DECIDED:

(a)  That the current position of the Revenue Budget 1996/97 be noted; and

(b)  That the Department endeavour to make savings wherever possible.

BRIDGE ASSESSMENT CAPITAL ALLOCATION 1996/97 - PROPOSED RE-ALLOCATION OF FUNDS

SUBMITTED:  Report dated 8 January 1997 by the Director of Transportation and Roads requesting the Committee to homologate action taken to re-allocate the capital provision of £80,000 for bridge assessment strengthening to bridge assessment investigations to enable essential structural investigation and testing work to be carried out in the current financial year and allow assessment  of structures and any resultant strengthening works to commence early in 1997/98.

DECIDED:  That the action to re-allocate the capital funding for bridge assessment strengthening to bridge assessment investigations be homologated.

BRIDGE STRENGTHENING COSTS - MEETING WITH SCOTTISH OFFICE

SUBMITTED:  Report dated 8 January 1997 by the Director of Transportation and Roads advising that as instructed by the Committee, the Depute Chief Executive together with the Directors of Finance and Transportation and Roads had met with officials of the Scottish Office and that it had been confirmed that no additional funding would be made available to assist the Council in meeting the costs of strengthening private bridges in Inverclyde.

BRIDGE ASSESSMENTS 1997/98

SUBMITTED:  Report dated 9 January 1997 by the Director of Transportation and Roads outlining options for undertaking bridge assessments to ensure that the Council complies with Government directives for the introduction of 40 tonne vehicles onto the road network by January 1999.

DECIDED: That it be remitted to the Director of Transportation and Roads to place advertisements inviting interest from other local authorities and also private sector consultants to undertake the required bridge assessments with a view to establishing the more favourable option and, if appropriate, proceed to make an appointment, subject to the appropriate capital consents being available for 1997/98.

DEVELOPMENT AT MORAR ROAD (NORTHCLIFF GARDENS), WEMYSS BAY

SUBMITTED:  Report dated January 1997 by the Director of Transportation and Roads  advising that roadworks at Morar Road (Northcliff Gardens), Wemyss Bay had not been completed to an acceptable standard for adoption and indicating that although a road bond amounting to £6,260 was available to the Council, this sum will not be sufficient to cover the total cost of the works estimated at £9,500 and accordingly, additional funding of approximately £3,240 would be required.

DECIDED:   That approval be given to complete the roadworks at Morar Road (Northcliff Gardens), Wemyss Bay subject to the estimated additional funding of £3,240 being contained within the Revenue Budget 1996/97.

LIGHTING IMPROVEMENT - TOWN CENTRE AREAS

SUBMITTED:  Report dated 6 January 1997 by the Director of Transportation and Roads on proposals for a trial scheme to improve road lighting within Greenock and Port Glasgow Town Centres.

DECIDED:  That the terms of the report be noted and that approval be given to the Director of Transportation and Roads to carry out the trial scheme, at a maximum cost of £4,000, to be met from the Revenue Budget 1996/97.

LIGHTING MAINTENANCE CONTRACT - EXTENSION

SUBMITTED:  Report dated 6 January 1997 by the Director of Transportation and Roads seeking approval to extend the existing road lighting maintenance contract awarded by the former Strathclyde Regional Council to Camas Associated Asphalt for a period of three months from 31 March 1997.

DECIDED: 

(a)  That approval be given to extension of the existing road lighting maintenance contract by a period of three months from 31 March 1997, the contractor to be given due notice in terms of the conditions of  contract; and

(b)  That it be noted the new road lighting maintenance contract will commence on 1 July 1997, coinciding with the re-introduction of compulsory competitive tendering legislation.

SCHOOL CROSSING PATROLLERS

SUBMITTED:  Report dated 30 December 1996 by the Director of Transportation and Roads advising of the current position with regard to recruitment of school crossing patrollers and the existing arrangement whereby Strathclyde Police assist by providing cover from their traffic warden service when required.  The report indicated that the Police were reviewing this situation and that there was a possibility of their introducing a charge for this service in future.

DECIDED:  That the terms of the report be noted and that it be remitted to the Director of Transportation and Roads to continue to recruit patrollers until such time as the Department has its full establishment of patrollers.

CYCLE PROVISION

SUBMITTED:  Report dated 30 December 1996 by the Director of Transportation and Roads outlining proposals for a policy in respect of the development of facilities for cycling within Inverclyde and detailing a number of issues relative thereto.

DECIDED: 

(a)  That the requirements of and advantages associated with cycling and cycle provision within Inverclyde be noted and that approval be given to the general policy outlined in the report; and

(b)  That it be noted that the forthcoming Transportation Strategy Document will include cycling in terms of (a) above.

RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undernoted item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraphs 6 and 8 of Part I of Schedule 7(A) of the Act.

LARKFIELD ROAD, GOUROCK - CARRIAGEWAY RECONSTRUCTION

SUBMITTED:  Report dated 8 January 1997 together with supplementary report dated 17 January 1997 by the Director of Transportation and Roads setting out for consideration tenders received for the above.  The reports advised that the tender prices received exceeded the estimated cost of the works but that the additional costs could be funded from reductions in other projects within the Capital Programme 1996/97.

DECIDED:  That it be remitted to the Director of Central Services to accept the tender submitted by the Contract Services Division, Inverclyde Council for carriageway reconstruction at Larkfield Road, Gourock in the sum of  £108,006.65.
