1315      REVENUE BUDGET 1998/99 - MONITORING REPORT                                                                  1315

 

SUBMITTED:  Report dated 26 November 1998 by the Executive Director Resource Services on the position of the Revenue Budget 1998/99 as at 14 October 1998.

DECIDED:

(a)  That the Policy and Strategy Committee be requested to approve a supplementary revenue estimate of £20,310 to meet the projected overspend within the Planning Services Revenue Budget and to make provision of £15,060 within the Revenue Budget 1999/2000 for continuing expenditure on the Local Plan; and

(b)  That the report be otherwise noted.

1319      NATIONAL PLANNING POLICY GUIDELINE 8 REVISED 1998:                                                  1319

TOWN CENTRES AND RETAILING

 

SUBMITTED:  Report dated 26 November 1998 by the Director of Planning on a revised version of National Planning Policy Guideline 8 relative to town centres and retailing issued by the Scottish Office in October 1998, summarising the contents of the revised document and outlining the implications of the revisals for Inverclyde.

DECIDED:

(a)  That the terms of the report be noted;

(b)  That the Committee reaffirm its support for the Greenock Town Centre Initiative; and

(c)  That the importance which the guidance contained in National Planning Policy Guideline 8 places on the protection and development of existing town centres such as Greenock, Port Glasgow and Gourock be recognised.

 

1320      STREET NAMING                                                                                                                               1320

 

SUBMITTED: Report dated 16 November 1998 by the Director of Planning on the proposed naming of Phase 3 of the Hill Farm housing development at Inverkip.

DECIDED:  That the names Findhorn Crescent and Findhorn Place be adopted as shown on the plan appended to the report.

 

1321      PROPOSED STOPPING UP OF ROAD:  BOGLE STREET/VIRIGINIA STREET/                            1321

CHAPEL STREET, GREENOCK

 

SUBMITTED:  Report dated 2 December 1998 by the Executive Director Legal, Information and Support Services advising that, following the decision of the Planning and Traffic Management Sub-Committee at the meeting held on 2 September 1998 (Para 929(b)) to instigate the stopping-up procedure for Bogle Street/Virginia Street/Chapel Street, Greenock in terms of the Town and Country Planning (Scotland) Act 1997, no objections had been received following advertisement of the proposals.

DECIDED:  That the Stopping-Up of Roads, Inverclyde (Bogle Street/Virginia Street/Chapel Street, Greenock) Order 1998 be confirmed and that the Executive Director Legal, Information and Support Services be authorised to take all necessary action in connection with the Order.

 

1322      PROPOSED TRAFFIC REGULATION ORDER - BOGLESTONE, PORT GLASGOW                    1322

 

SUBMITTED:  Report dated 10 November 1998 by the Director of Central Services recommending the making of a Traffic Regulation Order to introduce one-way driving in various streets within Boglestone, Port Glasgow and to prohibit driving in the car park between North and South Roads, Port Glasgow.

Councillor Clocherty was present and with consent spoke on the matter.

DECIDED:  That the Inverclyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order to introduce one-way driving in various streets within Boglestone, Port Glasgow and to prohibit driving in the car park between North and South Roads, Port Glasgow and thereafter that it be remitted to the

Directors of Transportation and Roads and Central Services to arrange for implementation of the Order.

 

1323      ROAD ADOPTIONS                                                                                                                            1323

 

SUBMITTED:  Report dated 23 November 1998 by the Director of Transportation and Roads advising of additions to Inverclyde's list of public roads in accordance with the Roads (Scotland) Act 1984.

1324      INVERKIP STREET BRIDGE - USE OF EMERGENCY POWERS PROCEDURE                           1324

 

SUBMITTED:  Report dated 20 November 1998 by the Director of Transportation and Roads advising of the use of the Emergency Powers Procedure as set out in Standing Order 66 to authorise expenditure estimated at £35,000 in respect of interlocking concrete blocks for Inverkip Street Bridge, Greenock.  The report indicated that the works had been instructed by the Scottish Office following the structural assessment of the bridge and that all costs associated with the emergency works would be met by the Scottish Office.

1325      1999 SCOTTISH MOTOR SHOW                                                                                                       1325

 

SUBMITTED:  Report dated 20 November 1998 by the Director of Transportation and Roads seeking approval for the Council's Road Safety Unit to participate in the 1999 Scottish Motor Show to be held at the Scottish Exhibition and Conference Centre.  It was noted that, provided all other authorities participate, the Council's contribution excluding staff costs would be £1000.

DECIDED:  That the Council participate in the 1999 Scottish Motor Show subject to the associated costs being contained within the Transportation and Roads Revenue Budget.

 

1326      MINUTE OF MEETING OF STRATHCLYDE PASSENGER TRANSPORT AUTHORITY              1326

 

SUBMITTED:  Minute of meeting of Strathclyde Passenger Transport Authority of 2 October 1998.

1327      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                  1327

 

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraph 9 of Part I of Schedule 7(A) of the Act.

 

1328      NATIONAL STREET GAZETTEER                                                                                                     1328

 

SUBMITTED:  Report dated 23 November 1998 by the Director of Transportation and Roads seeking approval to enter into an agreement with Ordnance Survey in respect of a National Street Gazetteer and to provide data for inclusion in the Gazetteer.  The report advised that the work undertaken by Ordnance Survey would be at no cost to the Council and that there was the potential for income generation.

DECIDED:  That it be remitted to the Director of Transportation and Roads to enter into an agreement with Ordnance Survey in respect of a National Street Gazetteer and to arrange for the relative documents to be signed by the Executive Director Legal, Information and Support Services.
