In Attendance:-  The Chief Executive, the Depute Chief Executive, the Assistant Chief Executive (Economic Development and Urban Regeneration), the Assistant Chief Executive (Social and Community Development), the Director of Central Services,  the Director of Legal Services,  the Director of Finance, the Director of Economic Development, the Director of Property and Technical Services, the Director of Leisure and Recreation, the Director of Social Work, the Director of Housing and Customer Services, the Director of Personnel Services, the Director of Information Technology,  the Chief Environmental Services Officer and the Chief Consumer Protection and Trading Standards Officer.

DECENTRALISATION

SUBMITTED:  Report dated 11 March 1997 by the Chief Executive together with copy of the Council's Draft Scheme of Decentralisation and timetable for implementation and recommending that the Draft Scheme be adopted for the purposes of formal public consultation.

DECIDED: 


(a)  That the Draft Scheme of Decentralisation be adopted for the purposes of formal public consultation as required by Section 23 of the Local Government Etc (Scotland) Act 1994;

(b)  That the consultative process, including the production and issue of a public information leaflet in terms of the timetable be approved; and

(c)  That the Chief Executive submit reports on progress to future meetings of the Policy and Strategy Committee.

ESTABLISHMENT OF POLLING DISTRICTS AND DESIGNATION OF POLLING PLACES:  GREENOCK AND INVERCLYDE CONSTITUENCY AND WEST RENFREWSHIRE CONSTITUENCY (FOR PORT GLASGOW AND KILMACOLM)

SUBMITTED:  Report dated 12 March 1997 by the Chief Executive with Appendices detailing proposed polling districts and polling places for the Parliamentary Constituencies of Greenock and Inverclyde and West Renfrewshire as proposed by the Returning Officers for both constituencies based on the schemes used for the 1995 Local Government Elections subject to minor alteration in polling places where necessary.

It was noted that the schemes had been drawn up having in view that the Local Government Boundary Commission is currently considering the Council's proposals for a review of ward boundaries within the Inverclyde Council area and a comprehensive revision of the polling scheme would require to await the outcome of this review.


DECIDED:

(a)  That the schemes for the establishment of polling districts and designation of polling places for the Parliamentary Constituencies of Greenock and Inverclyde and West Renfrewshire as detailed in the Appendices to the report be approved; and

(b)  That it be remitted to the Chief Executive to review polling districts and polling places following upon the outcome of the Local Government Boundary Commission Ward Boundary Review.

GRANTS TO VOLUNTARY ORGANISATIONS 1997/98

SUBMITTED:  Report by the Assistant Chief Executive (Social and Community Development) recommending that grants to voluntary organisations for 1997/98 be processed in a similar manner to that agreed by the Committee at its meeting on 19 June 1996 (para 556), that a decentralised grant scheme be introduced to allow as many small local grants to be dealt with at an appropriate local level and requesting approval of a number of awards to local organisations for payment at the commencement of the financial year 1997/98, amounting in total to £449,599.

DECIDED

(a)  That the existing procedures for making grant payments be used in 1997/98;

(b)  That the grants to various voluntary organisations as detailed in the revised Appendix 1 of the report circulated at the meeting amounting in total to £449,599 be approved; and

(c)  That the principle of introducing a decentralised grant scheme be approved and that it be remitted to the Assistant Chief Executive (Social and Community Development) to submit proposals for such a scheme to the Committee in due course.
