1341      CAPITAL PROGRAMME 1997/98 - TRANSPORTATION & ROADS:                                             1341

              ADDITIONAL PROJECTS

 

SUBMITTED: Report dated 19 November 1997 by the Director of Transportation & Roads recommending additional projects for inclusion within the Transportation & Roads Capital Programme 1997/98 to be funded from reductions in the Department's Capital Programme 1997/98.

DECIDED: That approval be given to the inclusion of the following projects within the Transportation & Roads Capital Programme 1997/98, the costs to be contained within the Department's Capital Programme for 1997/98:-

(i) Overhead Cable Replacement Phase 4 (Newton Street from Nelson Street to Madeira Street);

(ii) Footway reconstruction - Greenock Town Centre; and

(iii) Footway/carriageway reconstruction - Dubbs Road, Port Glasgow.

1343      DESIGNATION OF COVES COMMUNITY PARK AS A LOCAL NATURE RESERVE                1343

 

SUBMITTED:  Report dated 11 November 1997 by the Director of Planning advising that the Lower Clyde River Valley Project Joint Committee, comprising elected Members of Argyll & Bute and Inverclyde Councils, had identified Coves Community Park as suitable for designation as a Local Nature Reserve and recommending that the Committee approve the designation.

DECIDED:  That approval be given to the designation of Coves Community Park as a Local Nature Reserve.

 

1344      STRATHCLYDE STRUCTURE PLAN 1995:  SECRETARY OF STATE'S FORMAL                       1344

              NOTICE OF APPROVAL

 

SUBMITTED:  Report dated 12 November 1997 by the Director of Planning commenting on the Secretary of State's final decision letter, published on 21 October 1997, formally approving the Strathclyde Structure Plan 1995 and recommending a response to the Secretary of State in terms of the comments set out in the report.

DECIDED:  That the Director of Planning respond to the Secretary of State's final decision letter approving the Strathclyde Structure Plan 1995 in terms of the comments set out in the report.

SUBMITTED: Report dated 13 November 1997 by the Director of Planning recommending adoption of a code of conduct for Members who deal with planning applications, a copy of which was appended to the report.

DECIDED:  That approval be given to adoption of the code of conduct for Members who deal with planning applications.

 


1348      PROPOSED STOPPING-UP OF FOOTPATH:  BELVILLE STREET/EAST WILLIAM                    1348

              STREET, GREENOCK

 

SUBMITTED:  Report dated 20 November 1997 by the Director of Legal Services advising that, following the decision of the Economic Development and Urban Regeneration Committee at the meeting held on 10 October 1996 to instigate the stopping-up procedure relative to an area of footpath extending to 35.21 square metres or thereby at Belville Street/ East William Street, Greenock in terms of the Town and Country Planning (Scotland) Act 1972, no objections had been received following advertisement of the proposals.

DECIDED:  That the Stopping-up of Footpath (Belville Street/East William Street, Greenock) Order be confirmed and that the Director of Legal Services be authorised to take all necessary action in connection with the Order.

 

1349      PROPOSED TRAFFIC REGULATION ORDER - ELDON STREET, NEWARK                               1349

              STREET AND LYLE ROAD, GREENOCK

 

SUBMITTED:  Report dated 5 November 1997 by the Director of Central Services recommending the making of a Traffic Regulation Order to (i) extend the existing "no waiting and no loading at any time" restrictions westwards on the north side of Eldon Street; (ii) introduce a "bus stop clearway" on the north side of Eldon Street immediately west of (i)  prohibiting all vehicles with the exemption of buses from stopping; and (iii) introduce new "no waiting and no loading at any time" restrictions on the south side of Eldon Street and at the north end of Newark Street and associated short lengths of Lyle Road.

1350      PROPOSED TRAFFIC REGULATION ORDER - ALBERT ROAD/CRAGBURN                             1350

              GATE, GOUROCK

 

SUBMITTED:  Report dated 24 October 1997 by the Director of Central Services recommending the making of a Traffic Regulation Order to introduce "no waiting at any time" restrictions for a short distance on either side of Cragburn Gate at its junction with Albert Road.

DECIDED:  That the Inverclyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order to introduce "no waiting at any time" restrictions for a short distance on either side of Cragburn Gate at its junction with Albert Road and thereafter that it be remitted to the Directors of Transportation & Roads and Central Services to arrange for implementation of the Order.

 


1351      PROPOSED TRAFFIC REGULATION ORDER - ON-STREET PARKING PLACES                       1351

              (WITHOUT CHARGES) ORDER NO.2 1997

 

SUBMITTED:  Report dated 29 October 1997 by the Director of Central Services recommending the making of a Traffic Regulation Order to accompany the provision of parking bays for disabled drivers which will restrict parking within designated parking bays to disabled drivers only and enable the Police to enforce such restrictions at various locations in Port Glasgow, Greenock and Gourock.

DECIDED:  That the Inverclyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order in respect of On-Street Parking Places (Without Charges) Order No. 2 1997 and that it be remitted to the Directors of Transportation & Roads and Central Services to arrange for implementation of the Order.

 

1352      TALL SHIPS GREENOCK 1999 - TRAFFIC MANAGEMENT                                                         1352

 

SUBMITTED:  Report dated 19 November 1997 by the Director of Transportation & Roads outlining proposals for temporary traffic management arrangements for the Greenock Tall Ships Event in 1999 which had been considered and approved by the Board of Greenock Tall Ships 1999 Limited at its meeting on 7 November 1997.

DECIDED: 

(a) That approval be given to the temporary traffic management arrangements outlined in the report and that it be remitted to the Director of Transportation & Roads to report further thereon as required; and

(b) That the Director of Transportation & Roads be authorised to seek approval from the Scottish Office regarding closures on the A8 trunk road and to take appropriate action in connection with the implementation of the proposed traffic diversions.

 

1353      THE FLOOD PREVENTION AND LAND DRAINAGE (SCOTLAND) ACT 1997                           1353

 

SUBMITTED:  Report dated 19 November 1997 by the Director of Transportation & Roads on the implications for the Council of the Flood Prevention and Land Drainage (Scotland) Act 1997.

DECIDED:

(a) That the duties and responsibilities imposed by the Flood Prevention and Land Drainage (Scotland) Act 1997 be delegated to the Director of Transportation & Roads; and

(b) That it be remitted to the Director of Transportation & Roads in consultation with the appropriate Officers to prepare a further report on the staffing, financial and legal implications arising from the Act and that the financial costs be referred to the 1998/99 Revenue Budget process.

 

1354      ROADSIDE TREES                                                                                                                              1354

 

SUBMITTED:  Report dated 19 November 1997 by the Director of Transportation & Roads on the condition of roadside trees in Inverclyde, in respect of which the Roads Authority has a duty to either undertake necessary maintenance or to ensure it is undertaken by the person responsible, and outlining options for future maintenance.

DECIDED:  That the Director of Transportation & Roads establish a working group, comprising Officers from the Departments of Transportation & Roads, Planning, Leisure & Recreation, Legal and other relevant Departments to investigate options for dealing with roadside trees in Inverclyde, consult with the Convention of Scottish Local Authorities and other Roads Authorities and, thereafter, report to the Committee on the preferred option, together with costs.

 

1355      STREET NAMEPLATES,  BOUNDARY AND SETTLEMENT SIGNS                                              1355

 

SUBMITTED:  Report dated 19 November 1997 by the Director of Transportation & Roads on the delegation of responsibility for the erection of street nameplates, boundary and settlement signs, advising of the outcome of a survey of street nameplates and signs within Inverclyde and seeking authority for the invitation and acceptance of tenders for nameplates, funding for which was available from a sum of £71,000 set aside by the former Inverclyde District Council and a projected underspend of £42,000 in the current Transportation & Roads Capital Programme.  It was noted, however, that there would be an ongoing revenue implication  for repair and maintenance in respect of which there was no provision within the Transportation & Roads Revenue Budget.

DECIDED:

(a) That responsibility for the erection of street nameplates, boundary and settlement signs be delegated to the Director of Transportation & Roads;

(b) That it be remitted to the Director of Transportation & Roads to proceed to tender for the replacement of street nameplates, boundary and settlement signs and that delegated authority be granted to the Director of Central Services in consultation with the appropriate Officers and after consultation with the Convener, Vice-Convener and a Member of the Minority Groups to accept the lowest tender received provided that it does not exceed the available funding of £113,000; and

(c) That the ongoing revenue implications for the repair and replacement of nameplates be referred to the 1998/99 Revenue Budget process.

 

1356      TEMPORARY TECHNICAL POSTS FUNDED FROM CAPITAL                                                    1356

 

SUBMITTED:  Report dated 19 November 1997 by the Director of Transportation & Roads seeking the Committee's approval to establish three temporary technical posts within the Transportation & Roads Department, the cost to be contained within the Transportation & Roads Capital Programme.

DECIDED:

(a) That approval be given to the establishment of three temporary technical posts within the Transportation & Roads Department, each for a period of two years with the option to renew, subject to available funding; and

(b) That the establishment of the three temporary technical posts be recommended to the Corporate Business Committee.

 

1357      STANDING LIST OF CONTRACTORS                                                                                             1357

 

SUBMITTED:  Report dated 14 November 1997 by the Director of Transportation & Roads recommending extension of the use of the former Strathclyde Regional Council's standing list of contractors adopted by the Transportation & Roads Committee at the meeting on 1 May 1996 (para 341), extended to 30 June 1997 by the Transportation & Roads Committee at the meeting on 4 March 1997 (para 260) and until 31 December 1997 by the same Committee on 27 May 1997 (para 637).

DECIDED:  That approval be given to the continued use of the standing list of contractors until the adoption of a substitute list.

 

1358      STANDING LIST OF CONSULTANTS                                                                                              1358

 

SUBMITTED:  Report dated 14 November 1997 by the Director of Transportation & Roads recommending extension of the use of the former Strathclyde Regional Council's standing list of consultants adopted by the Transportation & Roads Committee at the meeting on 1 May 1996 (para 342), extended to 30 June 1997 by the Transportation & Roads Committee at the meeting on 4 March 1997 (para 261) and until 31 December 1997 by the same Committee on 27 May 1997 (para 638).

DECIDED:  That approval be given to the continued use of the standing list of consultants until the adoption of a substitute list.
