PLANNING APPLICATIONS SUBMITTED FOR CONTINUED CONSIDERATION

(a)

Erection of Garage:

Dunedin, Port Glasgow Road, Kilmacolm (IC/03/118R)

 

 

There was submitted a report dated 18 September 2003 by the Head of Planning Services on an application by R Davidson for the erection of a garage to the side of the house at Dunedin, Port Glasgow Road, Kilmacolm (IC/03/118R), consideration of which had been continued from the meeting held on 4 June 2003 for further discussion with the applicant regarding the location of and access to and egress from the garage.

 

 

Decided:  that planning permission be refused as the proposed development, in so far as it would involve the formation of a new vehicular access less than the minimum required distance from Port Glasgow Road, Kilmacolm, would be prejudicial to road safety on a traffic distributor road.

 

(b)

Erection of Dwellinghouse:

Tandlehill, Barclaven Road, Kilmacolm (IC/02/376)

 

 

There was submitted a report dated 16 September 2003 by the Head of Planning Services on an application by P Wright for the erection of a dwellinghouse at Tandlehill, Barclaven Road, Kilmacolm (IC/02/376), consideration of which had been continued from the meeting held on 3 September 2003 to allow the applicant to consult with the Transportation & Roads Service regarding access to the site.

 

 

Decided:  that planning permission be refused for the following reasons:-

 

 

(1)   as the access road (Burndale Lane) to the site is of limited width with no passing place and is therefore unsuitable for further vehicular traffic, in the interest of pedestrian and vehicular safety, and would therefore be contrary to Policy H8(f) of the Inverclyde Local Plan, First Review, Final Draft 2002; and

 

 

(2)   as the proposed development would change the character of part of Burndale Lane from a pedestrian access to a vehicular access and would therefore be contrary to Local Plan Policy DCm and Policy HI of the Inverclyde Local Plan, First Review, Final Draft 2002.

There were submitted reports by the Head of Planning Services on the following applications, together with letters of objection and support where submitted, and dealt with as follows:-

 

(a)

Erection of 4 Dwellinghouses:

Pacemuir Mill, Lochwinnoch Road, Kilmacolm (IC/03/016R)

 

 

The report recommended that planning permission be granted subject to a number of conditions.

 

 

Decided:  that consideration of the application be continued to allow Officers to evaluate new information received from the applicant.

 

(b)

Formation of Vehicular Access into Storage Yard:

Lyle Street, Greenock (IC/03/263)

 

 

The report recommended that planning permission be granted subject to a number of conditions.

 

 

Councillor Moran was present and with consent spoke on the matter.

 

 

Decided:  that consideration of the application be continued for a site visit to be arranged by the Director of Legal & Support Services in consultation with the Convener.

 

(c)

Installation of 10 Velux Rooflights:

8A Esplanade, Greenock (IC/03/249R)

 

 

Decided:  that planning permission be granted.

 

(d)

Erection of Dwellinghouse:

15 Iona Crescent, Gourock (IC/03/291)

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1)   that the development to which this permission relates must be begun within five years from the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997;

 

 

(2)   that full details and samples of the construction materials to be used on the fences and railings around the plot shall be submitted to and approved in writing by the Head of Planning Services prior to their use;

 

 

(3)   that the fences and railings approved in terms of condition (2) above shall be erected before the dwellinghouse hereby permitted is occupied, conditions (2) & (3) being imposed as full details have not been submitted and control of the materials to be used is necessary in the interest of visual amenity;

 

 

(4)   that details of the driveway surfacing shall be submitted to and approved in writing by the Head of Planning Services prior to the dwellinghouse being occupied and, for the avoidance of doubt, shall consist of a hard sealed surface;

 

 

(5)   that the driveway shall be surfaced to the final sealed wearing course approved under condition (4) above prior to the dwellinghouse hereby permitted being occupied, conditions (4) & (5) being imposed to ensure the provision of adequate vehicular access facilities;

 

 

(6)   that details of the surfacing of the footway along the Iona Crescent frontage of the site shall be submitted to and approved in writing by the Head of Planning Services prior to construction of the footway; and

 

 

(7)   that the footway shall be surfaced to the final sealed wearing course approved under condition (6) above prior to the dwellinghouse hereby permitted being occupied, conditions (6) & (7) being imposed to ensure the provision of adequate pedestrian facilities.

 

(e)

Extension to Form 6 Additional Bedrooms with En-Suite Facilities:

Queens Residential Home, Ashburn Gate, Gourock (IC/03/278)

 

 

The report recommended that planning permission be refused for a  number of reasons.

 

 

Decided:  that consideration of the application be continued to allow Officers to evaluate new information received from the applicant.

PLANNING APPEAL - RANKIN PARK, INVERKIP ROAD, GREENOCK

There was submitted a report dated 16 September 2003 by the Head of Planning Services advising that following the decision of the Sub-Committee at its meeting on 5 March 2003 to refuse planning permission for a mixed use development comprising leisure/commercial/residential (in outline) and clubhouse, community facility and five-a-side pitches (in detail) at Rankin Park, Inverkip Road, Greenock (IC/02/186), and the subsequent appeal by the applicant to the Scottish Ministers against that refusal, the Reporter appointed by the Scottish Ministers had issued his decision which was to uphold the appeal subject to 12 conditions on the outline and 18 conditions on the detailed aspects of the application.

PLANNING APPEAL - 24/34 CARDWELL ROAD, GOUROCK

There was submitted a report dated 16 September 2003 by the Head of Planning Services advising that following the decision of the Sub-Committee at its meeting on 5 March 2003 to refuse the application for planning permission for the erection of a retail and residential development (8 flats) with associated car parking at 24/34 Cardwell Road, Gourock (IC/02/352), and the subsequent appeal by the applicant to the Scottish Ministers against that refusal, the Reporter appointed by the Scottish Ministers had issued his decision which was to dismiss the appeal.

ADVERTISEMENT APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION

Display of Non-Illuminated Pole Mounted Sign at Inverkip Bowling Club, Main Road, Inverkip (CA/03/17)

 

 

There was submitted a report dated 23 September 2003 by the Head of Planning Services on an application by P D Wilkinson for the display of a non illuminated pole mounted sign at Inverkip Bowling Club, Main Road, Inverkip (CA/03/17), consideration of which had been continued from the meeting held on 3 September 2003 to allow the Sub-Committee to consider additional information provided by the applicant in respect of the application.

 

 

Following discussion, Councillor Hunter moved that the application be granted subject to its referral to the Scottish Ministers for approval.   As an amendment, Councillor Forbes moved that the application be refused for the reasons detailed in the report.  On a vote, 1 Member voted for the motion and 6 for the amendment which was declared carried.

 

 

Decided:  that advertisement consent be refused for the following reasons:-

 

 

(1)   as the proposed advance sign would be out of scale and character with the Inverkip Conservation Area contrary to advice in Local Plan Policy DCr(v); and

 

 

(2)   as the proposed sign would present additional information for drivers on the A78 to assimilate resulting in a reduction in road safety and as such is contrary to Local Plan Policy DCr(iv) and Planning Practice Advice Note 13.
