In attendance:- The Director of Central Services and Mr F Williamson (for the Director of Planning).
The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.

SUBMITTED: Reports by the Director of Planning on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-
(a) Partial
Demolition of Existing Derelict School Buildings and Sports Hall, Conversion of
Remainder to 16 Flats and
Garages and Erection of 16 Dwellinghouses and Garages:
Former Quarriers School, Quarriers
Village, Bridge of Weir (IC/97/416)
The report recommended that, subject to the applicant lodging a bond to guarantee completion of the schoolhouse restoration, planning permission be granted subject to a number of conditions.
DECIDED: That consideration of the application be continued and that it be remitted to the Director of Planning to discuss the overall impact of the development on the Quarriers Village Conservation Area with the Director of Transportation and Roads, Quarriers Homes and the applicants.
(b) Alteration
to Stone Wall:
Torr Road/Faith Avenue, Quarriers
Village, Bridge of Weir (IC/98/318)
The report recommended that planning permission be granted.
DECIDED: That consideration of the application be continued and that it be remitted to the Director of Planning to discuss the overall impact of the development on the Quarriers Village Conservation Area with the Director of Transportation and Roads, Quarriers Homes and the applicants.
(c) Erection
of Dwellinghouse (in outline):
Blairnairn, Bridge of Weir

DECIDED: That planning permission be refused for the following reasons:-
(1) As the constraints of the site would prevent it being developed in a manner which would reflect the scale and character of existing developments on Bridge of Weir Road to the severe detriment of the quality of visual amenity;
(2) In the interest of amenity as the proposed development would constitute an over development of the site; and

unsuitable developments of this nature.
(d) Conversion
to Form 12 Flats:

DECIDED:
(a) That planning permission be granted subject to the following conditions:-
(1) That details of the design and external appearance of all the proposed windows and doors be submitted to and approved by the Director of Planning in writing prior to the commencement of the development, in the interests of visual amenity and setting of this Category ‘B’ Listed Building;
(2) That details of the bin storage arrangements be submitted to and approved by the Director of Planning in writing prior to the commencement of the development, in the interests of public safety;
(3) That details of the hard and soft landscaping scheme proposed shall be submitted to and approved by the Director of Planning in writing prior to the commencement of the development; and
(4) That details of the measures to be taken to prevent birds gaining access to the tower shall be submitted to and approved by the Director of Planning in writing prior to the commencement of the development, conditions (3) and (4) being imposed in the interests of visual amenity and setting of this Category ‘B’ Listed Building;
(b) That listed building consent be granted subject to the following conditions:-
(1) That details of the design and external appearance of all the proposed windows and doors be submitted to and approved by the Director of Planning in writing prior to the commencement of the development, in the interests of visual amenity and setting of this Category ‘B’ Listed Building; and
(2) That details of the measures to be taken to prevent birds gaining access to the tower shall be submitted to and approved by the Director of Planning in writing prior to the commencement of the development, conditions (1) and (2) being imposed in the interests of visual amenity and setting of this Category ‘B’ Listed Building; and
(c) That the Sub-Committee note that under current legislation the planning consent may not be issued until clearance from Historic Scotland has been granted to issue the listed building consent.
(e) Change
of Use of Retail Shop to Hot Food Take-Away and Shop:

DECIDED: That planning permission be granted subject to the condition that the premises shall not be open to the public outwith the hours of 0800 to 1700 Mondays to Saturdays inclusive, in the interest of the amenity of the adjacent properties.
(f) Erection
of Retail Unit:

DECIDED: That planning permission be granted subject
to the following conditions:-
(1) That samples of all materials to be used on external surfaces be submitted to and approved in writing by the Director of Planning prior to commencement of the development;
1374 (2) That all external stonework will be
constructed using 6mm joints and a sample of the 1374
mortar to be used shall be submitted to and approved in writing by the Director of Planning prior to the commencement of development;
(3) That prior to the commencement of development a landscaping scheme for the open spaces shall be submitted to and approved in writing by the Director of Planning and thereafter implemented within the first planting season of the completion of the development. Any trees or plants which, within a period of five years from completion of the development, die, are removed or become damaged or diseased, shall be replaced within the next planting season unless the Director of Planning gives prior written consent to any variation which may be sought, conditions (1) - (3) being imposed in the interest of visual amenity;
(4) That all delivery vehicles servicing the premises shall do so from the service area at the rear of the building, in the interest of road safety; and
(5) That the unit hereby approved shall be
restricted to the sale of Do-It-Yourself, furniture, carpets, electrical and
gardening goods, given the nature of the proposals.
(g) Change
of Use from Residential Care Home to Guest House:

DECIDED: That planning permission be granted.
(h) Change

The report recommended that planning permission be granted subject to a number of conditions.
Councillor Roach declared an interest in the matter and took no part in its consideration or decision.
Councillor Mitchell was present
and with consent spoke on the matter.
DECIDED: That consideration of the application be continued for a site visit to be arranged by the Director of Central Services in consultation with the Convener.
(i) Change
of Use from Class 1 Shop to Class 2 (Licensed Betting Shop):

DECIDED: That planning permission be granted subject
to the condition that the premises shall not be open to the public outwith the
hours of 6.00 am to 10.00 pm daily, in the interest of residential amenity.
(j) Erection
of Dwellinghouse:

DECIDED: That planning permission be granted subject to the following conditions:-
(1) That no trees within the site, other than those identified for removal on plans hereby approved, shall be removed without the prior written consent of the Director of Planning, in the interest of residential amenity; and
(2) That the parking spaces on the south side of the access road shall be implemented prior to the occupation of the dwellinghouse, in the interest of road safety.

the visual amenity of the immediate area.
