In attendance:-  The Depute Chief Executive, the Director of Central Services, the Director of Leisure and Recreation, the Director of Finance, the Director of Property and Technical Services, Mr C Clelland (for the Director of Legal Services) and the Chief Consumer Protection and Trading Standards Officer.

 

An apology for absence was intimated on behalf of Councillor Finnie.

REVENUE BUDGET 1996/97

SUBMITTED:  Report dated 6 February 1997 by the Director of Finance on the current position of the 1996/97 Revenue Budget comparing the expenditure to 1 January 1997 with the budget and providing information regarding time and real variances.

DECIDED:

(a)  That the current position of the Revenue Budget 1996/97 be noted;  and

(b)  That the Departments endeavour to make savings wherever possible.

CAPITAL PROGRAMME 1996/97 - FINANCIAL PROGRESS

SUBMITTED:  Report dated 18 February 1997 by the Director of Finance advising of the up-to-date position of the current and proposed capital projects.

DECIDED:

(a)  That the contents of the report be noted; and

(b)  That the Policy and Strategy Committee be requested to increase the Community Services capital allocation by £305,000 to meet the increased costs at Greenock Waterfront, Battery Park and projects complete on site as no compensatory savings can be found from elsewhere within the Committee's projects.

CAPITAL PROGRAMME 1996/97 - TECHNICAL PROGRESS

SUBMITTED:  Report dated 4 February 1997 by the Director of Property and Technical Services on the progress of current projects and detailing variations to projects which require approval in terms of the Council's Financial Regulations.  This report was considered in conjunction with the report on the Waterfront Leisure Complex following the Resolution.

DECIDED:

(a)  That the contents of the report be noted;  and

(b)  That the Committee approve the following items of expenditure only for the purposes of Financial Regulations:-

SPORTS PERSONALITY OF THE YEAR AWARDS

SUBMITTED:  Report dated 7 February 1997 by the Director of Leisure and Recreation advising the Committee of the arrangements being made for the Sports Personality of the Year awards.

NATIONAL SPORTS VOLUNTEERS AWARD

SUBMITTED:  Report dated 10 February 1997 by the Director of Leisure and Recreation advising the Committee of a new award known as the National Sports Volunteers Award to recognise the achievements and efforts of volunteers in the development of sport in Scotland.

DECIDED:

(a)  That the Council support the introduction of the new national award;

(b)  That the Inverclyde Council Service to Sport award be continued and that the winner be automatically nominated for the national award on an annual basis;  and

(c)  That the Sports Personality Awards judging panel be permitted to nominate any other Inverclyde candidates for the national award whom they think suitable.
