There was submitted a report dated 14 January 2003 by the Director of Legal & Support Services on a review of Committee Services in accordance with the Council's Best Value Review Schedule.

Decided: 

(1)  that the report be noted; and

(2)  that it be agreed that the service continue to be provided by Legal & Support Services with the minor changes identified in the Action Plan.

There was submitted a report dated 27 November 2002 by the Director of Legal & Support Services on a review of the leasing transactions carried out by Legal & Support Services in accordance with the Council's Best Value Review Schedule.

Decided:

(1)  that the report be noted; and

(2)  that it be agreed that the service continue to be provided by Legal & Support Services with the minor changes identified in the Action Plan.

There was submitted a report dated 24 January 2003 by the Director of Legal & Support Services on the proposed Legal & Support Services Plan for the years 2003/2004 to 2005/2006.

Decided:

(1)  that the Legal & Support Services Plan 2003/2004 to 2005/2006 appended to the report be approved; and

(2)  that it be noted that an annual monitoring report on the Plan will be submitted to the Committee.

There was submitted a report dated January 2003 by the Depute Chief Executive on a review of the Facilities Management Service carried out by Property Services in accordance with the Council's Best Value Review Schedule.

Decided:

(1)  that the summary report be noted; and

(2)  that approval be given to the continuation of the Facilities Management Service with the changes identified in the Action Plan.

Decided:  that the Cleaning Services Business Plan 2002/03 appended to the report be approved.

Planning Services - Review Update

There was submitted a report dated 24 January 2003 by the Depute Chief Executive on the current status of the outstanding best value review within Planning Services.

Decided:

(1)  that agreement be given to the deletion of the Licensing Service Review; and

(2)  that the review of the Development Plan process be encompassed in a wider review examining community engagement within Planning Services in terms of the Scottish Executive’s proposals “Getting Involved in Planning”.

(1)  that the Committee note the report and the best value review of Community Work Services set out in the Appendix; and

(2)  that agreement be given to the options appraisal highlighted in the report.
