The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Committee.

 

 

 

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, that the public and press be excluded from the meeting for the following item on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 7(A) of the Act.

Submission from UNISON in relation to Policy and Strategy Committee Decision on Inverclyde Council’s Responsibilities as Guarantor for River Clyde Homes Admission to the Strathclyde Pension Fund

There was submitted a report by the Head of Organisational Development and Human Resources requesting the Committee to consider a submission from UNISON in relation to the decision taken by the Policy and Strategy Committee on 19 September 2006 (para 622(1)) that the Council provide a guarantee to Strathclyde Pension Fund that it will meet any pension liabilities for transferring Council employees only in the event of River Clyde Homes defaulting.  The report advised that UNISON had requested (1) that external appointees to the River Clyde Homes structure be allowed to join the Local Government Pension Scheme as long as their appointments begin prior to the date of transfer and (2) that internal appointees to the River Clyde Homes structure be allowed to join the Local Government Pension Scheme as long as their appointment begins within 12 months of the date of transfer or during the period of the internal vacancy bulletin exchange between River Clyde Homes and Inverclyde Council, whichever is the longer.

 

 

Mr R Taggart was present for UNISON and Mr A Moore, Head of Organisational Development and Human Resources, was present for the employer.

 

 

Having heard Mr Taggart in support of the UNISON submission and Mr Moore for the employer, the Committee retired to consider the matter.

 

 

Decided:  that it be agreed to amend the decision of the Policy and Strategy Committee of 19 September 2006 (para 622(1)):-

 

 

(1)                                                                                                 to allow Council employees appointed to the River Clyde Homes structure through external recruitment the opportunity to join the Local Government Pension Scheme as long as their appointment begins prior to the date of transfer; and

 

 

(2)                                                                                                 to allow internal appointees to the River Clyde Homes structure the opportunity to join the Local Government Pension Scheme as long as their appointment begins within 12 months of the date of transfer; any request to extend this arrangement beyond the 12 month period will be the subject of a further report to the Policy and Resources Committee.
