created Inverclyde Council in January 1996.

He has been the council’s statutory Section 95 officer – the person responsible for the administration and governance of the council’s financial affairs – since September 2005.

Alan said: “I have worked closely with Angela for a long time and she has been a tremendous support to me and an integral part of the wider finance team.

“She knows the council and local government inside out and will be a terrific asset as interim chief financial officer.”

Inverclyde Council is currently recruiting for a new chief financial officer.
