Revenue Monitoring Report 2000/2001 - Period 12

There was submitted a report dated 2 April 2001 by the Head of Accountancy Services on the position of the Community & Protective Services Revenue Budget as at Period 12 (7 March 2001) and advising that the current overall projected position is an overspend of £117,000 which is an increase of £77,000 since Period 10.

Capital Programme 2000/2001:  Financial Position

There was submitted a report dated 27 March 2001 by the Head of Accountancy Services advising of the financial position of current and proposed projects.

There was submitted a report dated 23 March 2001 by the Director of Community & Protective Services advising of the progress on site of current projects.

National Waste Strategy - Area Waste Plan

Provost Roach entered the meeting at this item of business.

 

 

There was submitted a report by the Director of Community & Protective Services advising of the development of the Strategic Waste Management Base Line Assessment and a Councillor event to be held in May 2001 to advise Elected Members of progress on the development and obtain feedback on its contents.

 

 

Decided:  that the contents of the report be noted and that the Councillor event to be held in May be supported.

Leisure Management Facilities: Statistical Information

There was submitted a report dated 3 April 2001 by the Director of Community & Protective Services advising of the number of users of facilities run under the Leisure Management contracts in respect of Leisure Services for the period from 12 February 2001 to 31 March 2001. 

 

 

Decided: that the contents of the report be noted and the action taken to ensure target attendances be approved.

Young Quality Scot (Citizenship Award 2001)

There was submitted a report dated 29 March 2001 by the Director of Community & Protective Services advising of the development of the Young Quality Scot (Citizenship Award) within Inverclyde, seeking Committee approval for the continued development and resourcing of  citizenship programmes by Leisure & Community Support Services in conjunction with local partners and proposing that a preliminary bid be submitted to Quality Scotland offering to host the 2003 National Award Ceremony.

 

 

Decided:

(1)  that the progress in developing the citizenship programme be noted;

(2)  that the positive image of Inverclyde projected by the Inverclyde nominees at national and local events be noted; and

(3)  that it be remitted to the Director of Community & Protective Services to prepare a preliminary bid for consideration by the Committee prior to submission to Quality Scotland outlining any costs which may be incurred by the Council in hosting the National Young Quality Scot Awards ceremony in 2003.

Waterfront Leisure Complex: Update

There was submitted a report dated 29 March 2001 by the Director of Community & Protective Services on the up to date position with regard to the Waterfront Leisure Complex.

 

 

Decided:  that the contents of the report and the action taken to promote and develop the complex be noted.

Kilmacolm Tennis Club

There was submitted a report dated 12 March 2001 by the Director of Community & Protective Services on a request by Kilmacolm Tennis Club for the sum of £5,000 towards the costs  associated with their  redeveloped club facilities.

 

 

 

Decided:

(1)  that the content of the report be noted; and

(2)  that  the provision of facilities to the value of £5,000 as detailed in the report be funded out of the capital allocation of £100,000 for the upgrading of parks and pitches.

Council-Owned Bowling Greens

There was submitted a report by the Director of Community & Protective Services advising of the discussions between the Council and the Committees which run the Council-owned bowling greens and advising of the proposal for Lady Alice Bowling Club to take on full responsibility for the running of its bowling green.

 

 

Decided:

 

 

(1)  that the contents of the report be noted;

(2)  that it be agreed that Lady Alice Bowling Club be permitted to take overall control of the running of the bowling green on a lease basis; and

(3)  that authority be delegated to the Director of Community & Protective Services in conjunction with other appropriate officers to offer leases on a similar basis to any other club which may be interested in the arrangement.

Port Glasgow Baths

There was submitted a report by the Director of Community & Protective Services on the up to date position with regard to the Port Glasgow Baths.

 

 

Decided:  that it be remitted to the Head of Property Services to consider alternative sites for the provision of a swimming pool in Port Glasgow provided that the agreed timescale for completion in 2003/4 is adhered to, notwithstanding that the Waterfront site remains a possible location for the development.

 

 

The Convener being of the opinion that the undernoted report by the Director of Community & Protective Services was relevant, competent and urgent moved its consideration to allow the Committee to consider the request by the Greenock Glenpark Harriers.   This was unanimously agreed in terms of the relevant Standing Order.

Application for Waiver of Let

383

 

There was submitted a report dated 12 April 2001 by the Director of Community & Protective Services on a request from the Greenock Glenpark Harriers for a waiver of let due to severe weather which affected their annual fund raising event in December 2000 resulting in  a lower amount of income than anticipated.

 

 

Decided:

(1)  that the ongoing review of the Council's letting policy be noted; and

(2)  that a 75% waiver of let be granted to Greenock Glenpark Harriers on this occasion.

 

 

 

It was agreed in terms of Section 50(A) (4) of the  Local Government (Scotland) Act 1973 as amended, that the public and press be excluded from the meeting for the following items on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 8 of Part I of  Schedule 7(A) of the Act.

Port Glasgow Juniors Football Club

There was submitted a report by the Director of Community & Protective Services advising Members of the recent discussions with Port Glasgow Juniors and requesting the Council to consider the current position.

 

 

Decided:

(1)  that the Port Glasgow Juniors Football Club be relocated to suitable alternative premises; and

(2)  that it be remitted to the Convener, Depute Leader and a Member of the Minority Groups to progress the matter when all costs and relevant information have been obtained.

There was submitted a report dated 3 April 2001 by the Director of Community & Protective Services advising of the income from facilities run under the Leisure Management contracts in respect of Leisure Services for the period from 12 February 2001 to 31 March 2001.

 

 

Decided:  that the contents of the report be noted and that the action taken to ensure achievement of target income be approved.
