Mr Grant referred to the minute of the meeting of the Strathclyde Passenger Transport Authority of 21 February 1997. The Convener indicated that consideration of the item was urgent to allow the Committee to be kept informed of the business transacted by the Authority with particular reference to proposals for a new rail station at Drumfrochar and moved that the item be added to the Agenda. This was unanimously agreed in terms of the relevant Standing Order.

SUBMITTED: Report dated 1 April 1997 by the Director of Finance on the position of the Revenue Budget 1996/97 as at 28 February 1997 together with copy letter dated 25 March 1997 from the Scottish Office Development Department thanking the Council for its efforts in carrying out road repairs on behalf of the Scottish Office and confirming that additional expenditure incurred would not affect the Capital Allocation for 1997/98.

DECIDED: That approval be given to the writing-off of stock from the Revenue Budget at a total value of £5,498.78.

PURCHASE OF ROCK SALT FOR WINTER MAINTENANCE |

SUBMITTED: Report dated 1 April 1997 by the Director of Transportation and Roads seeking approval to join a consortium of local authorities, comprising South Ayrshire, North Ayrshire and East Ayrshire, to purchase rock salt for winter maintenance during 1997/98, the contract to be issued by South Ayrshire Council at no additional cost to Inverclyde Council.
DECIDED:
(a) That the Council join the consortium of local authorities for the purchase of rock salt for winter maintenance during 1997/98; and
(b) That the Director of Transportation and Roads be authorised to purchase loose rock salt on an annual basis by the most economical means available.

BUS SHELTERS AND BUS STOPS - STRATHCLYDE PASSENGER TRANSPORT CAPITAL PROGRAMME 1996/97 |

SUBMITTED: Report by the Director of Transportation and Roads on the provision of replacement bus stops and bus shelters in Inverclyde during 1996/97 by the Strathclyde Passenger Transport Authority, at a total value of £13,000 with associated installation costs of approximately £5,000.

SUBMITTED: Report by the Director of Transportation and Roads requesting the Committee's approval to provide a sum of £16,000 to Strathclyde Passenger Transport, from the Transportation and Roads Capital Allocation, for the provision of bus shelters and bus stops during 1997/98 together with list of sites proposed by Strathclyde Passenger Transport for replacement bus shelters.
DECIDED:
(a) That the terms of the report be noted; and
(b) That approval be given to the transfer of £16,000 to Strathclyde Passenger Transport from the general provision of £750,000 allocated to Transportation and Roads for the provision of bus stops and bus shelters during 1997/98.

RESPONSIBILITY FOR RESERVOIRS OWNED BY INVERCLYDE COUNCIL |

SUBMITTED: Report dated 1 April 1997 by the Director of Transportation and Roads on the current responsibilities of the various Departments with regard to the four reservoirs owned by the Council and proposing alterations to the responsibilities for various functions and funding, together with the relative financial implications. The report indicated that the supervising engineer had recommended that urgent investigations be carried out at the Town Dam, at an estimated cost of £1,500, and Cowdenknowes Reservoir, at an estimated cost of £9,500.
DECIDED:
(a) That the Director of Transportation and Roads carry out the management of the reservoirs for the Department of Property and Technical Services, reporting on the requirements for structural maintenance and repairs, including responsibility for formulation and implementation of an emergency procedure for reservoirs;
(b) That the matter be remitted to the Corporate Resources Committee as part of its function of property management;
(c) That the Corporate Resources Committee be asked to approve funding for the carrying out of the urgent investigations at the Town Dam (£1,500) and Cowdenknowes Reservoir (£9,500) arising from the supervising engineer's recommendations; and
(d) That it be remitted to the Director of Transportation and Roads to report further on the staffing implications resulting from the management and supervision responsibility for reservoirs.

WALKING PROVISION |

SUBMITTED: Report dated 1 April 1997 by the Director of Transportation and Roads outlining proposals for a general policy with a view to improving walking facilities within Inverclyde and covering (i) general pedestrian utility provision; (ii) pedestrian routes providing an alternative mode of transport; and (iii) recreational walking provision.
DECIDED:
(a) That the requirements of and advantages associated with walking and walking provision within Inverclyde be noted;
(b) That the general policy outlined in the report be approved; and
(c) That it be noted the forthcoming Transport Strategy Document will include walking in terms of (a) above.

SUBMITTED: Minute of meeting of the Strathclyde Passenger Transport Authority of 21 February 1997.
The Convener reported orally that at the meeting of the Passenger Transport Authority on 4 April 1997 approval had been given for a new rail station at Drumfrochar from the Authority's Capital Programme 1997/98.
DECIDED:
(a) That the minute be noted; and
(b) That it be remitted to the Director of Transportation and Roads to report on the proposed new rail station at Drumfrochar to a special meeting of the Committee to be held at 3.00 pm on Monday 28 April 1997 to allow the Committee to consider the exact location of the station.
