PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION

There was submitted a report dated 25 January 2000 by the Head of Planning Services regarding an application by the Cloch Residents’ Association for the installation of electronically controlled gates at Cloch Court, 57 Albert Road, Gourock (IC/99/257), consideration of which had been continued from the meeting held on 1 December 1999 to allow the Head of Planning Services to discuss the matter further with the applicants.

 

 

The report recommended that planning permission be refused in the interests of road safety as should the remote control device fail to operate, requiring the gates to be manually operated, the entering car would require to park temporarily in front of the gates and cause obstruction to pedestrians and motorists.

 

 

After discussion, Councillor McGhee moved that planning permission be refused for the reason detailed in the report.  As an amendment, Councillor Hunter moved that planning permission in respect of the application as originally submitted be granted.  On a vote, 1 Member voted for the motion and 3 for the amendment which was declared carried.

 

 

Decided:  that planning permission in respect of the application as originally submitted be granted.

PLANNING APPLICATIONS

There were submitted reports by the Head of Planning Services on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-

(a)

Proposed Construction of Sewage Treatment Works (amendment to Planning Permission IC/96/179):

Underheugh Quarry, Lunderston Bay, by Gourock (IC/99/292)

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1) that the odour treatment plant be designed to ensure that an odour level of 1.9 microgrammes per cubic metre of Hydrogen Sulphide (hourly average) with a 98th percentile compliance is not exceeded at the odour monitoring boundary as shown on the docquetted drawing and this figure shall be maintained throughout the life of the sewage treatment works subject to the satisfaction of the Head of Planning Services in consultation with the Chief Environmental Services Officer;

 

 

(2) that no development shall commence until full details of any external odour filtration equipment, (including the stack at the primary tanks, which shall be 12m in height or thereby), the odour monitoring equipment and the septicity treatment plant at Battery Park and the mouth of the River Kip have been submitted to and approved by the Head of Planning Services in consultation with the Chief Environmental Services Officer;

 

 

(3) that the plant and equipment shall be designed to ensure that noise from it does not exceed LAeq 48dB (5 mins) as measured at 5m beyond the quarry face as shown on docquetted drawing No R20-P19 between 23.00 and 07.00 hours;

 

 

(4) that noise from any plant or equipment installed at the plant shall not exceed LAeq 60dB (1 hour) as measured at 5m beyond the quarry face as shown on docquetted drawing No R20-P19 between 07.00 and 23.00 hours, conditions (1) - (4) being imposed in the interests of amenity of adjoining residents and users of adjoining land;

 

 

(5) that the sightlines shown on docquetted drawing WW0005-C001 onto Cloch Road shall be achieved and a right turn storage lane formed prior to the commencement of construction of the superstructure of the sewage treatment plant and shall thereafter be maintained to the satisfaction of the Head of Planning Services in consultation with the Head of Transportation and Roads Service, in the interests of road safety;

 

 

(6) that no development shall commence until fully detailed landscaping proposals have been submitted to and approved by the Head of Planning Services in writing;

 

 

(7) that the approved scheme of planting shall be completed within the first planting season following completion of the site works and any specimens that in the subsequent 5 years die, become diseased or are damaged shall be replaced in the next planting season with a similar specimen unless the Head of Planning Services gives his prior written consent to any variation that may be sought;

 

 

(8) that no development shall commence until samples of all external materials have been submitted to and approved by the Head of Planning Services in writing; and

 

 

(9) that full details of the reinstatement of the existing quarry access road, weighbridge and offices shall be submitted to the Head of Planning Services and the reinstatement works shall thereafter be completed within 6 months of the new access road onto Cloch Road being formed, conditions (6) - (9) being imposed in the interests of visual amenity.

(b)

Installation of Automatic Teller Machine:

40 Cardwell Road, Gourock (IC/99/390)

The report recommended that planning permission be refused as the automatic teller machine was likely to generate additional vehicular traffic movement to the detriment of road safety. 

 

 

After discussion, Councillor McGhee moved that planning permission be refused for the reason detailed in the report.  As an amendment, Councillor Morrison (M) moved that planning permission be granted.  On a vote, 1 Member voted for the motion and 4 for the amendment which was declared carried.

 

 

Decided:  that planning permission be granted.

 

(c)

Erection of Extension:

10 Blair Gardens, Gourock (IC/99/378)

 

 

Decided:  that planning permission be granted.

 

(d)

Erection of Extension:

4 Bedford Street, Greenock (IC/99/375)

 

 

Decided: that planning permission be granted.

 

(e)

Erection of 11 Flats:

19 Robertson Street, Greenock (IC/99/232)

 

 

Decided:  that planning permission be granted subject to the following conditions:-

 

 

(1) that no development shall commence until a sample of the proposed render has been submitted to and approved by the Head of Planning Services in writing, in the interests of visual amenity;

 

 

(2) that no flats shall be occupied until the off street and on street parking layouts shown on docquetted drawings 217.02a and 217,10 have been completed, in the interests of road safety; and

 

 

(3) that details of odour and noise control to protect the proposed flats from the adjacent commercial garage shall be submitted to the Head of Planning Services and agreed prior to the commencement of work on site, in the interests of the residential amenity of the proposed flats.

 

(f)

Change of Use from Betting Shop to Licensed Coffee Shop/Restaurant and Provision of Terminal Box for Ventilation System:

22 Westburn Street, Greenock (IC/99/393)

 

 

Decided: that planning permission be granted subject to the condition that details of the proposed ventilation system shall be submitted to and approved by the Head of Planning Services before work commences on site.  The system, which shall be installed and operational prior to the commencement of the use hereby permitted, shall incorporate the following features:-j

 

 

(i) the fans shall be of the low noise centrifugal type;

 

 

(ii) all wall and ceiling mounts shall be anti-vibration;

 

 

(iii) the ducting shall be damped as required; and

 

 

(iv) charcoal filters

 

 

to control the dispersion of odour, in the interests of the amenity of the immediate area.

 

(g)

Residential Flatted Development (in outline):

Gibshill Road, Greenock (IC/99/228)

 

 

Decided:  that planning permission be refused as due to the failure of the applicant to submit sufficient information to demonstrate that the Council’s visibility sightline requirements at the site entrance can be achieved, it is not possible to ascertain the suitability of the site for the proposed development.

PROPOSED TRAFFIC REGULATION ORDER - CRAIGENDS BRIDGE, KILMACOLM:  13 TONNE WEIGHT RESTRICTION

There was submitted a report dated 20 January 2000 by the Director of Legal & Support Services recommending the making of a Traffic Regulation Order to introduce a 13 tonne weight restriction on Craigends Bridge, Kilmacolm.

 

 

Decided: that, provided no objections are received by the date of receipt for objections, the Inverclyde Council be recommended to make a Resolution under the Road Traffic Regulation Act 1984 in relation to a Traffic Regulation Order to introduce a 13 tonne weight restriction on Craigends Bridge, Kilmacolm and thereafter that it be remitted to the Head of Transportation & Roads Service and the Director of Legal & Support Services to arrange for implementation of the Order.

There was submitted a report by the Director of Legal & Support Services recommending the making of a Traffic Regulation Order to introduce a 10 tonne weight restriction on Netherwood Bridge, Kilmacolm.
