Changes to Parking Fine (PCN) charges

 

From Monday 5 June 2023, parking fine charges will increase from £60 to £80, in line with national guidance.

The fixed penalty for parking fines, also known as a Penalty Charge Notice (PCN), will be reduced from £80 to £40 for payment received within 14 days of the date of the notice.

The amount has been raised for the first time in 22 years and has been set following a national review of parking fine charges across Scotland with the charge in Inverclyde set at the lower end of the scale suggested by the government.

In September 2022 the Scottish Government undertook a public consultation which considered the level of fines associated with PCNs. At the time of publishing this consultation the Scottish Ministers did not feel that it was appropriate to raise the levels due to the cost of living crisis. Since that decision was made there have been increased calls from local authorities and other parties asking the Scottish Minister to review the charges reflecting that the rates have not been increased for 22 years. The Scottish Ministers have now revised the levels of the maximum charges that can be implemented for penalty charge notices.

The Scottish Government have increased the levels local authorities may charge to:

In recognition of the cost of living crisis Inverclyde Council have taken the decision to moderately increase the charge from the current £60 to £80 which is the lower rate charge approved by the Scottish Government.

The increased charge of £80 will come into effect from Monday 5th June 2023.  The fixed penalty charge will be reduced from £80 to £40 for payment received within 14 days of the date of this notice.
