|
There were submitted reports by the Head of Planning
& Transportation on the following applications, together with letters of
objection and support where submitted, which were dealt with as follows:- |

(a) |
Proposed Erection of 2 Flats: |
|
|
|
|
|
|
|
|
Decided: that planning permission be refused for the
following reasons:- |
|
|
(1) as
the proposal would increase density, activity and vehicular movements,
harmful to the existing character and amenity of the residential area and as
such is contrary to Policy H1 and H8 of the Inverclyde Local Plan; and |
|
|
(2) as
the proposal is contrary to the intent of planning permission IC/99/342 for
the formation of 12 serviced house plots and its associated Design Brief in
that it introduces residential flats into a designed layout of detached
houses. |
|
|
|
|
(b) |
Alterations and Extension to Dwellinghouse: |
|
|
|
|
|
|
|
|
The report recommended that planning permission
be granted subject to a number of conditions. |
|
|
Decided: that consideration
of the application be continued for a site visit to be arranged by the Head
of Legal & Administration in consultation with the Convener. |

|

(c) |
Installation of
15m High Replica Flagpole Telecommunications Mast supporting 3 Antennas,
Associated Equipment Housing and Ancillary Development: |

The
report recommended that planning permission be granted subject to a number of
conditions. |

|
Councillor
McKenzie declared a personal interest in this matter and left the meeting. |

consideration of the application be continued to allow the Board to visit a

Construction of 3 Flats: |

The report recommended that planning permission be
refused for a number of reasons. |
|
|
Decided: that, at the applicant’s request,
consideration of the application be continued. |
|
|
|
|
(e) |
Alterations to Shop Front to Relocate Entrance
Door together with Installation of Roller Shutter and Condensing Units: |
|
|
|
|
|
|
|
|
Decided: that planning permission be granted subject to
the following conditions:- |
|
|
(1)
that the development to which this permission
relates must be begun within 5 years from the date of this permission, to
comply with Section 58 of the Town and Country Planning ( |
|
|
(2)
that notwithstanding condition (1) above, within
four months of the date of this permission, the roller shutter as approved
must be installed to the satisfaction of the Head of Planning and
Transportation, to ensure appropriate roller shutters are fitted within an
appropriate timescale; |
|
|
(3)
that prior to the installation of the roller shutter
as approved, details of the external colour of the shutter must be submitted
to and approved in writing by the Head of Planning and Transportation, to
ensure the roller shutters are finished in an appropriate colour; and |
|
|
(4)
that prior to the operation and use of the
condensing units hereby permitted, fan speed timers will be fitted to the
condenser units to allow the speed of the units to be reduced between the
hours of 11pm to 7am to the satisfaction of the Head of Planning and
Transportation and remain fitted and operational at all times thereafter, to
protect neighbouring residents from noise from the condenser units at night. |

(g) |

applicant’s request, consideration of the applications be continued to allow
the applicant the opportunity to have further discussions with Historic

(h) |
Formation
of Additional Off-Street Parking Space: |

Decided: that
planning permission be granted subject to the condition that the first two
metres of the parking space hereby permitted, as measured from the rear of
the footway, shall be finished in a hard sealed surface, the details of which
shall be submitted to and approved in writing by the Head of Planning &
Transportation within 28 days of the date of this permission and the
surfacing work shall be carried out within 28 days of such approval being given,
to prevent deleterious material being carried onto the footway, in the
interests of pedestrian safety. |

Change
of use of Retail Shop to use as Retail Shop and Hot Food Takeaway and
Provision of External Flue: |

Decided: that
planning permission be refused for the following reasons:- |
|
|
(1) as
the proposal will have a detrimental impact on the amenity of the residential
properties both above and adjacent to the premises, since the proposed changes
may generate an unacceptable level of noise and activity particularly late
into the evening; and |
|
|
(2) as the
development is contrary to Inverclyde Local Plan Policies H1, H9 and R12 in
view of the potential detrimental effect on residential amenity. |

(j) |
Removal
of Condition 7 of Planning Permission IC/90/34 to allow Kennels and Stables
to be used for Domestic Purposes: |
|

Decided: that
approval be given to the removal of condition 7 of planning permission
IC/90/34 to allow the kennels and stables to be used for domestic purposes
and the dissolution of the Section 50 Agreement restricting the terms of
occupancy of the house as the property is no longer within the designated
Greenbelt. |

The report recommended that outline planning
permission be granted subject to a number of conditions. |

of a Treehouse attached to a Douglas Fir (in retrospect): |

Decided: that planning permission be granted
subject to the condition that within three months of the date of this
permission, the details and location of a replacement tree be submitted to
and approved in writing by the Head of Planning and Transportation, this tree
will then be planted during the next planting season and will be replaced
with a similar specimen if the tree fails or becomes diseased within 5 years
of the date of planting, to provide a replacement for the damaged tree thus
maintaining the existing tree cover and character of the Kilmacolm
Conservation Area. |
