The Convener referred to reports by the Director of Central Services on Proposed Traffic Regulation Order at Dubbs Road (Service Road), Port Glasgow; Proposed Traffic Regulation Order in respect of On-Street Parking Places (Without Charges) Order No 11997; and report by the Director of Transportation and Roads on tenders received for footway resurfacing at Midton and Trumpethill, Gourock. He indicated that consideration of the items was urgent to allow the Traffic Regulation Orders to be brought into effect without delay and to permit the works at Midton and Trumpethill to be completed within the current financial year and moved that the items be added to the Agenda This was unanimously agreed in terms of relevant Standing Order.

                DECIDED:

(a) That the current position of the Revenue Budget 1996/97 be noted; and

(1)) That the Department endeavour to make savings wherever possible.

SUBMITTED: Report dated 14 February 1997 by the Director of Transportation and Roads on the current position with regard to the programme of carriageway and footway resurfacing works approved by the Committee at its meeting on 13 June 1996 (paragraph 489). The report gave details of schemes completed, advised that tenders had been invited for works at a number of other locations which would commence if sufficient funding was available and that any balance of works detailed in the report which were not carried out within the current financial year would be included in the 1997/98 programme of resurfacing works.

     255      TRAFFIC REGULATION ORDERS                                                                                                        255

 

SUBMITTED: Report dated 20 February 1997 by the Director of Central Services recommending that the Council adopt procedures for the promotion of Traffic Regulation Orders similar to those operated by the former Strathclyde Regional Council and also that a Traffic Management Sub-Committee be established to deal with arrangements for public hearings where appropriate, in terms of the Local Roads Authorities Traffic Orders procedures) (Scotland) Regulations 1987.

DECIDED:

(a) That the adoption of the procedures used by the former Strathclyde Regional Council for the promotion of Traffic Regulation Orders be agreed;

~) That it be recommended to The Inverclyde Council that a Traffic Management Sub-Committee, with full delegated powers to consider and determine traffic management proposals promoted in terms of the Road Traffic Regulation and Roads (Scotland) Acts 1984 and associated Regulations where an objection or objections have been lodged against a proposal and have not been withdrawn, be established, the membership of the Sub-Committee to comprise the Convener and Vice-Convener of the Transportation and Roads Committee, one other Member from the Majority Group and two from the Minority Groups with provision for substitute members drawn from the Transportation and Roads Committee; and

(c) That authority be delegated to the Director of Central Services in consultation with the Convener to arrange  meetings of the Traffic Management Sub-Committee when required.

 

     256      ROAD SAFETY THROUGH HIGHWAY ENGINEERING                                                                    256

 

SUBMITTED:    Report dated 14 February 1997 by the Director of Transportation and Roads on proposals for the introduction of traffic calming measures by providing road humps together with suggested criteria for assessing the suitability of locations.

                DECIDED:

                (a) That the terms of the report be noted;

(b) That approval be given to the following criteria for assessing the suitability of locations for the introduction of traffic calming measures:

(i) Consideration should be directed to local residential roads and roads which bound schools;

(ii) Consideration should be given to the pedestrian injury accidents recorded in the previous three years, priority being given to those areas where the recorded accident numbers are highest;

(iii) Average vehicular speeds are greater than 25 mph; and

(iv) Other than in exceptional circumstances, road humps should not be installed on bus routes used by conventional service buses; and

(c) That the initial provision of traffic calming measures using a standard flexible system manufactured from recycled rubber or similar material be approved and that it be remitted to the Director of Transportation and Roads to monitor the results thereof.

 

     257  PUPIL SAFETY OUTSIDE SCHOOLS                                                                                                     257

 

SUBMITTED: Report dated 13 February 1997 by the Director of Transportation and Roads on consultations with the Education Services Department and progress in respect of the programme of schools inspections to identify road safety requirements outside schools. It was noted that parking on yellow zig-zag markings had been highlighted as the major problem during inspections.

DECIDED:

(a) That the terms of the report be noted; and

(b) That the promotion of Traffic Regulation Orders to enable enforcement of the "School Keep Clear" road markings at persistent problem areas be approved.

 

     258  NEIGHBOURHOOD WATCH SIGNS                                                                                                       258

 

SUBMITTED: Report by the Director of Transportation and Roads requesting the Committee to adopt the former Strathclyde Regional Council's policy relating to the supply and erection of neighbourhood watch signs on lighting columns.

DECIDED:

(a) That approval be given to the continuation of the former Strathclyde Regional Council's scheme relating to the supply and erection of neighbourhood watch signs on lighting columns;

~) That an initial standard charge of £20.00 per sign, excluding VAT, be set for the supply and erection of the signs, the charge to be reviewed annually by the Director of Transportation and Roads, any excess in expenditure to be met from the Transportation and Roads Revenue Budget;

(c) That the charge be paid direct to the Department of Transportation and Roads following the agreement of sign locations; and

(d) That it be remitted to the Director of Transportation and Roads to discuss with the Police the introduction of neighbourhood watch signs and the method for charging.

 

     259  1997 SCOTTISH MOTOR SHOW                                                                                                            259

 

SUBMITTED: Report dated 14 February 1997 by the Director of Transportation and Roads seeking the Committee's approval for the Council's Road Safety Unit to participate with other unitary authorities in the 1997 Scottish Motor Show to be held at the Scottish Exhibition and

 

Conference Centre during November. It was noted that, provided the other authorities participate, the Council's contribution excluding staff costs would be approximately £800.00.

DECIDED: That the Council participate in the 1997 Scottish Motor Show subject to the associated costs being contained within the Transportation and Roads Revenue budget

SUBMITTED: Report dated 14 February 1997 by the Director of Transportation and Roads recommending extension of the use of the former Strathclyde Regional Council's standing list of contractors adopted by the Committee at the meeting on 1 May 1996 para 341) until 30 June 1997.

DECIDED: That approval be given to the continued use of the standing list of contractors until 30 June 1997.

SUBMITTED: Report dated 14 February 1997 by the Director of Transportation and Roads recommending extension of the use of the former Strathclyde Regional Council's standing list of consultants adopted by the Committee at the meeting on 1 May 1996 para 342) until 30 June 1997.

DECIDED: That approval be given to the continued use of the standing list of consultants until 30 June 1997.

SUBMITTED: Report dated 27 February 1997 by the Director of Central Services recommending the making of a Traffic Regulation Order to introduce one-way traffic driving southwards in Dubbs Road (Service Road), Port Glasgow from Boglestone Avenue to Dubbs Road.

DECIDED: That The Inverdyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order to permit only one-way traffic driving southwards in Dubbs Road (Service Road), Port Glasgow from Boglestone Avenue to Dubbs Road and thereafter that it be remitted to the Directors of Transportation and Roads and Central Services to arrange for implementation of the Order.

 

     264      PROPOSED TRAFFIC REGULATION ORDER - ON-STREET PARKING PLACES                          264

                (WITHOUT CHARGES) ORDER NO 11997

 

SUBMITTED: Report dated 27 February 1997 by the Director of Central Services recommending the making of a Traffic Regulation Order to accompany the provision of parking bays for disabled drivers which will restrict parking within designated parking bays to disabled drivers only and enable the police to enforce such restrictions at various locations in Port Glasgow, Greenock and Gourock.

DECIDED: That The Inverdyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to the Traffic Regulation Order in respect of On-Street Parking Places (Without Charges) Order No 11997 and thereafter that it be remitted to the Directors of Transportation and Roads and Central Services to arrange for implementation of the Order.

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undernoted item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraphs 6 and 8 of Part I of Schedule 7(A) of the Act.


     266      FOOTWAY RESURFACING - MIDTON AND TRUMPETHILL GOUROCK                                     266

 

SUBMITTED: Report dated 28 February 1997 by the Director of Transportation and Roads on tenders received for footway resurfacing at Midton and Trumpethill, Gourock.

DECIDED: That it be remitted to the Director of Central Services to accept the tender submitted by MacLay Civil Engineering Limited for footway resurfacing at Midton and Trumpethill, Gourock in the sum of £50,070.89.
