In attendance:- The Chief Executive, the Director of Central Services and the Director of Finance.
An apology for absence was intimated on behalf of Councillor Finnie.
977 SUB COMMITTEE: WORK PLAN 1997/98 977
SUBMITTED: Report dated 25 August 1997 by the Director of Finance requesting that the Sub Committee agree to the work plan for 1997/98 outlined in the report.
DECIDED:
(a) That the work plan be adopted in principle as follows:-
Issue Timing
Identify/agree areas for value for money studies September 1997
Review draft 1996/97 out-turn position and implications for
1997/98 and beyond. September 1997
Detailed examination of the service budgets Ongoing
Identify areas to be addressed in 1998/99 budgets. September/November 1997
Consider external auditors 1996/97 management letter. November 1997/January 1998
Consider draft 1998/99 audit plan. March 1998;
(b) and that it be remitted to the Chief Executive and Director of Central Services to report on the most appropriate method of discussion and consultation for Members to achieve the objectives of the Sub-Committee.
978 PROPOSED AREAS FOR VALUE FOR MONEY STUDIES 978
SUBMITTED: Report dated 25 August 1997 by the Director of Finance on the value for money studies planned by the Internal Audit Section for the current year.
DECIDED: That the proposed programme of value for money studies be approved, that priority be given to an early completion of the departmental vehicle usage study for maximum savings to be achieved and that the opportunity for Members to suggest other areas for examination be noted.

The Convener recommended that these items be withdrawn and the Sub-Committee agreed.
980 VERBAL REPORT BY DIRECTOR OF FINANCE ON 1996/97 REVENUE 980
OUT-TURN POSITION
The Director of Finance referred to the 1996/97 revenue out-turn position and provided a report on the latest position of the draft accounts since 29 April 1997. Discussion took place with regard to the Strathclyde Regional Council disaggregated budget, the effect of the loss of grant on the Council's budget and future calls upon the Council's limited resources.
