PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION |

There was submitted a report dated April 2000 by the Head of Planning Services regarding an application by Clyde Building Group plc for refurbishment to provide 11 flats and the construction of 18 new flats at Glenpark House, Glenpark Drive, Port Glasgow (IC/99/366 & LB/99/20), consideration of which had been continued from the meeting held on 5 April 2000 for a site visit. The report recommended that planning permission be granted subject to a number of conditions. (Councillor Robertson entered the meeting during consideration of this item of business). Decided: (a) that planning permission be granted subject to the following conditions:- (1) that none of the new build flats shall be occupied until the refurbishment of Glenpark House into 11 flats has been completed in accordance with the approved plan to the satisfaction of the Head of Planning Services in writing, to comply with the terms of Historic Scotland's Memorandum of Guidance on Listed Buildings and Conservation Areas; (2) that no development shall commence until samples of all external materials have been submitted to and approved in writing by the Head of Planning Services; (3) that details of the design and external appearance of all the proposed windows and doors be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development; (4) that details of the design and external appearance of all external lighting be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development; (5) that the details of the design and external appearance of all gutters and downpipes be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development; (6) that the roof finish to the new build flats shall be slate; (7) that details of the design and external appearance of the bin stores be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development; (8) that no trees shall be felled without the prior written consent of the Head of Planning Services in writing; (9) that a scheme of hard and soft landscaping, including details of implementation and maintenance, shall be submitted to and approved by the Head of Planning Services prior to the commencement of the development, conditions (2)-(9) being imposed in the interests of visual amenity and to protect and enhance Glenpark House; (10) that details of the design and external appearance of all the new internal doors, skirtings and architraves proposed for Glenpark House be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development; (11) that further details of the final treatment to the glazed timber screen and door on the first floor of Glenpark House shall be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development, conditions (10) and (11) being imposed in order to protect the architectural integrity of Glenpark House; (12) that access to the development should be taken via a footway crossover constructed in accordance with the Council's guidelines; (13) that a visibility splay of 35 ´ 2.5 ´ 1.05 metres high should be provided at the access; (14) that the driveway gradient should be less than 10% and it should be formed in impervious material; (15) that a 2.0 metre wide footway should be provided at the north east corner frontage, conditions (12)-(15) being imposed in the interests of road safety; and (16) that details of a traffic management scheme within the site shall be submitted to and approved by the Head of Planning Services in writing prior to the commencement of the development, in the interests of vehicular and pedestrian safety; and |

Councillor Calvert was present and with consent spoke on the matter. |

Decided: that the planning applications be submitted to the First Minister for consideration with the recommendation to grant planning permission subject to the following conditions:- |
|
|
(1) that no consent is granted for the materials as proposed. Development shall not begin until samples of materials to be used on external surfaces of the buildings (which shall reflect the predominant established character of the area) and in the construction of driveway surfacing, walls and fences have been submitted to and approved in writing by the planning authority. Development shall thereafter be carried out using the approved materials or such alternatives as may be agreed in writing with the planning authority, to ensure the integration of the development into the built form of the area and in the interests of visual amenity; and (2) that all surface water generated by the development shall be intercepted within the application site, to protect the amenity of established adjacent dwellinghouses. |

Decided: that planning permission be granted subject to the following conditions:- (1) that no development shall commence until samples of all external materials, landscaping details, boundary treatment and car park surfacing have been submitted to and approved by the Head of Planning Services in writing, to ensure that the proposed flats integrate harmoniously into the built form of the area and in the interests of visual amenity; (2) that the approved scheme of landscaping shall be implemented in the first planting season following completion of the flats and any specimens that in the subsequent five years die, become diseased or are damaged shall be replaced in the next planting season with a similar specimen unless the Head of Planning Services gives his prior written consent to any variation that may be sought, to ensure the completion and continuity of a quality landscaping scheme; and (3) that no flats be occupied until the parking layout on docquetted drawing C64 PL1 has been implemented to the satisfaction of the Head of Planning Services, to prevent obstructive parking on Houston Street and in the interests of road safety. |

Decided: that planning permission be granted subject to the following conditions:- (1) that no development shall commence until full details of all boundary treatment and driveway surfacing have been submitted to and approved by the Head of Planning Services in writing, to ensure a continuity of development in the conservation area; (2) that three off-street parking spaces shall be formed for each house prior to occupation, details of which shall be submitted to and approved by the Head of Planning Services in writing, to contain off-street parking within the site and in the interests of road safety; and (3) that prior to the houses hereby approved being occupied the access onto Madeira Lane shall be completed to the satisfaction of the Head of Planning Services in writing, to ensure proper access to the proposed houses and to ensure that car parking can be provided on site. |

Decided: that advertisement consent be refused as the signage is detrimental to the visual amenity of the building and the locality by virtue of its extent, positioning and design. |

There was submitted a report dated 18 April 2000 by the Head of Planning Services advising that following the decision of the Sub-Committee at the meeting held on 5 January 2000 to refuse an application for the formation of hardstanding and the erection of a timber screen fence and garden shed at 12 Cornhaddock Street, Greenock (IC/99/264), and the subsequent appeal by the applicant to the First Minister against that refusal, the Reporter appointed by the First Minister had issued his decision which advised that as the Council had no objection to the fence and garden shed elements of the proposal he did not propose to differ and, in respect of the proposed driveway, that the appeal be dismissed. There was submitted a report dated 17 April 2000 by the Head of Planning Services advising that following the decision of the Sub-Committee at the meeting held on 6 October 1999 to refuse an application in retrospect for the erection of an advertisement hoarding at 58 Maple Road, Greenock (CA/99/42), notification had been received that the applicant had appealed to the First Minister against that refusal. |
