Future of BISF

There was submitted a report by the Depute Chief Executive (1) on an options appraisal for maintenance and refurbishment of BISF housing stock identifying opportunities for repairs in the short, medium and long term and new build, (2) advising of the findings of the structural survey report carried out as part of the stock condition survey and (3) highlighting financial and other considerations. |

There were circulated copies of a representation received from South Maukinhill Tenants' and Residents' Association. |
|
|
After discussion Councillor Fyfe moved: |
|
|
(1) that the refurbishment of the BISF houses be included in the Housing Capital Programme; |
|
|
(2) that approval be given to the use of the Structherm system, including a new roof covering, as recommended by Curtins Consultants; |
|
|
(3) that negotiations take place with Curtins Consulting with a view to the company being appointed to prepare tender documentation and supervise the project; |
|
|
(4) that it be agreed that Phase 1 comprise 16 houses in South Maukinhill, Greenock and 14 houses in Bardrainney, Port Glasgow; and |
|
|
(5) that agreement be given to the invitation of competitive tenders for Phase 1 and that delegated authority be granted in the usual manner to accept the lowest tender received. |

As an amendment to (4) Councillor McCabe moved that it be agreed that Phase 1 comprise 20 houses in South Maukinhill, Greenock and 10 houses in Bardrainney, Port Glasgow. |
|
|
On a vote 3 Members voted for the amendment and 8 for the motion which was declared carried. Those Members who had voted in favour of the amendment then requested in terms of the relevant Standing Order that the matter be referred to The Inverclyde Council for decision in terms of the amendment. |
