Revenue Budget 2003/04 - Period 9

There was submitted a report dated 23 January 2004 by the Director of Finance on the position of the Revenue Budget 2003/04 as at Period 9 (3 December 2003).

 

 

Decided:

 

 

(1)   that the Committee note, with concern, the projected overspend of £123,000 in the current budget; and

 

 

(2)   that it be noted that the overspend will be incorporated within the overall report on the Revenue Budget to be submitted to the Policy & Strategy Committee.

Capital Programme 2003/04 to 2004/05 - Progress

There was submitted a report by the Director of Community & Protective Services on the current position of the Capital Programme 2003/04 to 2004/05.

Proposed Management Rules: Cemeteries and Crematorium

101

 

There was submitted a report dated 20 October 2003 by the Director of Community & Protective Services recommending the adoption of updated management rules for the Council's cemeteries and crematorium in terms of the Civic Government (Scotland) Act 1982.

 

 

Decided:  that the draft management rules for the cemeteries and crematorium detailed in the Appendix to the report be issued for consultation in terms of the 1982 Act and that it be remitted to the Director of Legal & Support Services to take appropriate action in respect thereof and to report thereon to the Committee in due course.

Adult Learners' Week 2004

There was submitted a report by the Director of Community & Protective Services seeking approval of the proposals for Adult Learners' Week 2004.

 

 

Decided:  that the proposals outlined in the report to celebrate Adult Learners' Week to be held from  24 - 30 May 2004, be approved.

Environmental Protection Act 1990 - Contaminated Land Inspection Strategy

There was submitted a report by the Director of Community & Protective Services on proposals to carry out seven intrusive site investigations in accordance with the Council's Contaminated Land Inspection Strategy.

 

 

Decided:  that it be remitted to the Director of Legal & Support Services to arrange for the invitation of tenders from suitably experienced consultants included in the Council's Standing Restricted List to carry out the seven intrusive site investigations referred to in the report.

Inverclyde Voluntary Sector Compact

104

 

There was submitted a report dated 4 December 2003 by the Director of Community & Protective Services requesting approval of the Voluntary Sector Compact, the draft of which had been considered by the Committee in June 2003 and which had been amended to take account of consultations with the voluntary sector.

 

 

Decided:

 

 

(1)   that the Inverclyde Voluntary Sector Compact appended to the report be agreed by the Committee for its interest and remitted to the Policy & Strategy Committee for approval; 

 

 

(2)   that it be remitted to the Director of Community & Protective Services to nominate a Voluntary Sector Liaison Officer to lead the implementation of the Compact; and

 

 

(3)   that it be remitted to the Director of Community & Protective Services to promote the Compact within all Council services and other public sector agencies.

Adult Literacy and Numeracy Action Plan 2004/06

There was submitted a report by the Director of Community & Protective Services seeking approval of the Adult Literacy and Numeracy Action Plan 2004/06.

 

 

Decided: 

 

 

(1)   that the Adult Literacy and Numeracy Action Plan 2004/06 outlined in the report be approved;  and

 

 

(2)   that the progress made towards the key action plan outcomes be noted.

Standards for Community Engagement

There was submitted a report by the Director of Community & Protective Services (1) on the development of standards for community engagement, (2) providing a brief summary of the key elements of the draft standards and (3) recommending that links be made between the national initiative and local programmes of work.

 

 

Decided:

 

 

(1)   that the report be noted; and

 

 

(2)   that it be agreed that Leisure & Community Support Services take the lead role in providing essential elements for the development of effective community engagement.

Robert Street Home Zone Project

107

 

There was submitted a report by the Director of Community & Protective Services seeking authority to invite tenders for works to provide a Home Zone Project in the Robert Street Area, Port Glasgow as part of the Better Neighbourhood Services Fund and in conjunction with the Urban II initiative.

 

 

Decided:  that approval be given to proceed to tender for the works detailed in the report.
