HMIe Report on St Laurence’s Primary School

There was submitted a report by the Corporate Director Education and Social Care advising the Committee of the results of the HMIe external evaluation of St Laurence’s Primary School.  The report advised that the external evaluation included within the indicators of quality, one indicator (Climate and Relationships) which had been judged to be “excellent”.

 

 

Mr Gerry Maguire, Head Teacher of St Laurence’s Primary School, was present and spoke to this item.

 

 

Decided:

 

 

(1) that the Committee endorse the comments made in the HMIe external evaluation of St Laurence’s Primary School;  and

 

 

(2) that the Committee’s appreciation be conveyed to the Head Teacher, staff and pupils of the school as well as staff within Education Services Headquarters for the work undertaken to achieve the evaluation.

There was submitted a report by the Corporate Director Education and Social Care advising the Committee of the results of the HMIe external evaluation of St Michael’s Primary School.  The report advised that the external evaluation included within the indicators of quality, two indicators (Accommodation & Facilities and Partnership with Parents, the School Board and the Community) which had been judged to be “excellent”.

 

 

Mrs Kathleen Maguire, Head Teacher of St Michael’s Primary School, was present and spoke to this item.

 

 

Decided:

 

 

(1) that the Committee endorse the comments made in the HMIe external evaluation of St Michael’s Primary School;  and

Revenue Budget 2007/08 - Period 5

There was submitted a report by the Chief Financial Officer and the Corporate Director Education and Social Care on the position of the Revenue Budget 2007/08 as at Period 5 (31 August 2007) which was projected to be on budget.

 

 

Decided:

 

 

(1)   that the current position of the Revenue Budget 2007/08 as at Period 5 (31 August 2007) which is projected to be on budget be noted;  and

 

 

(2)   that approval be given to the virements as detailed in section 6.1 of the report.

Capital Programme 2006/07 to 2007/08 - Progress

There was submitted a report by the Corporate Director Education and Social Care on the progress of the Capital Programme 2006/07 to 2007/08.

 

 

Decided:

 

 

(1) that the progress of the specific projects as detailed in the amended appendix 1 circulated to Members be noted;  and

 

 

(2) that approval be given to increase the budget for the St Mary’s Nursery School project from £100,000 to £150,000, the additional cost to be partly funded from the allocation for General Asbestos Removal (£30,000) and partly from the Future Programme Allowance (£20,000).

Education Service Performance Report:  August to October 2007

There was submitted a report by the Corporate Director Education and Social Care advising of the progress made by Education Services during the period 1 August 2007 to 12 October 2007 in relation to achieving the service objectives and how this contributes to the achievement of key priorities.

 

 

Decided:  the contents of the report and the revised system of performance management be approved.

School Catchment Areas

There was submitted a report by the Corporate Director Education and Social Care (1) on proposed changes to the catchment areas which govern the admission of pupils to primary schools and to secondary schools within Inverclyde and (2) requesting the Committee to approve the issuing of the consultation document appended to the report.

 

 

Councillor Rebecchi was present and with consent spoke in relation to this item.

 

 

Proposal 1

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The houses which are being built in the previous Kingston Shipyard, which is currently associated with St Kenneth’s and Highholm Primary Schools, should become part of the catchment area of Highholm Primary School (subsequently Newark Primary School) and St John’s Primary School.

 

 

As an amendment, Councillor Blair moved that the consultation document include the option of Clune Park Primary School remaining open and that if a decision is made to retain the school, there be an appropriate adjustment to the catchment area.

 

 

On a vote, 6 Members voted for the motion and 7 for the amendment which was declared carried.  Those Members who had voted in favour of the motion then requested in terms of the relevant Standing Order that the matter be referred to The Inverclyde Council for decision in terms of the motion.

 

 

Proposal 2

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The houses to the east of Gibshill Road, Bell Street, Cedar Crescent, Cobham Street, East Street, Fir Street, Gibshill Road, Gibson Street, Irwin Street, Keir Hardie Street, Laburnum Street, Lansbury Street, Mitchell Street, Ardmore View (Poplar Street), Shankland Road, Smillie Street, Thomas Muir Street, Whitelees Road, which are part of the catchment area of St Kenneth’s Primary School should become part of the catchment area of St John’s Primary School.

 

 

As an amendment, Councillor Blair moved that in relation to non-denominational primary education, the consultation document include the option of both Highholm Primary School and Clune Park Primary School should the decision be taken for the latter school to remain open.

 

 

On a vote, 5 Members voted for the amendment and 6 for the motion which was declared carried.

 

 

Proposal 3

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The houses along Robert Street, Wilson Street, Bruce Street, Caledonia Street, Clune Park Street, Maxwell Street, Montgomerie Street, Wallace Street and Ashgrove Lane in lower Port Glasgow, which are currently in the catchment area of St John’s Primary School should become part of the catchment area of St Michael’s Primary School.

 

 

This was agreed unanimously.

 

 

Proposal 4

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

Dougliehill Terrace, Place and Road which are currently in the catchment area of St John’s and Highholm Primary Schools should become part of the catchment area of St Michael’s Primary School.

 

 

This was agreed unanimously.

 

 

Proposal 5

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The area known as Pennyfern including Pennyfern Road, Pennyfern Drive and Maple Road and currently associated with St Joseph’s Primary School should be associated with St Patrick’s Primary School and thereafter with Notre Dame High School.

 

 

This was agreed unanimously.

 

 

Proposal 6

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The area known as Branchton Road and Neil Street including Branchton Road, Cupar Drive, Dingwall Drive, Forfar Road, Huntly Drive, Kirkwall Road, Rothesay Road, Stonehaven Road, Neil Street area, Gleninver Road, Inverkip Road (certain Nos), Neil Street and Sutherland Road should no longer be associated with Sacred Heart Primary School but be associated with St Patrick’s Primary School and thereafter Notre Dame High School.

 

 

As an amendment, Councillor Blair moved that the consultation proposals include the option of the existing associations with Sacred Heart Primary School continuing and for those affected pupils to have the right to attend Notre Dame High School without the requirement for a placing request.

 

 

On a vote, 2 Members voted for the amendment and 9 for the motion which was declared carried.

Proposal 7

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The area known as and including Mallard Crescent, Mallard Lane, Falcon Lane, Falcon Crescent, Merlin Lane, Merlin Avenue, Partridge Road which are associated with Lady Alice Primary School should be part of the catchment area of Ardgowan Primary School and thereafter the new non-denominational school in Bayhill.

 

 

As an amendment, Councillor Blair moved that the consultation proposals include the option of the existing associations with Lady Alice Primary School continuing and that the affected pupils attend the new non-denominational school in Bayhill when this opens in 2011.

 

 

On a vote, 3 Members voted for the amendment and 8 for the motion which was declared carried.

 

 

Proposal 8

 

 

Councillor McCabe moved that subject to appropriate adjustment to the wording, the following proposal be issued for consultation, the changes to the catchment areas to take effect on 1 December 2008:-

 

 

The area which is formed by the boundary wall of the cemetery including Tweed Street, Ness Road, Tay Street, Don Street, Davey Street and Tasker Street which are currently associated with Highlanders Academy should become part of the catchment area of Lady Alice Primary School.

 

 

This was agreed unanimously.

 

 

Decided:  that the following proposed alterations to catchment areas, to take effect on 1 December 2008, be issued for consultation:

There was submitted a report by the Corporate Director Education and Social Care seeking approval for adoption and implementation of the Physical Intervention Policies and Procedures appended to the report.

 

 

Decided:  that approval be given to the adoption and use of the Policies and Procedures on Physical Intervention as set out in appendix 1 to the report.

The Impact of Poverty on Learning

698

 

 

 

 

There was submitted a report by the Corporate Director Education and Social Care providing an analysis of how poverty can have an impact on learning in schools and providing information on what Education Services is doing and can do in the future to address this very deep rooted issue.

 

 

Decided:

 

 

(1) that the report be approved;  and

 

 

(2) that the information contained within the report be used as a key policy driver in allocating any future additional resources to Education Services.

Report on the Talking, Listening and Learning Initiative in Inverclyde Schools

There was submitted a report by the Corporate Director Education and Social Care (1) on the progress of the Talking, Listening and Learning Initiative in Inverclyde Schools and (2) summarising the key findings of the evaluation carried out by Strathclyde University.

 

 

Decided:  that the Committee note the implications for the development of literacy contained within the evaluation report by Strathclyde University.

There was submitted a report by the Corporate Director Education and Social Care seeking approval for proposed levels of payment for clerks to Parent Councils of Inverclyde schools.

 

 

Decided:

 

 

(1) that the hourly rate for Parent Council clerks be based on spinal column point 6 (£12,366 pro rata), equating currently to an hourly rate of £6.7945; and

 

 

(2) that it be noted that the rate will be matched to the nearest point up when the current job evaluation and review of rates currently being undertaken by the Council are implemented.

There was submitted a report by the Corporate Director Education and Social Care seeking approval for the award of a contract for the decanting and safe disposal of furniture and related materials.  The Committee agreed to the award of the contract as recommended, all as detailed in the appendix.
