942 CAPITAL PROGRAMME 1999/2000: FINANCIAL PROGRESS 942
SUBMITTED: Report dated 23 August 1999 by the Executive Director Resource Services detailing the financial position in respect of the current and proposed projects included in the 1999/2000 Capital Programme.

SUBMITTED: Report dated 26 August 1999 by the Executive Director Resource Services on the current position of the Revenue Budget as at 21 July 1999 and advising of a projected overspend of £55,000 due to a projected shortfall in leisure pass income and reduced rental income from McDonalds at the Waterfront.
DECIDED:
(a) That the contents of the report be noted; and
(b) That it be remitted to the Director of Leisure Services in consultation with Resource Services to prepare a report to the next meeting of the Committee identifying possible courses of action in respect of the £55,000 projected shortfall in income.

CEMETERY: REQUEST TO TENDER 945
SUBMITTED: Report dated 26 August 1999 by the Executive Director Community and Protective Services advising that £157,000 was being allocated for Phases 2B/3, the amount being £11,000 less than the projected expenditure.
DECIDED: That it be remitted to the Director of Central Services in consultation with other Officers to arrange for the invitation of competitive tenders for the development of Phases 2B and 3 of Knocknairshill Cemetery.

OF BUTCHERS SHOPS IN SCOTLAND - CONSULTATION ON DRAFT 946
REGULATIONS
SUBMITTED: Report dated 27 August 1999 by the Executive Director Community and Protective Services requesting the Committee to consider submitting a response to the Draft Regulations which would require all butchers shops which sell unwrapped ready to eat food in the same shop as raw meat to obtain a licence from their local council to allow them to trade.
DECIDED:
(a) That the introduction of licensing of butchers shops be welcomed as a positive measure to improve food safety in Scotland; and
(b) That it be delegated to the Chief
Environmental Services Officer to indicate Inverclyde Council’s support for the
extension of licensing to all high risk premises handling or preparing raw meat
and unwrapped ready to eat foods.

STATISTICAL RETURN TO DEPARTMENT OF TRADE AND INDUSTRY 947
SUBMITTED: Report dated 24 August 1999 by the Executive Director Community and Protective Services advising the Committee of the Annual Statistical Return made to the Department of Trade and Industry under the terms of the Weights and Measures Act 1985.
DECIDED:
(a) That the submission of the statutory Annual Statistical Return be approved; and
(b) That the activities carried out by Trading
Standard Services be noted.

COMMUNITY CENTRE: REQUEST TO TENDER 948
SUBMITTED: Report dated 25 August 1999 by the Executive Director Community and Protective Services requesting permission to seek tenders for the upgrading of Boglestone Community Centre at an estimated cost of £575,000 including professional fees.
DECIDED:
(a) That it be remitted to the Director of Central Services in consultation with other Officers to invite competitive tenders for the general upgrading of the Boglestone Community Centre;
(b) That subject to the capital expenditure being approved by the Policy and Strategy Committee for the project, authority be granted to the Director of Central Services to accept the lowest tender received in accordance with the Financial Regulations and the Standing Orders relating to Contracts.

SUBMITTED: Report dated 20 August 1999 by the Executive Director Community and Protective Services providing information on the various play centres, activities groups, special events and statistical information relative to the 1999 children’s programmes during the schools summer holiday period.

(a) That the contents of the report be noted;
(b) That it be remitted to the Head of Community Support Services to undertake an overall review of the arranged activities to achieve best value; and
(c) That it be remitted to the Head of Community
Support Services to submit a further report outlining options for next year’s
playschemes.

THE MOD TO INVERCLYDE 952
SUBMITTED: Letter from Councillor White requesting that the Committee consider inviting An Comunn to hold one of their national MODs in Inverclyde.
DECIDED: That it be remitted to the Executive Director
Community and Protective Services to approach the MOD Festival organisation on
the feasibility of the festival being held in Inverclyde and to report on the
outcome of discussions in due course.

On the motion of the Convener it
was agreed unanimously that, in terms of Section 50(A)(4) of the Local
Government (Scotland) Act 1973 as amended, the public and press be excluded
from the meeting during consideration of the undernoted items of business on
the grounds that consideration of the items involved the likely disclosure of
exempt information as defined in paragraph 9 of Part I of
Schedule 7(A) of the Act.
