PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION

There was submitted a report dated 20 February 2002 by the Head of Planning Services regarding an application by J McDonald and W McIlreavy for the erection of a conservatory and first floor balcony at 29 Castle Wemyss Drive, Wemyss Bay (IC/01/320), consideration of which had been continued from the meeting held on 9 January 2002 to allow the Head of Planning Services to have further discussion with the applicants relative to the proposed balcony.

 

 

Decided:  that planning permission be refused as the proposed balcony would overlook the gardens of the adjoining properties at 27 and 31 Castle Wemyss Drive to the detriment of the privacy and quality of residential amenity that is currently enjoyed.

PLANNING APPLICATIONS

There were submitted reports by the Head of Planning Services on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-

 

(a)

Proposed Breaching of Reservoir:

Leperstone Reservoir, by Port Glasgow (IC/01/357)

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1)  that the development to which this permission relates must be begun within 5 years from the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997; 

 

 

(2)  that the water levels in the reservoir shall only be reduced outwith the main bird breeding season of February to June inclusive;

 

 

(3)  that within 4 weeks of the reservoir being drained the applicant shall submit details of the formation of a wetland habitat for the approval of the Head of Planning Services in consultation with Scottish Natural Heritage and that the wetland habitat shall be formed within 6 months of approval by the Head of Planning Services;

 

 

(4)   that trees or shrubs shall only be removed outwith the main bird breeding season of February to June inclusive; and 

 

 

(5)   that British Standard 5837 shall be adhered to in respect of the storage of plant, equipment, materials and rubble in proximity to trees, conditions (2) - (5)  being imposed to protect the natural heritage of the reservoir and its immediate surroundings.

 

(b)

Change of Use from Council Depot to General Industrial Use including Car Repair, MOT Station, Welding,  Ancillary Car Sales, Alterations  to Premises and Extension to MOT Bay:

17 Anderson Street, Port Glasgow (IC/01/356R)

 

 

(Councillor Blair entered the meeting during consideration of this item of business).

 

 

Decided:  that the application be referred to the Scottish Ministers in accordance with the Town & Country Planning (Notification of Applications) Direction 1997 recommending that planning permission be granted subject to the following conditions:-

 

 

(1)  that the development to which this permission relates must be begun within five years from the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997; and

 

 

(2)  that development shall not begin until samples of materials to be used on the infill panels and extension to the MOT bay have been submitted to and approved by the Head of Planning Services, to ensure that the external finishes are appropriate for the locality and maintain the visual quality of the area.

 

(c)

Repositioning of Existing Fire Escape Door with New Link Corridor:

204 - 208 Dalrymple Street, Greenock (IC/02/019)

 

 

Councillor Blair declared an interest in this matter and took no part in its consideration or decision.

 

 

Decided:  that planning permission be granted.

 

(d)

Change of Use of Part of Business Centre to Coffee Shop:

18 Nicolson Street, Greenock (IC/01/386R)

 

 

Decided:  that planning permission be granted.

PROPOSED TRAFFIC REGULATION ORDER - BELHAVEN STREET BRIDGE, 7.5 TONNE WEIGHT RESTRICTION

There was submitted a report by the Director of Legal & Support Services recommending the making of a Traffic Regulation Order to restrict the maximum permitted gross vehicle weight on Belhaven Street Bridge, Port Glasgow to 7.5 tonnes.

 

 

Decided:  that The Inverclyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order to restrict the maximum permitted gross vehicle weight on Belhaven Street Bridge, Port Glasgow to 7.5 tonnes and thereafter that it be remitted to the Head of Transportation & Roads Service and the Director of Legal & Support Services to arrange for implementation of the Order.
