The Convener referred to reports by the Director of Social Work on (i) Maintenance Rates for Establishments Within Inverclyde for Respite, Temporary and Permanent Places (ii) Maintenance Rates for Establishments Within Inverclyde and (iii) Maintenance Rates for Establishments Outwith Inverclyde. The Convener indicated that consideration of the items was urgent to allow the approval and implementation of the rates as soon as possible and moved that the items be added to the Agenda. This was unanimously agreed in terms of the relevant Standing Order.

SUBMITTED: Report dated 8 May 1997 by the Director of Property and Technical Services advising the Committee of the current position on the works to be undertaken at Phase 3 of the McPherson Centre, Gourock at an estimated cost of £541,000.
DECIDED: That delegated authority be granted to the Director of Central Services in consultation with the Convener, Vice-Convener and Member of the Minority Groups to accept the lowest tender received provided it is sufficiently close to the budget estimate so as not to have a significant effect on the Committee's Capital Programme.

DECIDED: That the Committee approve the amendment to the membership of the Inverclyde Adoption Panel to include the Director of Legal Services, whom failing the Managing Solicitor (Licensing and Litigation), as its legal adviser in order to comply with the requirements of the Adoption Agencies (Scotland) Regulations 1996.

SUBMITTED: Report by the Director of Social Work requesting the Committee's approval to amend the Authorised Providers List for Social Care Services adopted by Inverclyde Council from Strathclyde Regional Council.
DECIDED:
(a) That the Committee authorise the revision of the Authorised Providers List based on the criteria outlined in the report; and
(b) That the revised list of Authorised Providers for Inverclyde Council be approved in accordance with the Standing Orders relating to Contracts.

SUBMITTED: Report by the Director of Social Work advising the Committee of arrangements being made to review the Joint Community Care Plan 1995-98.
DECIDED:
(a) That the Committee approve the review of the Joint Community Care Plan 1995-98 as an expression of intent by The Inverclyde Council; and
(b) That it be remitted to the Director of Social Work to be responsible for the distribution of the review of the Plan to a wide range of interested parties including the Scottish Office, planning partners, users, carers and local service providers.

INVERCLYDE DAY CENTRE: PROPOSED STAFFING STRUCTURE |

SUBMITTED: Report by the Director of Social Work requesting the development of Inverclyde Day Centre to a "Category 1" Centre.
DECIDED:
(a) That the Committee note the developments in service at Inverclyde Day Centre to provide services to older people who are vulnerable and at risk;
(b) That the proposal to establish the Unit as a "Category 1" Centre be endorsed;
(c) That the matter be remitted to the Personnel Committee so that the establishment for the Centre may be amended to add five new posts on a permanent part-time basis to be funded from the existing budget of the Centre; and
(d) That the Committee note that the filling of the proposed additional posts will be remitted to the Chief Executive's team for consideration in accordance with the agreed procedure.

(a) That the Committee note the residential establishments within Inverclyde which might be utilised by the Council; and
(b) That the Committee approve the recommended rates in order that the Director of Social Work may make appropriate payments for residents' care in the event of placements being made and to establish the rate on which is based appropriate payments by residents for respite, temporary and permanent places.
