Chair:  Councillor Morrison (M) presided.

The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Committee.

 

 

The Convener being of the opinion that the undernoted report by the Director of Community & Protective Services on Port Glasgow Baths was relevant, competent and urgent authorised its consideration to allow the Committee to be advised of the up to date position relating to the use of the baths.  This was unanimously agreed in terms of the relevant Standing Order and discussion of this item took place in the Saloon of the Municipal Buildings, Greenock.

Port Glasgow Baths

There was submitted a report by the Director of Community & Protective Services advising of the up to date position with regard to the structural condition of Port Glasgow Baths and providing options for the Committee to consider in relation to the provision of public swimming in Port Glasgow.

 

 

Decided: 

(1)  that option 1 as detailed in the report was the favoured option; and

 

 

(2) that in order to establish the lifetime of the swimming baths following the implementation of option 1 and subject to the approval of the Policy and Strategy Committee a specialist report on the pool tank and pool filtration system be instructed and that the findings of that report be submitted to the Committee as soon as possible.

There was submitted a report dated 16 February 2000 by the Director of Community & Protective Services advising of the number of users of facilities run under the Leisure Management Contract in respect of Leisure Services for the period from 3 January 2000 to 13 February 2000.

 

 

Decided: that the contents of the report be noted and the action taken to ensure target attendances be approved.

Scale of Charges 2000/2001

There was submitted a report dated 18 February 2000 by the Director of Community & Protective Services advising of the proposed increases in the scale of charges from 1 April 2000.

 

 

Decided:  that the proposed increases in the scale of charges as detailed in the report be agreed.

Contract Performance Monitoring (Grounds, Transport & Cleansing Services)

There was submitted a report dated 18 February 2000 by the Director of Community & Protective Services on a review of the performance of the services carried out under compulsory competitive tendering and best value within Grounds, Transport & Cleansing Services for the period 1 April 1999 to 31 January 2000.

Inverclyde Tobacco Control Alliance Publicity Campaign

There was submitted a report by the Director of Community & Protective Services advising of the Inverclyde Tobacco Control Alliance Publicity Campaign which will be laun«ched in May and recommending that Inverclyde Council host the event.

 

 

Decided:

 

 

(1) that the proposals of the Inverclyde Tobacco Control Alliance to hold a  publicity campaign be supported; and

 

 

(2) that Inverclyde Council host the event at the Gamble Halls in Gourock on 12 May 2000.

The National Mod

There was submitted a report dated 9 February 2000 by the Director of Community & Protective Services requesting approval to make a formal bid for the National Mod to be held in Inverclyde in 2004.

 

 

Decided:  that subject to approval by the Policy and Strategy Committee for funding for the event, it be remitted to the Director of Community & Protective Services to make a formal approach to An Comunn Gaidhealach to request that the National Mod be held in Inverclyde in 2004.

Millennium Events

There was submitted a report dated 18 February 2000 by the Director of Community & Protective Services advising of the outcome of discussions concerning the possibility of arranging an additional major Millennium Event during the summer at East India Harbour/Waterfront area on 5 and 6 August 2000.

 

 

Decided: 

(1) that the events be agreed in principle;

 

 

(2) that it be remitted to the Corporate Management Team for further discussion; and

 

 

(3) that an Events Co-ordinator be appointed in-house.

Santa's Grotto, Oak Mall Shopping Centre, Greenock

237

 

There was submitted a report by the Director of Community & Protective Services advising of the money collected at the jointly operated Oak Mall Shopping Centre/Inverclyde Council's Santa's Grotto and seeking approval to donate the money to a local good cause.

 

 

Decided: 

 

 

(1) that the money collected be donated to the Maternity and Baby Unit of Inverclyde Royal Hospital in a joint presentation with the management of the Oak Mall and Members of Inverclyde Council;

 

 

(2) that in future years the decision as to what good cause the money collected at the grotto should be donated to is made in alternate years by Inverclyde Council and the management of the Oak Mall; and

 

 

(3) that Inverclyde Council's donations are donated to the Provost's Fund.

Proposals for Community Halls at Peat Road, Upper Bow and Inverkip Pavilion

There was submitted a report dated 7 February 2000 by the Director of Community & Protective Services on a review of the future of Peat Road Community Hall, Upper Bow Community Hall and ¼Inverkip Pavilion.

 

 

Decided:  that the proposals outlined in the report be approved and that it be remitted to the Director of Community & Protective Services to submit a further report in respect of the future use of Upper Bow Community Hall.

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, that the public and press be excluded from the meeting for the following items on the grounds that the business involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item.
