In attendance:-  The Assistant Chief Executive (Economic Development and Urban Regeneration), the Director of Central Services, the Director of Economic Development, Mr A Puckrin (for the Director of Finance), the Director of Planning, Mr M A Ferguson (for the Director of Property and Technical Services), the Director of Transportation and Roads and the Chief Environmental Services Officer.

 

Apologies for absence were intimated on behalf of Councillors Morrison (M) and O'Rourke.

RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS

On the motion of the Convener it was agreed unanimously that in terms of Section 50A(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undernoted item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraphs 6, 8 and 9 of Part I of Schedule 7(A) of the Act.

CENTRAL GOUROCK REDEVELOPMENT:  MILLER PARTNERSHIPS LTD

SUBMITTED:  Report dated 13 February 1997 by the Assistant Chief Executive (Economic Development and Urban Regeneration)  on Miller Partnerships' proposals for redevelopment of the Central Gourock area consideration of which had been continued from the meeting held on 18 December 1996 (Para 1228) to allow the proposals to be the subject of detailed consideration by the Council's Officers and the Boards of Railtrack and Caledonian MacBrayne Ltd.  The report detailed Miller Partnerships' proposals in respect of infrastructure and the various development sites together with a planning analysis of the infrastructure proposals and development opportunities and a financial appraisal.

 

 

The Committee heard Mr J Miller of Miller Partnerships on the proposals.

 

 

Also present were Mr G McKenzie of Caledonian MacBrayne Ltd and Mr T Witty of Railtrack, the two other Gourock landowner partners.

 

 

Members then asked a number of questions which were answered by Mr Miller.  Members also asked the representatives of Railtrack and Caledonian MacBrayne Ltd for their views on the proposals and these were stated.

 

 

DECIDED:

 

 

(a)  That the terms of the report be noted;  and

 

 

(b)  That it be remitted to a Working Group comprising three Members from the Majority Group, two from the Minority Groups, appropriate Officers and representatives from Miller Partnerships, Caledonian MacBrayne Ltd and Railtrack to consider further the proposals prior to proceeding with public consultation on the redevelopment proposals, the Working Group  to invite the views of the three Gourock Community Councils and the Gourock Traders' Association as necessary during its consideration.
