There was submitted a report dated 16 October 2003 by the Director of Legal and Support Services requesting the Committee to fix the local public holidays for 2005. |

Decided: (1) that
the local public holidays for 2005 be as follows:- |

(1) advising the Committee of the workforce profile of Inverclyde Council as
at 6 September 2003 and (2) outlining comparative information in respect
of the other major employers within Inverclyde. Noted |

matters relating to the Treasury Management function for the period 1 July

There was submitted a report dated 13 October 2003 by the Director of Finance on the position of the Revenue Budget 2003/04 as at Period 6 (17 September 2003). |

(1) that
the current position of the 2003/04 Revenue Budget be noted; and (2) that
virement of £59,050 within Finance and Information Services be approved. |

There was submitted a report dated 13 October 2003 by the Director of Finance on the progress of the Capital Programme 2003/04 to 2005/06. |

(1) that the progress of the specific projects detailed in Appendix 1 of the report be noted; and |
|
|
(2) that the Committee note the projected underspend of £1000 in the 2003/04 budget. |

There was submitted a report dated 15 October 2003 by the Director of Finance (1) on the Council Tax and non - domestic rates performance for the quarter to 30 September 2003 and (2) highlighting other relevant issues. |

(1) that the Committee approve the proposed Direct Debit/Prompt payment incentive scheme and that the cost be contained within existing budgets; and |
|
|
(2)
that the report be otherwise
noted. |

It was agreed in terms of
Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, that
the public and press be excluded from the meeting for the following items on
the grounds that the business involved the likely disclosure of exempt information
as defined in the respective paragraphs of Part I of Schedule 7(A) of
the Act as are set opposite each item. |

was submitted a report dated 7 October 2003 by the Head of Personnel Services
recommending amendments to the existing establishment within Finance Services,
all of which were approved, with the exception of the proposal at 1(xiii) which,
being the subject of an appeal by one of the affected employees, was remitted
to the Personnel (Appeals & Applied Conditions of Service) Sub-Committee for
decision. |

|
The Convener being of the
opinion that the undernoted report by the Director of Education Services was
relevant, competent and urgent, moved
its consideration to enable tenders to be issued without delay. This was unanimously agreed in terms of the
relevant Standing Order. |

There
was submitted a report by the Director of Education Service seeking approval
to invite tenders from companies not on the Council’s list of Consultants to
undertake a review of catering provision in Inverclyde Schools Decided: that the Committee approve the issue of tenders to the companies detailed in the report. |
