Present:-  Provost Allan, Councillors Robertson (A), Clocherty, Jackson, Roach, Robertson (Y), Mitchell, Welch, Hunter and Campbell, Father T Boyle, Rev D McAdam and Mr I F Milne, Church Representatives, Councillor Robertson (Y), Convener, in the Chair.

 

In attendance:- The Chief Executive, the Assistant Chief Executive (Social and Community Development), Mr A S Grant (for the Director of Central Services), the Director of Education Services, the Director of Finance, the Director of Legal Services and the Director of Property and Technical Services.

 

An apology for absence was intimated on behalf of Councillor Morrison (D).

 

With the exception of the decision marked "C"  which is open for confirmation or otherwise, the following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Committee.



     73      CAPITAL PROGRAMME 1997/98 - FINANCIAL POSITION                                                              73

 

SUBMITTED:  Report dated 8 January 1998 by the Director of Finance on the financial position of the Capital Programme 1997/98.

     74      SELF EVALUATION AND ACCOUNTABILITY                                                                                   74

 

SUBMITTED:  Report dated 15 January 1998 by the Director of Education Services advising the Committee of the importance placed by the Education Service on the quality of service offered in and through its educational establishments to pupils, parents, staff and other users, setting out the techniques which would be used to evaluate and account for the quality of that service and the specific roles of the education professionals in the self evaluation  process.

DECIDED:  That the report be approved.

 

     75      CAPITAL PROGRAMME 1997/98 - TECHNICAL PROGRESS                                                            75

 

SUBMITTED:  Report dated 6 January 1998 by the Director of Property and Technical Services

on the technical progress of the Capital Programme 1997/98.

DECIDED:

(a)  That the technical progress of the Capital Programme 1997/98 be noted;  and

(b)  That the Committee approve the following expenditure reductions in terms of the relevant Financial Regulations:-

     76      PRIMARY PROVISION IN GOUROCK:  FURTHER CONSULTATIVE EXERCISE                           76

 

SUBMITTED:  Report dated 6 January 1998 by the Director of Education Services referring to the decision of the Committee at its meeting on 1 April 1997 (para 366) to instruct the Director of Education Services to carry out a further review of non-denominational primary provision in the Moorfoot and Gourock Primary School areas when details of the housing developments at Levan Farm and Gourock Waterfront are known.  The report advised that no definite information regarding potential housing developments in Gourock was yet available but that meantime, representations had been made by the School Board of Gourock Primary School that the proposals for non-denominational primary school provision in Gourock be reviewed again at an early date.  The report set out proposals for amendments to the delineated areas of Moorfoot and Gourock Primary Schools and the construction of a smaller replacement school for Gourock Primary on a site off Broomberry Drive, Gourock and requested the approval of the Committee to the issue of a further consultative document on this basis (a copy of which was appended to the report).

Following discussion, Councillor Campbell moved that a fresh consultative document be prepared and issued to interested parties incorporating the following proposals:-

            (i)    That Gourock Primary School be replaced by a new building with a planning capacity of 330 pupils;

            (ii)   That the site of the new Gourock Primary School be within the lower Gourock Park;  and

            (iii)  That the delineated area of Moorfoot Primary School be amended to include the George Road area and the Arran View complex.

As an amendment, Councillor Robertson (Y) moved:-

(a)  That the following proposals be issued for consultation to all interested parties in terms of the Education (Publication and Consultation etc) (Scotland) Regulations 1981 as amended:-

            (i)   That Gourock Primary School be replaced by a new building with a planning capacity of 231 pupils, the building to be designed to include accommodation for 2 nursery classes;

            (ii)   That the site of the new Gourock Primary School (subject to title clearance) be the park at Broomberry Drive/Davidson Drive;

            (iii)  That with effect from April 1998, the delineated areas of Moorfoot Primary School and Gourock Primary School be amended as shown on the map at Appendix 5 to the consultative document;

            (iv)  That no further placing requests be accepted for Gourock Primary School to ensure that the roll of the school will match the long term projection of its new delineated area and the proposed planning capacity of the school but that special consideration be made to allow siblings of children currently in attendance at Gourock Primary School to be supported in their applications for placing requests to Gourock Primary School for a period of up to six years;  and

            (v)    That leased temporary accommodation be made available on the site of the new Gourock Primary School for no more than 18 months (until the roll from the School's new delineated area matches more closely the planning capacity of the school should the temporary use of the nursery classrooms prove insufficient);  and

(b)  That a report on the results of the consultations be submitted to a future meeting of the Committee.

On a vote, 3 Members voted for the motion and 9 for the amendment which was declared carried.

Those Members who had voted in favour of the motion then requested in terms of the relevant Standing Order that the matter be referred to The Inverclyde Council for decision in terms of the motion.

     77      PROPOSED RELOCATION OF KING'S GLEN PRIMARY SCHOOL WITHIN                                  77

              REFURBISHED AND EXTENDED ACCOMMODATION AT THE BLAIRMORE                                  

              CENTRE AND ST KENNETH'S PRIMARY SCHOOL BUILDING                                                          

 

SUBMITTED:  Report dated 15 January 1998 by the Director of Education Services on the result of the consultative exercise undertaken in relation to the proposal to relocate King's Glen Primary School within refurbished and extended accommodation at the Blairmore Centre and St Kenneth's Primary School building.  The report advised that the view of St Kenneth's School Board was that the plans were acceptable but that King's Glen School Board objected to both the principle and detail of the relocation.  In the circumstances, it was recommended that the Council consult again on the future of non-denominational and Roman Catholic primary provision in the area.

DECIDED:  That the proposal to relocate King's Glen Primary School within the St Kenneth's Primary School building by extension of the existing Blairmore Centre be not implemented and that it be remitted to the Director of Education Services to prepare a consultative document for submission to the next meeting of the Committee proposing that the project not proceed and that thereafter the results of the consultation exercise be reported to the Committee for its consideration.

 

     78      EDUCATION IN EARLY CHILDHOOD:  THE PRE-SCHOOL YEARS -                                             78

              RESPONSE TO CONSULTATION                                                                                                            

 

SUBMITTED:  Report dated 21 January 1998 by the Director of Education Services seeking the Committee's approval of a proposed response to the Scottish Office Education and Industry Department's Consultation Paper "Education in Early Childhood:  The Pre-School Years".

DECIDED:

(a)  That the comments detailed in Appendix 1 to the report be approved as the Council's response to the Scottish Office Education and Industry Department's Consultation Paper "Education in Early Childhood:  The Pre-School Years";  and

(b)  That in view of the implications for various Departments of the Council, the report be remitted to the Policy and Strategy Committee for its consideration.
