The Convener referred to a report by the Director of Property and Technical Services on a new lease of shop premises at Tower Drive, Gourock and advised that consideration of the item was urgent to allow the Committee to decide on the transfer of lease of the premises as soon as possible and moved that the item be added to the Agenda.  This was unanimously agreed in terms of  the relevant Standing Order.

SUBMITTED:  Report dated 15 October 1997 by the Director of Finance on the current position of the Capital Programme 1997/98.

1190      OFFICE ACCOMMODATION - VARIOUS PROJECTS                                                                   1190

 

SUBMITTED:  Report dated 15 October 1997 by the Director of Property and Technical Services seeking approval of recommendations to include the following projects in the Capital Plan with a view to starts being made in 1998/99:-

(i) Office Accommodation at St Stephen's High School, (ii) Office Accommodation at St Columba's High School, (iii) Greenock Municipal Buildings New Entrance, Reception and One-Stop Shop, and (iv) Former Police Buildings Phase 1.

After discussion, Councillor Rebecchi moved that the proposed office accommodation projects at St Stephen's High School and St Columba's High School be not included in the Capital Plan.  As an amendment, Councillor Jackson moved that the recommendation be agreed in its entirety.  On a vote, 3 Members voted for the motion and 6 for the amendment which was declared carried.

DECIDED:

(a)  That the forthcoming projects be included in the Capital Plan with a view to starts being made in 1998/99:-

Office accommodation works at St Stephen's High School                 £200,000;

Office accommodation works at St Columba's High School               £300,000;

Refurbishment of the Greenock Municipal Buildings entrance,

reception and one-stop shop                                                             £500,000;

Refurbishment of the former police buildings                                      £850,000;  and

(b)  That it be remitted to the Director of Property and Technical Services to seek grant funding from Historic Scotland for the refurbishment of the former police buildings.

 

1191      PORT GLASGOW TOWN HALL - BUILDING FABRIC AND SERVICES REPAIRS                     1191

AND INTERNAL REFURBISHMENT

 

SUBMITTED:  Report dated 10 October 1997 by the Director of Property and Technical Services seeking approval of an allocation within the Capital Plan for building fabric and services repairs and internal refurbishment at Port Glasgow Town Hall.

DECIDED:  That it be agreed to include building fabric and services repairs and internal refurbishment at Port Glasgow Town Hall in the Capital Plan at an estimated cost of £700,000.

SUBMITTED:  Report by the Assistant Chief Executive (Contract Services) advising that authority had been received using the procedure under Standing Order 66 to agree the appointment of bar shopfitters and Bass (Tennents) as suppliers to allow the bar facility at Greenock Waterfront Leisure Complex to open as soon as possible.

1195      "RACIAL EQUALITY MEANS QUALITY":  A STANDARD FOR LOCAL                                      1195

GOVERNMENT IN SCOTLAND

 

SUBMITTED:  Report dated 23 September 1997 by the Director of Personnel Services requesting the Committee to consider the publication "Racial Equality Means Quality" produced by the Commission for Racial Equality and endorsed by COSLA.  The report advised that a draft equal opportunities policy and procedures document dealing with the Council's role as an employer is currently being prepared taking into account the recommendations of the Standard.

DECIDED:

(a)  That the Standard for Racial Equality for use in the development of the Council's equal opportunities policy and procedures document be endorsed;  and

(b)  That the Policy and Strategy Committee be requested to consider the terms of this report in relation to the use of the Standard in service delivery.

 

1196      CLOSURE OF BALROSSIE RESIDENTIAL SCHOOL                                                                      1196

 

SUBMITTED:  Report dated 20 October 1997 advising of the current position regarding the redeployment of employees arising from the closure of Balrossie Residential School.

1197      HOURS OF WORK, PAY CYCLES AND LONG-SERVICE AWARD                                             1197

 

SUBMITTED:  Report dated 13 October 1997 by the Director of Personnel Services seeking approval of recommendations with a view to rationalising certain conditions of service inherited from the former Inverclyde District and Strathclyde Regional Councils in respect of hours of work, pay cycles and long-service award.

DECIDED:

(a)  That the revised pay cycles detailed in paragraph 3 of the report be approved and implemented as soon as the Director of Finance can make the necessary arrangements;  and

(b)  That it be remitted to the Director of Personnel Services to discuss further with the Trades Unions on the hours of work and long-service award and that a report on the outcome of the discussions be submitted to the Committee in due course.

 

1198      PERSONNEL SERVICES DEPARTMENT:  HEALTH & SAFETY SECTION                                   1198

 

SUBMITTED:  Report dated 13 October 1997 by the Director of Personnel Services on a review of staffing arrangements within the Health & Safety Section of the Personnel Services Department.

DECIDED:

(a)  That the vacant post of Health & Safety Officer, Grade AP5/PO2 (£18,636-£23,298) (Post No 64017), be filled by a qualified person but without substantial experience, the appointee to be placed on Grade AP3 (£14,325-£15,759) in accordance with the yardstick for Health & Safety Officers previously agreed by the Committee;

(b)  That a post of Trainee Health & Safety Officer be established at Grade AP2 (£12,831-£13,920) to be funded from the Royal Apprenticeship Scheme;  and


(c)  That, following the retirement of one of the existing Health & Safety Officers, the Department will return to the current establishment of two basic grade Health & Safety Officers.

 

1199      VEHICLE REPLACEMENT PROGRAMME:  PROPOSED TENDERING PROCESS                       1199

 

SUBMITTED:  Report by the Assistant Chief Executive (Contract Services) advising that the Council is required to advertise in the official journal of the European Community all contracts for the supply of goods and services with a value in excess of 200,000 ECUs (approximately £158,018) in which category the planned vehicle replacement programme falls.

DECIDED:  That the contents of the report be noted and that the Assistant Chief Executive (Contract Services) submit a further report on the progress of the replacement programme to the Committee in due course.

COUNCIL - FOOTBALL STRIPS

 

SUBMITTED:  Report dated 14 October 1997 by the Director of Central Services following an application for a Special Project Grant from Auchmountain Community Council in the sum of £400.20 towards the cost of purchasing football strips on behalf of Strone and Maukinhill Football Club.

DECIDED:  That a grant of £400.20 be made for the purchase of footballs strips on behalf of Strone and Maukinhill Football Club.

 

1202      ENVIRONMENTAL HEALTH DEPARTMENT - ADDITIONAL POST OF                                     1202

ENVIRONMENTAL HEALTH OFFICER

 

SUBMITTED:  Report dated 24 October 1997 by the Director of Central Services on a remit from the Economic Development Committee recommending the employment of an additional Environmental Health Officer within the Environmental Health Department on the basis that this be part funded by the allocation of additional monies to be made available by the Government to assist the implementation of the Pennington Report on E.Coli 0157 and by utilising a vacant job share post currently in the establishment of the Environmental Health Department.

DECIDED:  That the post be approved in principle subject to the Policy and Strategy Committee approving the utilisation of the additional funding for this purpose and to consultation between the Directors of Personnel Services and Finance to confirm whether it is permissible to fill the post in the manner described.

SUBMITTED:  Report dated 9 October 1997 by the Director of Property and Technical Services on an application from The Church of Scotland General Trustees to acquire the site on which the current church hall for St Andrew's is located, together with the site of a proposed link between the church hall and the church.

DECIDED:  That, subject to verification by the Director of Legal Services in respect of the claim made by the Church of Scotland General Trustees as indicated in the report, the Council convey the site of the church hall and the proposed link between the church and church hall to the Church of Scotland General Trustees, subject to the conditions all as outlined in the report and to such other terms and conditions considered appropriate by the Director of Legal Services in consultation with the Director of Property and Technical Services.

 

1207      LEASE OF SHOP PREMISES, 1 BROOMHILL WAY, GREENOCK                                                1207

 

SUBMITTED:  Report dated 10 October 1997 by the Director of Property and Technical Services on a request from the existing tenants, Ladbrokes, to extend the current lease of the premises at 1 Broomhill Way, Greenock from a period of 10 years to 15 years.

DECIDED:  That the lease be varied to extend its term to 15 years subject to rent review after the 10th year and subject to existing terms and conditions.

SUBMITTED:  Report dated 9 October 1997 by the Director of Property and Technical Services advising that enquiries have been received from members of the public for the lease of 6.4 acres of rough grazings at Balrossie Special School, Kilmacolm for the let of the land on a seasonal basis from 1 November 1997 to 31 March 1998.

DECIDED:  That it be remitted to the Director of Property and Technical Services to accept the most favourable offer in the interests of the Council.

 

1209      LEASE VARIATION:  EVERTON LODGE CAMP SITE, INVERKIP                                                1209

 

SUBMITTED:  Report dated 9 October 1997 by the Director of Property and Technical Services on an application from the Margaret Street Trustees and Greenock District Scout Council to extend the lease and sub-lease of the camp site HQ building known as Everton Lodge to encompass the whole of the Everton camp site.

DECIDED:  That it be remitted to the Director of Property and Technical Services to approve the variation of the lease to include the additional land as outlined in Appendix 1 to the report on the condition that this proposal will not compromise peaceful occupation of other adjoining land and that the existing conditions and terms of the lease and sub-lease would pertain to the revised land area.

DECIDED:  That the Committee agree to accept the offer from the Contract Services Division, Inverclyde Council, the contract period being from 1 November 1997 to 31 October 1998.

SUBMITTED:  Report dated 11 September 1997 by the Director of Personnel Services on proposals to rationalise the grade of Day Care Officers within the Social Work Department's day centres for the elderly (Barlas Centre).

DECIDED:  That the transfer of the three temporary Clerk of Works from Manual Worker to APT&C conditions of service be agreed and that they be placed on Technical Grade 2/3 (£12,171-£15,759) with effect from 1 April 1997 the cost to be contained within existing budgets.

SUBMITTED:  Report dated 21 October 1997 by the Director of Property and Technical Services on an application for a transfer of lease of the premises at 58 Tower Drive, Gourock from Mr & Mrs G D McCormick to Mr Surjit Singh Benning.

DECIDED:  That it be remitted to the Director of Property and Technical Services to transfer the lease of the premises at 58 Tower Drive, Gourock to Mr S S Benning on the basis of a 25-year lease at a rental of £5,500 per annum with rent reviews every five years.
