Capital Programme 2002/2003 - Technical Progress

There was submitted a report dated 17 May 2002 by the Depute Chief Executive on the  technical progress of the Capital Programme 2002/2003.

Decided:

(1) that the technical progress of the Capital Programme 2002/2003 be noted;  and

(2) that the Committee approve, in terms of the relevant Financial Regulations, an expenditure decrease of  £10,146 in respect of the deletion of one distribution board from the provisional sum for Scottish Power supplies for street lighting within the Kelburn development area contract.

Capital Programme 2002/03 - 2003/04 - Financial Position

There was submitted a report dated 23 May 2002 by the Director of Finance Services on the position of the Capital Programme 2002/03 - 2003/04.

Capital Programme 2002/2003 - Transportation & Roads Service

There was submitted a report dated 23 May 2002 by the Depute Chief Executive seeking authority to proceed with project preparation for a number of projects as detailed in the appendices to the report to be funded from the Transportation & Roads Capital Programme 2002/2003.

Decided:

(1) that the Committee approve the projects listed in the appendices to the report in respect of the Capital Programme 2002/2003, based on the previously agreed three year Capital Programme;  and

(2) that it be remitted to the Head of Transportation & Roads Service to proceed to tender, or issue to the Council's contractor, in respect of the projects listed in the appendices to the report and that authority to accept tenders be granted in terms of the Standing Orders relating to Contracts and the Financial Regulations.

Public Transport Fund Projects Commencing 2003-2004

Cycling, Walking and Safer Streets Allocation

There was submitted a report dated 23 May 2002 by the Depute Chief Executive recommending a programme of works to be undertaken in 2003-2004 using funding from the Public Transport Fund Cycling, Walking and Safer Streets fund in respect of which Inverclyde Council had been allocated £135,000 for projects commencing 2003-2004.

Decided:  that approval be given to the projects listed in the report for inclusion in the Capital Programme 2003-2004.

Glasgow Airport Rail Link Project - Request from Strathclyde Passenger Transport (SPT)

There was submitted a report by the Depute Chief Executive on a request received from Strathclyde Passenger Transport seeking support for its campaign for the construction of a rail link to Glasgow Airport which it indicated could be in place by 2005, subject to funding.

Decided:

(1) that the Committee support the proposal from Strathclyde Passenger Transport for the construction of a rail link to Glasgow Airport, in accordance with the Local Transport Strategy, on the basis that the increased capacity between Paisley and Glasgow be used to improve, enhance and increase the rail service between Inverclyde, Paisley and Glasgow; and

(2) that it be remitted to the Depute Chief Executive to correspond with Strathclyde Passenger Transport on this basis and on the assumption that this support does not imply a financial contribution from Inverclyde Council at this stage.
