powers delegated to the Committee.

(APPEALS) SUB-COMMITTEE 813
SUBMITTED: Report dated 8 July 1997 by
the Director of Central Services advising that The Inverclyde Council at its
meeting on 26 June 1997 had agreed as part of its Standing Orders and Scheme of
Administration to the establishment of the Education Services (Appeals)
Sub-Committee which is to act with delegated powers as the appeals body in
terms of the appropriate sections of the Scheme of Salaries and Conditions of
Service laid down by the Scottish Joint Negotiating Council for Teaching Staff
in School Education and requesting the Committee to appoint Members to the
Sub-Committee.
DECIDED:
(a) That the Education
Services Committee give its agreement to part of its remit being discharged by
the Education Services (Appeals) Sub-Committee with delegated powers; (b) That
the following Members be appointed to the Education Services (Appeals)
Sub-Committee:-
1. Councillor Morrison (D) 5. Councillor
Welch (Vice-Convener)
2. Councillor Clocherty 6. Councillor Hunter
3. Councillor Jackson 7. Councillor Campbell; and
4. Councillor Robertson (Y) (Convener)
(c) That where a Member is
unable to attend a meeting of the Sub-Committee, that Member may nominate
another Member of the Council to attend as his/her substitute with powers to
act in his/her stead.

1997/98 - TECHNICAL PROGRESS 814
SUBMITTED: Report dated 11 July 1997 by
the Director of Property and Technical Services on the technical progress of
the Capital Programme 1997/98.

DECIDED:
(a) That the technical
progress of the Capital Programme 1997/98 be noted;
(b) That the Committee
approve, in terms of the relevant Financial Regulations, accumulated variations
in respect of Phase 3 of the works at Port Glasgow High School which have
resulted in the anticipated final account being 13.89% (£69,020) in excess of
the accepted tender amount; and
(c) That the Committee
approve, in terms of the relevant Financial Regulations, variations in the
scope of the work at St Joseph’s Primary School, Bluebird Family Centre as
detailed below:

EARLY INTERVENTION GRANTS PROGRAMME 816
SUBMITTED: Report dated 10 July 1997 by
the Director of Education Services advising of the success of the bid made to
the Scottish Office Education and Industry Department for early intervention
grant funding which has resulted in an allocation of £802,500 over 3 years for
projects within Inverclyde and outlining the funding requirements placed on the
Council as a condition of the grant.
DECIDED:
(a) That the successful bid
made to the Scottish Office Education and Industry Department for early
intervention grant funding which has resulted in an allocation of £802,500 over
3 years for projects within Inverclyde be noted; and
(b) That it be noted that a
condition of the grant funding requires the Council to contribute £100,000 in
1998-99 and £100,000 in 1999-2000 and that this be referred to the 1998/99
budget process.

SUBMITTED: Report dated 8 July 1997 by the Director of Education Services
providing information on the availability of music instruction within
Inverclyde schools and the Saturday

morning Music Centre and
setting out proposals for the formation of an Inverclyde Schools Concert Band.
DECIDED:
(a) That the arrangements made
for the provision of music instruction within Inverclyde schools, including the
work of the Music Centre, be noted; and
(b) That agreement be given to
the establishment of an Inverclyde Schools Concert Band during school session
1997/98.

INVERCLYDE ADULT LEARNERS’ WEEK 1997 818
SUBMITTED: Report by the Director of
Education Services on the Council’s contribution to
Adult Learners’ Week which had
run from 19-25 May 1997.
DECIDED: That the successful outcome of Inverclyde Adult Learners’ Week 1997
be noted.
819 SCHOOL LEAVERS DESTINATIONS
SUBMITTED: Report dated 22 July 1997 by
the Director of Education Services advising of the publication by Renfrewshire
Careers Partnership of a report on School Leaver Destinations 1995/96 for the
Inverclyde Council area.
DECIDED:
(a) That the findings of the
report on School Leavers Destinations 1995/96 published by Renfrewshire Careers
Partnership be noted; and
(b) That it be remitted to the
Directors of Education Services and Economic Development to submit a joint
report to the Committee in due course with a view to progressing the issues
affecting school leavers in Inverclyde.
820 PROPOSED AMENDMENTS TO THE DELINEATED
AREAS OF LADY ALICE AND 820 LARKFIELD
PRIMARY SCHOOLS
SUBMITTED: Report dated 14 July 1997 by
the Director of Education Services advising of the requirement to amend the
delineated areas of Larkfield and Lady Alice Primary Schools as a consequence
of the new housing development at Rankin Rise, Greenock and appending a
consultative document incorporating proposals for the zoning of the whole
development to Lady Alice Primary School from October 1997 which it was
intended to issue for consultation in terms of the Education (Publication and
Consultation etc) (Scotland) Regulations 1981. Councillor Rebecchi was present
and with consent as Ward Member spoke in relation to a proposed alteration to
the area to be transferred which he wished the Committee to consider. Copies of
an amended Appendix 6 to the report incorporating the proposed alteration were
circulated.
DECIDED:
(a) That the submission made
by Councillor Rebecchi be accepted and the following proposals adopted:
(i) amendment to the delineated area of
Larkfleld Primary School by deletion of part of the area of the former Rankin
Hospital site, part of Neil Street (numbers 1 to 41 and 18 to 64) and
Sutherland Road (numbers 1 to 7 and 10 to 32).
(ii) amendment to the delineated area of
Lady Alice Primary School by inclusion of the whole of the area known as Rankin
Rise incorporating Kenmore Place,

Fearnan Place, Kenmore Drive,
Lawers Place, Killen Place and Neil Street
(numbers 1 to 41 and 18 to 64)
and Sutherland Road (numbers 1 to 7 and 10 to

issued for consultation to all interested parties in terms of the Education
(Publication and Consultation etc) (Scotland) Regulations 1981 and that a
report on the results of the consultations be submitted to a future meeting of
the Committee.

On the motion of the
Vice-Convener, it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government
(Scotland) Act 1973, the public and press be excluded from the meeting during
consideration of the undernoted items of business on the grounds that
consideration of the items involved the likely disclosure of exempt information
as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act
as are set opposite each item.
