Present:  Provost Roach, Councillors Jackson, McCabe, Morrison (D), Nimmo, O’Rourke, Rebecchi and Robertson (A).

Chair:  Councillor McCabe presided.

In Attendance:  Chief Executive, Mr H McNeilly (for Director of Legal & Support Services), Director of Social Work & Housing Services, Head of Accountancy Services and Mr A Gerrard (for Head of Property Services).

HRA Capital Programme 2001/2002

There was submitted a report by the Director of Social Work and Housing Services (1) on the various short-term issues affecting the HRA Capital Programme over at least the next 1-3 years, (2) advising that a review of the longer term implications for the Capital Plan would take place following presentation and consideration of the Area Renewal Studies and (3) requesting the Committee to confirm the HRA Capital Programme for 2001/2002.

Following discussion, Councillor McCabe moved (1) that the revised allocations for the Capital Programme 2001/2002 as detailed in Appendix 3 to the report be approved and (2) that it be confirmed that the proposed current and future investment in the various areas detailed in Appendix 2 be suspended meantime.  As an amendment, Councillor Nimmo moved that the Council proceed at the present time with Phase 3 of the refurbishment works at Peat Road, Greenock.  On a vote, 2 Members voted for the amendment and 6 for the motion which was declared carried.

Decided:

(1) that the revised allocations for the Capital Programme 2001/2002 as detailed in Appendix 3 to the report be approved; and

(2) that it be confirmed that the proposed current and future investment in the various areas detailed in Appendix 2 be suspended meantime.
