There was submitted a report dated 15 February 2001 by the Head of Accountancy Services on the position of the Community & Protective Services Revenue Budget as at Period 10 (10 January 2001) advising of an overspend of £40,000 which is a decrease of £46,000 in Period 10. |

There was submitted a report dated 16 February 2001 by the Director of Community & Protective Services on the bid submitted to the Scottish Executive for a grant to fund the proposal to extend the kerbside collection of Greenlight Environment Limited by providing a collection vehicle, and advising that the Council were successful in the bid. |

There was submitted a report by the Director of Community & Protective Services advising of the meeting with the National Lottery Charities Board, the Inverclyde Voluntary Sector Forum and Inverclyde Council and requesting the Committee to approve the 3 way agreement which resulted from the discussion. |

Decided: that the contents of the report be noted and that it be remitted to the Director of Community & Protective Services to sign the 3 way agreement on behalf of the Inverclyde Council. |

There was submitted a report dated 13 February 2001 by the Director of Community & Protective Services advising of the number of users of facilities run under the Leisure Management Contracts in respect of Leisure Services for the period from 1 January 2001 to 11 February 2001. |

of the report be noted and the action taken to ensure target attendances be
approved. |

There was submitted a report dated 13 February 2001 by the Director of Community & Protective Services on the up to date position with regard to the Waterfront Leisure Complex. |

Inverclyde Youth Strategy - Capacity Building Programme |

There was submitted a report dated 26 February 2001 by the Director of Community & Protective Services advising of the progress in the development of the Community Capacity Building Programme contained within the Inverclyde Youth Strategy. |

Decided: (1) that the progress in developing the Inverclyde Youth Voice Group and in supporting Inverclyde's Members of the Scottish Youth Parliament be noted; (2) that the issues raised during the event on 23 January 2001 be noted; and (3) that it be remitted to the Director of Community & Protective Services to submit a further report outlining the developments of the initiative. |

There was submitted a report dated 26 February 2001 by the Director of Community & Protective Services advising of the financial position in respect of the voluntary managed halls in general and to certain voluntary managed community facilities in particular. |

Decided: (1) that the valuable role that voluntary organisations play in the community be acknowledged; |
|
|
(2) that it be remitted to the Policy & Strategy Committee to consider allocating £1,000 to each of the groups on an annual basis; and (3) that it be remitted to the Policy & Strategy Committee to consider underwriting the debt burden faced by the Kelburn and Grieve Road Committees in this financial year. |

It was noted that this report was withdrawn. However following discussion it was agreed that it be remitted to Councillors Morison (M), Jackson, McCabe and the Leader of the Minority Groups to consider the scheme and to put it into effect. |

It was agreed in terms of Section 50(A)(4) of the Local Government
(Scotland) Act 1973 as amended, that the public and press be excluded from
the meeting for the following items on the grounds that the business involved
the likely disclosure of exempt information as defined in the respective
paragraphs of Part I of Schedule 7(A) of the Act as are set opposite
each item. |

There was submitted a report by the Director of Community & Protective Services on a request from the company for a reduction in the rent for the premises they occupy at Inverclyde Indoor Bowling Club, Bogston, Greenock. |

Decided: that it be remitted to the Director of Community & Protective Services, Director of Legal & Support Services, Head of Property Services and Head of Resource Services to formalise the recommendation in the report including the reduced rent and a formal Lease with Inverclyde Indoor Bowling Club. |

There was submitted a report dated 15 February 2001 by the Head of Accountancy Services setting out the position of the DSO Revenue Budget as at 10 January 2001 (Period 10) and advising that the current overall projected position is a surplus of £814,000 which is an increase of £35,000 in Period 10. |
