SUBMITTED: Report dated 2 May 1997 by
the Director of Property and Technical Services on progress of current projects
and detailing variations to projects which require approval in terms of the
Council’s Financial Regulations.
DECIDED:
(a) That the contents of the
report be noted; and
(b) That the Committee approve

the Director of Finance detailing the financial position of current and
proposed projects included in the 1997/98 Capital Programme.
DECIDED:
(a) That the contents of the
report be noted; and
(b) That the Policy and
Strategy Committee be requested to approve the increase of £31,000 in respect
of the Community Services Capital Programme.

AND YOUNG PERSONS (PROTECTION FROM TOBACCO’)

SUBMITTED: Report dated 29 April 1997
by the Chief Consumer Protection and Trading Standards Officer advising of the
level of enforcement activities carried out by the Department to protect young
persons from tobacco and tobacco products and requesting that the Committee
approve the enforcement strategy set out in paragraph 2 of the report.
DECIDED: That the contents of the
report be noted and that the enforcement strategy outlined in paragraph 2 of
the report be adopted.

ANIMALS 583
SUBMITTED: Report dated 1 May 1997 by
the Director of Leisure and Recreation following consideration of this item
from the previous meeting for further details relating to the application by Fiesta
Entertainment Ltd to hold a circus with performing animals in Coronation Park,
Port Glasgow. It was noted that the performing animals would comprise horses
only.
DECIDED:
(a) That the Committee not
adopt a policy for organisations using performing animals in the course of
events in Council property but to consider individual requests on their merits;
and
(b) That Fiesta Entertainment
Ltd be permitted to hold a circus in terms outlined in the report at Coronation
Park, Port Glasgow between 9 and 15 June 1997.

contractor’s performance in general terms, to identify the present ongoing
works and to forecast items which will be addressed in the coming months.

it was agreed unanimously that in terms of Section 50(A)(4) of the Local
Government (Scotland) Act 1973 as amended, the public and press be excluded
