SUBMITTED: Report dated 24 March 1997 by the Director of Finance advising of the current position of the 1996/97 Revenue Budget as at 28 February 1997.

     396       CAPITAL PROGRAMME 1996/97 - FINANCIAL PROGRESS                                                          396

 

SUBMITTED: Report dated 24 March 1997 by the Director of Finance detailing the financial position of current and proposed projects included in the 1996/97 Capital Programme.

DECIDED:

a That the contents of the report be noted; and

(b) That the Policy and Strategy Committee be requested to approve the increase of £303,000 in respect of the Community Services Capital Programme.

 

     397       CAPITAL PROGRAMME 1996/97- TECHNICAL PROGRESS

 

SUBMITTED: Report dated 20 March 1997 by the Director of Property and Technical

Services on the progress of current projects and detailing variations to projects which require approval in terms of the Council’s Financial Regulations.

DECIDED:

(a) That the contents of the report be noted;

(b) That the Committee approve the following items of expenditure only:

398       SERVICE LEVEL AGREEMENT WITH CITY OF GLASGOW COUNCIL -                       398 CALIBRATION AND TEST CENTRE

 

SUBMITTED: Report by the Chief Consumer Protection and Trading Standards Officer advising of the arrangements in place for the provision of local standards, working standards and testing equipment for use by officers of the Consumer Protection and Trading Standards Department.

DECIDED: That authority be delegated to the Chief Consumer Protection and Trading Standards Officer to sign the service level agreement with Glasgow City Council’s Calibration and Test Centre on behalf of The Inverclyde Council.

             PROTECTION AND TRADING STANDARDS DEPARTMENT

 

SUBMITTED: Report dated March 1997 by the Chief Consumer Protection and Trading

Standards Officer requesting approval of the scale of fees chargeable from 1 April 1997 by theConsumer Protection and Trading Standards Department for services rendered under statuteenforced by the Department.

DECIDED: That the Committee adopt the scale of fees and charges as detailed in the

Appendix to the report.

SUBMITTED: Report dated 18 March 1997 by the Director of Leisure and Recreation

advising of the outcome of the Sports Personality of the Year Awards.

DECIDED:

(a) That the contents of the report be noted; and

(b) That it be remitted to the Director of Leisure and Recreation to organise the Inverclyde

Sports Personality of the Year Awards on an annual basis.

SUBMITTED: Report dated 20 March 1997 by the Director of Leisure and Recreation seeking the Committee’s views on the use of Council facilities by organisations and other bodies who have performing animals as part of their entertainment package.
DECIDED: That consideration of the report be continued and that it be remitted to the Director of Leisure and Recreation to seek further information on the proposed use of performing animals by Chipperfields Circus.

SUBMITTED: Report dated 19 March 1997 by the Director of Leisure and Recreation advising the Committee of the forthcoming events at Sport Centres, Community Centres and parks and open spaces and providing information on vandalism, service developments and similar other issues.

SUBMITTED: Report dated 20 March 1997 by the Director of Leisure and Recreation outlining proposals for the level of fees and charges in respect of all leisure activities for

1997/98.

DECIDED:

(a) That the levels of fees and charges outlined in the report and the (revised) Leisure Pass Scheme(s) be agreed; and

(b) That it be remitted to the Personnel Working Group on Terms and Conditions to consider the proposal that Council employees who live outwith Inverclyde should be able to purchase a leisure pass.

 

     405      PARKLEA GREENHOUSE COMPLEX “BRANCHING OUT” PROJECT                                          405

 

SUBMITTED: Report dated 20 March 1997 by the Director of Leisure and Recreation advising of a request from the “Branching Out” Project for use of an additional 650m2 of ground to site a glass house store and class room accommodation with dual access road.

DECIDED:

(a) That the additional ground of 650m2 be allocated to the “Branching Out” Project, any related costs to be met in full by the project; and

(b) That consequent applications for erection of the glass house store and class room accommodation should be dealt with by the Director of Planning.

                On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item:

SUBMITTED: Joint report dated 21 March 1997 by the Directors of Leisure and Recreation and Information Technology on the installation of a computerised management system at the Waterfront Leisure Complex.

DECIDED: That following a detailed assessment of the market the computerised management system offered by Microcache in the sum of £28,700 be accepted.

SUBMITTED: Report dated 27 March 1997 by the Director of Central Services advising of the acceptance of the tender in the sum of £33,374.52 from New English for the purchase of ice skates for the Waterfront Leisure Complex using the procedure under Standing Order 66.

advising of the estimated revenue costs associated with the operation of the Waterfront Leisure

Complex for the first year of opening.

SUBMITTED: Report by the Director of Leisure and Recreation seeking approval to invite and accept tenders from suppliers and contractors of specialist equipment and services including persons who are not currently on the approved contractors list but are to be asked to tender in connection with the fitting out and equipping of the Greenock Waterfront Leisure Complex.

DECIDED:

(a) That companies named in the Appendix to the report be allowed to submit tenders for the supply of specialist services and equipment where required;

(b) That authority be delegated to the Director of Central Services in consultation with the Director of Leisure and Recreation and other appropriate Officers, the Convener and Vice-Convener of the Committee and a Member of the Minority Groups to approve the suppliers and contractors to be invited to submit tenders for the remaining specialist areas noted in the Appendix to the report; and

(c) That authority be delegated to the Director of Central Services in consultation with the Convener and Vice-Convener of the Committee and a Member of the Minority Groups to accept the lowest tender in respect of the supply of specialist equipment and services under each of the headings noted in the Appendix to the report.

SUBMITTED: Report dated 19 March 1997 by the Director of Leisure and Recreation outlining the present position at the Waterfront Leisure Complex.

SUBMITTED: Report dated 19 March 1997 by the Director of Leisure and Recreation on four

tenders received for the provision of fitness centres at Greenock Sports Centre, Boglestone

Community Centre and Gourock Outdoor Pool.

DECIDED:

(a) That the contents of the report be noted;

(b) That it be remitted to the Director of Central Services to accept the tender submitted by

Pulse for the construction and installation of fitness studios in (i) Greenock Sports Centre in

the sum of £248,662, (ii) Boglestone Community Centre in the sum of £1 83,888 and


(iii) Gourock Outdoor Pool in the sum of £225,054 and that the Director of Leisure and

Recreation in consultation with other appropriate Officers enter into post-tender negotiations

with Pulse to enable outstanding matters to be resolved to a form which can be acceptable to the Council; and

(c) That the Director of Leisure and Recreation agree with Pulse a programme of work to allow for the construction and installation of the fitness studios at a time which least affect operational use.
