Proposal to Establish a Non Profit Distributing Organisation for the Management of Sport and Leisure Services within Inverclyde

There was submitted a report dated 20 September 2000 by the Director of Community & Protective Services setting out the results of the deliberations of the Leisure Services Working Group, including feedback from staff and Elected Members, and seeking approval from the Committee to establish a non profit distributing organisation (charitable trust) for the management of sport and leisure services on behalf of Inverclyde Council.

 

 

The Director of Community & Protective Services gave a presentation by way of further information in addition to the material in his report.

 

 

Decided:  

 

 

(1) that the report be noted and the Committee agree that approval be given to establish a Charitable Leisure Trust under the preferred model of Company Limited by Guarantee;

 

 

(2) that the necessary stages of the implementation plan as outlined in Appendix 1 of the report commence, working to a timetable of operating by 1 October 2001;

 

 

(3) that the proposals outlined in paragraphs 9.3, 9.4 and 17.2 of the report be agreed to be implemented with immediate effect;

 

 

(4) that the proposal outlined in para 11.1 of the report be agreed;

 

 

(5) that consultation with trade unions and staff representatives continue throughout the implementation phase;

 

 

(6)  that application to the relevant external government departments is carried out to ensure that the agreed timescale is met;

 

 

(7)  that authority be given to appoint external agencies at an estimated cost of £60,000 to assist in the establishment of the Charitable Trust; and

 

 

(8) that progress reports be made to the Leisure Services Working Group and the Committee on a regular basis to advise Elected Members on the key stages of the project.
