PLANNING APPLICATIONS

There were submitted reports by the Head of Planning Services on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-

 

(a)

Construction of Stub Tower and Associated Electrical Equipment Cabin on Rooftop:

Eastern View, Chapel Street, Gourock (IC/01/368)

 

 

Decided: that it be noted the application had been withdrawn at the request of the applicant.

 

(b)

Installation of Antennas and Transmission Dishes (Pole Mounted), Equipment Cabinet and Ancillary Development:

BT Exchange, King Street, Greenock (IC/02/033)

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1)  that the development to which this permission relates must be begun within 5 years of the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997; and

 

 

(2)  that in the event the equipment becomes obsolete or redundant it must be removed and the site reinstated to the satisfaction of the Head of Planning Services within 2 months, to minimise the level of visual intrusion and ensure the reinstatement of the site to a satisfactory standard.

 

(c)

Change of Use of Amusement Arcade Storage Space to Sun Tan Centre:

7 West Blackhall Street, Greenock (IC/02/032)

 

 

Decided:  that planning permission be granted.

 

(d)

Re-Design of Bin Store:

Former William Quarrier's School, Quarrier's Village, Bridge of Weir (IC/02/037)

 

 

Decided:  that planning permission be granted subject to the condition that within 2 months of the date of this permission, the bin store design and associated landscaping hereby approved shall be completed and the two unauthorised bin stores removed and landscaping implemented in accordance with  drawing No A(9-) 20, to achieve a bin store design in accordance with the requirements of Local Plan Policies ENg and DCm and Historic Scotland's Memorandum of Guidance on Listed Buildings and Conservation Areas.

 

(e)

Change of Use of Dwellinghouse to Office (Class 4) (in Retrospect):

1 Torr Avenue, Quarrier's Village, Bridge of Weir (IC/01/385)

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1)   that the 6 off street parking spaces and double garage detailed on docquetted drawing DO1 shall be completed within 2 months of the date hereof;

 

 

(2)   that the ground lying between the front elevation of the former fire station and the heel of the footway on the east side of Torr Avenue shall be landscaped within 2 months of the date hereof - details of same shall be submitted to and approved by the Head of Planning Services prior to the commencement of work on site; and 

 

 

(3)   that any soft landscaping as approved under condition (2), which in the opinion of the Head of Planning Services are dying, severely damaged or diseased within 5 years of planting shall be replaced by species of similar specification to those originally planted, conditions (1), (2) and (3) being imposed to prevent parked vehicles obstructing the footway on Torr Avenue, and to ensure completion of the development to the benefit of the visual amenity of the Quarrier's Village Conservation Area.

ADVERTISEMENT APPLICATION

There was submitted a report dated 25 March 2002 by the Head of Planning Services on an application for the display of three illuminated signs at Express by Holiday Inn, Cartsburn North, Main Street, Greenock (CA/01/41).

 

 

Decided:  that advertisement consent be granted subject to the condition that no consent is granted for the erection of sign 2 as identified on the approved plans, as the sign will have a detrimental impact on the established visual amenity of the location and there being no road safety justification the proposal is contrary to policy DCr(iii) of the Inverclyde Local Plan which states:-

 

 

"No advance directional signs will be permitted unless the location of the premises concerned cannot be otherwise indicated with safety or reasonable clarity to passing traffic".

PLANNING APPEAL - SOUTH STREET, GREENOCK

There was submitted a report dated 25 March 2002 by the Head of Planning Services advising that following the decision of the Inverclyde Council at the meeting held on 13 September 2001 to refuse planning permission for the erection of 18 flats with car parking and landscaping at South Street, Greenock 2‚(IC/01/155R), and the subsequent appeal by the applicant to the Scottish Ministers against that refusal, the Reporter appointed by the Scottish Ministers had issued her decision which was to uphold the appeal and grant planning permission.

PLANNING APPEAL - HYDRO HOUSE, WEST GLEN ROAD, KILMACOLM

There was submitted a report dated 25 March 2002 by the Head of Planning Services advising that following the decision of the Sub-Committee at the meeting held on 1 November 2000 to refuse planning permission for the erection of 4 dwellinghouses at Hydro House, West Glen Road, Kilmacolm (IC/00/92R), and the subsequent appeal by the applicant to the Scottish Ministers against that refusal, which was determined by a public inquiry, the Reporter appointed by the Scottish Ministers had issued his decision which was to uphold the appeal and grant planning permission subject to conditions.

PROPOSED ROAD CLOSURES - A8 ROAD REALIGNMENT AT PORT GLASGOW TOWN CENTRE

There was submitted a report dated 25 March 2002 by the Head of Planning Services advising that to facilitate the realignment of the A8 road and formation of new accesses to serve the proposed mixed use development at the former Scott Lithgow and East Glen Ship Yards, Port Glasgow, it was necessary for a number of road closures to be carried out.

 

 

(Councillor Blair entered the meeting during consideration of this item of business).

 

 

Decided:  that it be remitted to the Head of Planning Services, the Director of Legal & Support Services and the Head of Transportation and Roads Service to proceed with the programme of road closure orders (1b, 5, 6, 7, 8a, 8b, 10 and 16) as detailed in the schedule attached to the report.

PROPOSED TRAFFIC REGULATION ORDER - ON-STREET PARKING PLACES (WITHOUT CHARGES) ORDER NO. 1 2002

There was submitted a report dated 21 March 2002 by the Director of Legal & Support Services recommending the making of a Traffic Regulation Order to restrict parking within designated parking places at various locations in Gourock, Greenock, Port Glasgow and Kilmacolm to disabled persons displaying a badge under the appropriate regulations only.

 

 

Decided:  that The Inverclyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order to restrict parking within designated parking places at various locations in Gourock, Greenock, Port Glasgow and Kilmacolm to disabled persons displaying a badge under the appropriate regulations only and thereafter that it be remitted to the Head of Transportation and Roads Service and the Director of Legal and Support Services to arrange for implementation of the Order.
