Revenue Monitoring Report - Period 6

There was submitted a report dated 12 October 2001 by the Director of Finance Services on the position of the Community & Protective Services Revenue Budget as at Period 6 (19 September 2001).

There was submitted a report dated 26 October 2001 by the Director of Finance Services on the financial position of the Capital Programme 2001/2002 - 2003/2004.

Approvals in Respect of Works at Gourock Pool

There was submitted a report dated October 2001 by the Depute Chief Executive requesting permission to seek tenders for repair work to be carried out to the Gourock Pool tank and reconstruction work to be carried out to the Gourock Pool sea wall.

 

 

Decided:  that it be remitted to the Director of Legal & Support Services to arrange for the invitation of tenders for the repairs to the Gourock Pool tank and the reconstruction works to the Gourock Pool sea wall, all as set out in the report and that delegated authority be granted to the Director of Legal & Support Services in the usual manner to accept the lowest acceptable tender in accordance with Standing Orders relating to Contracts.

Best Value Audit - Performance Management & Planning

There was submitted a report by the Director of Community & Protective Services advising that a PMP Audit had been carried out on the refuse collection service and advising of its positive conclusions.

 

 

Decided:  that the contents of the report be noted and that the considerable efforts made by the Refuse Collection Service ensuring that it was taking positive steps in meeting the challenge of the Best Value Regime be recognised.

Best Value Audit - Performance Management & Planning

There was submitted a report dated 2 November 2001 by the Director of Community & Protective Services advising of the PMP Audit carried out on the Community Education and Community Work Sections within the Community Support Services.

 

 

Decided:

(1)  that the contents of the report be noted and the efforts made by the Community Education and Community Work Sections in meeting the demands of the PMP Audit be recognised; and

 

 

(2)  that it be noted that the areas of improvement to be made by both sections be noted and that a further report be submitted to Committee in due course highlighting how these areas have been addressed.

Leisure Management Facilities - Statistical Information

There was submitted a report dated 10 October 2001 by the Director of Community & Protective Services advising of the number of users of facilities run under the Leisure Management Contracts in respect of leisure services for the period from 10 September 2001 to 30 September 2001.  

 

 

Decided:  that the contents of the report be noted and the action taken to ensure target attendances be approved.

Three Way Agreement in Inverclyde

There was submitted a report by the Director of Community & Protective Services on the successful role Inverclyde has played in the first Three Way Agreement in Scotland, detailing the ongoing liaison between the Community Support Services and the Voluntary Sector and advising of a recent survey of voluntary organisations in Inverclyde.

 

 

Decided:

(1)  that the lead role being taken by Community Support Services and the Inverclyde Voluntary Sector Forum in terms of delivering the Three Way Agreement in Inverclyde and throughout Scotland and the excellent working relationship between the services be noted; and

 

 

(2)  that the findings of the recent voluntary organisations survey for Inverclyde be noted.

Food Safety & Food Standards and Health & Safety Enforcement Policy Statement

There was submitted a report by the Director of Community & Protective Services seeking approval of a common enforcement policy for both food safety/food standards and health and safety activities.

 

 

Decided:  that the approach taken by the Environmental Health Section be approved and the Enforcement Policy Statement be endorsed.

Waste Disposal - Quarterly Tonnages

There was submitted a report by the Director of Community & Protective Services advising of the quantities of waste disposed for the second quarter from July to September 2001 and comparing this with the same period for 2000/2001 and providing details on the total waste disposed for the first half of this financial year.

Letter from Councillor Campbell - Burial Sites

There was submitted a report dated 25 October 2001 by the Director of Community & Protective Services on a letter from Councillor Campbell requesting that the Committee re-examine the use of the Glebe Land at Inverkip with regard to its suitability for a burial extension to Inverkip Cemetery.   The Committee heard Councillor Campbell in support of his request. 

 

 

Decided:  that it be remitted to the Director of Community & Protective Services in consultation with the Head of Property Services to re-examine the position of land at all cemeteries in Inverclyde on the basis of previous information obtained in 1998 highlighting any changes which have occurred since the previous decisions were made.

Waste Issues Consultation: National Waste Strategy Scotland

There was submitted a report dated 6 November 2001 by the Director of Community & Protective Services informing the Committee of the response made to the consultation paper on the waste management options for municipal solid waste within the Glasgow & Clyde Valley area.   It was noted that the Waste Strategy Group had considered the draft response.

 

 

Decided:  that the content of the response to the SEPA Waste Issues Paper be noted.

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, that the public and press be excluded from the meeting for the following items on the grounds that the business involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item.

There was submitted a report dated 10 October 2001 by the Director of Community & Protective Services advising of the income from facilities which were included in the Leisure Management Contracts operated by Leisure Services for the period 10 September 2001 to 30 September 2001.

 

 

Decided:  that the contents of the report be noted and the action taken to ensure that target income is achieved be approved.

Port Glasgow Juniors Football Club

There was submitted a report by the Director of Community & Protective Services on the current position of the Port Glasgow Juniors Football Club.

 

 

Decided:

(1)  that the progress made by Port Glasgow Juniors Football Club be noted;

 

 

(2) that the new Port Glasgow Juniors Football Club Committee be supported with grant aid of £3,000 to enable the club to use Ravenscraig Stadium for home matches and St Stephen's High School for training;

 

 

(3)  that in the event that this cost cannot be contained within the budgets available a further report should be submitted to Committee; and

 

 

(4)  that it be remitted to the Director of Community & Protective Services to advise of future proposals for the long term location of the club.

DSO Revenue Monitoring Report - Period 6

There was submitted a report dated 12 October 2001 by the Director of Finance Services on the position of the DSO Revenue Budget as at Period 6 (19 September 2001).

 

 

Decided: 

(1)  that the contents of the report be noted; and

 

 

(2)  that it be remitted to the Director of Community & Protective Services in consultation with the Director of Finance Services to submit a report on proposals to resolve the failure to meet the statutory target in respect of the Refuse Collection DSO.
