The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.

PLANNING APPLICATIONS

There were submitted reports by the Head of Planning Services on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-

 

(a)

Change of Use of Open Ground to Form Extension to Caravan Site and Siting of Twelve Chalets:

Cloch Caravan Park, Cloch Road, Gourock (IC/00/263)

           

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1)   that the development to which this permission relates must be begun within five years from the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997;

 

 

(2)   that no trees, other than those identified on the docquetted Site Plan 02, Sept 01, prepared by Crawford and Neil, shall be lopped, topped or felled without the prior written permission of the Head of Planning Services in consultation with Scottish Natural Heritage;

 

 

(3)   that no trees shall be lopped, topped, felled or otherwise removed within the bird breeding season, March to June inclusive, without the prior written permission of the Head of Planning Services in consultation with Scottish Natural Heritage, conditions (2) & (3) being imposed in the interests of nature conservation, to ensure there is no disturbance to wild life;

 

 

(4)   that a landscaping scheme shall be submitted to and approved in writing by the Head of Planning Services and, once approved, shall be completed within six months from the date of this permission, to minimise any visual impact of the development; and

(5)   that chalets stationed on the site shall not be used as permanent residences and shall not be used for human habitation without the express written permission of the Head of Planning Services other than during the periods 1 April to 30 November in any one year and 23 December in any one year and 6 January in the succeeding year, to ensure that the chalets are not used as permanent residences.

(b)

Addition of 1 Microwave Dish:

Ravenscraig Court, Inverkip Road, Greenock (IC/02/03)

 

 

Decided:   that planning permission be granted subject to the following conditions:-

 

 

(1)   that the development to which this permission relates must be begun within 5 years of the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997;

 

 

(2)   that in the event the equipment becomes obsolete or redundant it must be removed and the site reinstated to the satisfaction of the Head of Planning Services within one month,  to minimise the level of intrusion and ensure the reinstatement of the site to a satisfactory standard; and

 

 

(3)   that in the event the equipment is removed from the building for any reason, all cabling, fixings and ancillary items shall be removed and all fixing holes made good to the satisfaction of the Head of Planning Services within one month of the date on which the equipment is removed, to minimise the effect on the fabric of the building and to ensure reinstatement of the site to a satisfactory standard.

 

(c)

Replacement of 30.5 Metre High Steel Radio Mast with Mast of Similar Height and Construction:

Whinhill Golf Course, Beith Road, Greenock (IC/01/384)

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1)   that the development to which this permission relates must be begun within 5 years of the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997; and

 

 

(2)   that the existing adjacent mast shall be removed within one month of the development hereby permitted being brought into use, to ensure that disturbance to visual amenity is minimised.

 

(d)

Demolition of Former Nurses Accommodation Villa and Erection of Individual Villa Dwellings with Integrated Garage Provision:

Former Bridge of Weir Hospital, Torr Road, Bridge of Weir (LB/01/27 & IC/01/346)

 

 

Decided:

 

 

(a)   that the listed building application be referred to Historic Scotland advising of the Council’s intention to grant listed building consent; and

 

 

(b)   that, in the event Historic Scotland do not object to the demolition, planning permission for the proposed house be granted subject to the following conditions:-

 

 

(1)   that the development to which this permission relates must be begun within five years from the date of this permission, to comply with Section 58 of the Town and Country Planning (Scotland) Act 1997;È

 

 

(2)   that the driveway gradient shall not exceed 10% and a visibility splay of 2.0x20x1.05m shall be achieved at the driveway entrance, in the interests of road safety on the internal road system within the former hospital site;

 

 

(3)   that the house hereby approved shall not be occupied until the conversion of villa block 3 has been completed in accordance with the phasing programme approved within planning permission IC/01/8, to ensure that the rolling programme of converting the listed buildings at the former hospital site is achieved;

 

 

(4)   that the sash and case windows shall be coloured white, to ensure the retention of a quality woodland setting for the redevelopment of the former hospital site;

 

 

(5)   that no development shall commence until full details of tree protection measures have been submitted to and approved by the Head of Planning Services in writing, the approved tree protection measures shall thereafter be maintained for the duration of the site works, to ensure the retention of a quality woodland setting for the redevelopment of the former hospital site;

 

 

(6)   that no development shall commence until a drawing delineating the garden boundaries of the plot has been submitted to and approved by the Head of Planning Services, to ensure the provision of garden ground commensurate with the scale of the house hereby approved and to ensure compliance with the Design Brief; and

 

 

(7)   that 1.8m high vertical close boarded fencing stained with Sadolin Ebony translucent (or equivalent) shall be erected around the rear garden of the house, in a position to be agreed in writing by the Head of Planning Services prior to the commencement of works on site, to ensure the retention of a quality woodland setting for the redevelopment of the former hospital site.

There was submitted a report dated 23 January 2002 by the Head of Planning Services advising that following the decision of the Sub-Committee at the meeting held on 1 August 2001 to refuse planning permission for the installation of a satellite dish at 3 Newton Street, Greenock (IC/01/171), an appeal against the refusal of planning permission had been made to the Scottish Ministers.

PROPOSED STOPPING-UP ORDER - KELBURN TERRACE, PORT GLASGOW

There was submitted a report by the Director of Legal & Support Services recommending the making of a Stopping-Up Order to stop-up an area at Kelburn Terrace, Port Glasgow as shown zebra hatched on the plan appended to the report.

 

 

Decided:  that The Inverclyde Council be recommended to make a Resolution under the Roads (Scotland) Act 1984 in relation to a Stopping-Up Order to stop-up an area at Kelburn Terrace, Port Glasgow and thereafter that it be remitted to the Head of Transportation & Roads Service and the Director of Legal & Support Services to arrange for implementation of the Order.
