information only, having been dealt with under the powers delegated to the Sub-Committee. |

PLANNING
APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION |

There was submitted a report dated 23 October 2000 by the Head of Planning Services regarding an application by Manor Kingdom Ltd for the erection of 4 dwellinghouses at Hydro House, West Glen Road, Kilmacolm (IC/00/92R) consideration of which had been continued from the meeting held on 4 October 2000 to allow the Head of Planning Services to consult with the applicant on the Sub-Committee's concerns relative to the draining of the reservoir and infilling operations. |

The report recommended that planning permission be granted subject to a number of conditions. |
|
|
After discussion, Councillor McGhee moved that planning permission be granted subject to the conditions detailed in the report. As an amendment, Councillor Morrison moved that planning permission be refused (1) as the proposals would have an adverse effect on the level of amenity currently enjoyed; (2) as the proposals would have an adverse effect on the environment of this sensitive site; and (3) as the proposals would have a detrimental effect on the flora and fauna associated with the site. On a vote, 3 Members voted for the motion and 4 for the amendment which was declared carried. Those Members who had voted in favour of the motion then requested, in terms of the relevant Standing Order, that the matter be referred to The Inverclyde Council for decision in terms of the motion. |

There were submitted reports by the Head of Planning Services on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:- |

Amendment to Footpath Link at Residential Development: Levan Farm, Gourock (IC/00/241R) |
|
|
The Sub-Committee was advised that the planning application had been withdrawn. |
|
|
Decided: that the withdrawal of the planning application be noted. |
|
(b) |
Erection of Dwellinghouse: 23 Eldon Street, Greenock (IC/00/221) |
|
|
The report recommended that planning permission be refused as the proposal would create backland development contrary to the spirit of Policy DCp in the Inverclyde Local Plan to the detriment of the quality of amenity that is currently enjoyed in the area. |
|
|
After discussion, Councillor McGhee moved that planning permission be refused for the reason detailed in the report. As an amendment, Councillor Blair moved that planning permission be granted subject to the following conditions: (1) that samples of all materials to be used shall be submitted to and approved in writing by the Head of Planning Services prior to the commencement of the development, to ensure appropriate finishes to the dwellinghouse; and (2) that no development shall take place until details of the access to the premises have been submitted to and approved in writing by the Head of Planning Services, in the interests of road safety. On a vote, 2 Members voted for the amendment and 5 for the motion which was declared carried. |

The report recommended that planning permission be granted subject to a number of conditions. |

Councillor Blair declared an interest in this matter and took no part in its consideration or decision. |
|
|
After discussion, Councillor McGhee moved that planning permission be granted subject to the conditions detailed in the report. As an amendment, Councillor Robertson moved that planning permission be refused (1) as the proposals would adversely affect the amenity of the area by reason of their detrimental affect on existing adjacent residential and other premises; and (2) to ensure the preservation of a balance of uses in the area. On a vote, 2 Members voted for the motion and 4 for the amendment which was declared carried. |

Decided: that, subject to the applicants entering into an Agreement under Section 75 of the Town and Country Planning (Scotland) Act 1997 restricting the use of the hockey field by local community youth groups to school holiday periods for the purposes of hockey and tennis, and restricting parking and changing requirements to the current facilities at the school, planning permission be granted. |
