In attendance:- The Depute Chief Executive, the Assistant Chief Executive (Social and

Community Development), the Director of Central Services, the Director of Leisure and

Recreation, Mr C McCrone (for the Director of Finance), the Director of Property and

Technical Services, Mr H McNeilly (for the Director of Legal Services) and the Chief

Consumer Protection and Trading Standards Officer.

 

Apologies for absence were intimated on behalf of Councillors Sir Simpson Stevenson and Finnie.

 

The following paragraphs are submitted for information only having been dealt with under the powers delegated to the Committee.

 

       27      REVENUE BUDGET 1996/97                                                                                                                      27

 

SUBMITTED: Report dated 8 January 1997 by the Director of Finance on the current position of the 1996/97 Revenue Budget, comparing the expenditure to 6 December 1996 with the budget and providing information regarding timing and real variances.

DECIDED:

(a) That the current position of the Revenue Budget 1996/97 be noted; and

                (b) That the Department endeavour to make savings wherever possible.

 

       28      CAPITAL PROGRAMME 1996/97- FINANCIAL PROGRESS                                                                    28

 

SUBMITTED: Report dated 8 January 1997 by the Director of Finance advising of the up-to-date position of the current and proposed capital projects.

                DECIDED:

(a) That consideration of the report be continued to a special meeting of the Committee, to permit the Director of Property and Technical Services to obtain further information on the overspend in relation to the Battery Park pavilion including a detailed response from the consultant;

(b) That it be remitted to the Director of Leisure and Recreation to arrange for FaulknerBrowns to be present at the next meeting of the Waterfront Working Group to provide full details on the increase in costs in respect of the Waterfront leisure complex, the outcome of the meeting to be reported at the special meeting of the Committee; and

(c) That in the meantime no request to increase the Capital Allocation be made to the Policy and Strategy Committee until the matter has been considered further at the special meeting of the Committee.

 

       29      CAPITAL PROGRAMME 1996/97- TECHNICAL PROGRESS                                                                   29

 

SUBMITTED: Report dated 20 December 1996 by the Director of Property and Technical Services on the progress of current projects and detailing variations to projects which require approval in terms of the Council's Financial Regulations.

                DECIDED:

(a) That consideration of the report be continued to a special meeting of the Committee, to permit the Director of Property and Technical Services to obtain further information on the overspend in relation to the Battery Park pavilion including a detailed response from the consultant;

       30      DRAFT SOLID FUEL BYELAWS                                                                                                              30

 

SUBMITTED: Report dated 26 November 1996 by the Chief Consumer Protection and Trading Standards Officer requesting that Inverdyde Council introduce new solid fuel byelaws to reflect a new requirement to use metric measurements in the expression of such byelaws.

DECIDED: That it be recommended to the Council that it make the byelaws relating to the sale of solid fuel as set out in the Annex to the report and that the Director of Central Services be authorised to take all necessary action in connection with obtaining confirmation of the Byelaws from the Secretary of State.

 

       31      LEISURE PASS SCHEME                                                                                                                          31

 

SUBMITTED: Report dated 27 December 1996 by the Director of Leisure and Recreation requesting that the leisure passes be issued for a period of three months only due to the review of the leisure pass scheme.

DECIDED: That leisure passes be issued on a three-monthly basis until the review of the leisure pass scheme is completed.

 

       32      PORT GLASGOW BATHS - MAINTENANCE AND CLOSURE                                                               32

 

SUBMITTED: Report dated 24 December 1996 by the Director of Leisure and Recreation advising of the closure of Port Glasgow Baths and the repair and maintenance work carried out.

       33      LEISURE MANAGEMENT FACILITIES STATISTICAL INFORMATION                                                33

 

SUBMITTED: Report dated 23 December 1996 by the Director of Leisure and Recreation advising of statistical comparisons of the numbers of users of facilities run under the leisure management contracts within the Leisure and Recreation Department.

       34      LEISURE UPDATE REPORT                                                                                                                     34

 

SUBMITTED: Report dated 24 December 1996 by the Director of Leisure and Recreation advising the Committee of forthcoming events at sports centres, community centres and parks and open spaces and providing information and general service development on vandalism and other issues.

DECIDED: That the contents of the report be noted and that it be remitted to the Director of Leisure and Recreation in consultation with the Provost to arrange for an opening ceremony for the Battery Park pavilion.

 

       35      CLIENT REPORT                                                                                                                                       35

 

SUBMITTED: Report dated 24 December 1996 by the Director of Leisure and Recreation advising of the ground maintenance contractor's performance in general terms, to identify the present ongoing works and to forecast items which will be addressed in the coming months.

       36      UNALLOCATED SAVINGS                                                                                                                       36

 

SUBMITTED: Report dated 23 December 1996 by the Director of Leisure and Recreation showing how £16,610 of the remaining unallocated savings could be achieved by way of the proceeds from VAT refunds relating to sports facilities and income generated from the Waterfront cinema.

DECIDED: That savings of £16,610 be made from sources of income detailed in the report be agreed.

       37      PRE-ENTRY TRAINING PROGRAMME - WATERFRONT LEISURE COMPLEX                                   37

 

SUBMITTED: Report dated 12 December 1996 by the Director of Leisure and Recreation advising of a six-week joint funding training programme to ensure that Inverdyde residents are equipped with the necessary skills to compete effectively for new jobs in the Waterfront leisure complex.

       38      RESOLUTION: EXCLUSION OF PUBLIC AND PRESS                                                                            38

 

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraphs 6 and 8 of Part I of Schedule 7(A) of the Act

SUBMITTED: Report dated 19 December 1996 by the Director of Leisure and Recreation outlining the present position on the Waterfront leisure complex.
