The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.
1183 PLANNING APPLICATIONS SUBMITTED FOR CONTINUED CONSIDERATION 1183
(a) Change of Use of Former Hospital to Regeneration Centre, Erection of 49 Dwellinghouses
and Flatted Developments:
Broadstone House, Port Glasgow (IC/98/146, IC/98/147 & LB/98/8)
SUBMITTED: Report dated 19 October 1998 by the Director of Planning regarding applications by Bravehearts Scotland Ltd/Algrequest for the change of use of the former hospital to a regeneration centre, the erection of 49 dwellinghouses and flatted developments at Broadstone House, Port Glasgow (IC/98/146, IC/98/147 & LB/98/8), consideration of which had been continued from the meeting held on 7 October 1998 for a site visit.
DECIDED:
(a) That listed building application LB/98/8 and planning application IC/98/147 be granted subject to the following conditions:-
(1) That details of all slates, leadwork, downpipes, gutters, stoneworks, windows and external doors to be replaced/repaired shall be submitted to and approved in writing by the Director of Planning in respect of design, material, colour and texture prior to the commencement of the work on site. For the avoidance of doubt all works shall replicate those as original;
(2) That details of all proposed new internal works, including alterations to walls, ceilings and doors, shall be submitted to and approved in writing by the Director of Planning in respect of design, material, colour and texture prior to the commencement of work on site. For the avoidance of doubt all existing cornices, ceiling roses, ceiling heights and original doors shall be retained;
(3) That this consent does not authorise any signage on or within the curtilage of the building and that any such signage shall be the subject of separate applications for listed building and advertisement consent as appropriate;
(4) That details of all proposed hard surfaces, including access roads and parking areas shall be submitted to and approved in writing by the Director of Planning to the commencement of work on site; and
(5) That the site shall be the subject of a detailed historic landscape survey and a subsequent management plan, which shall be the subject of submission to and approval in writing by the Director of Planning prior to the commencement of the work. The approved management scheme shall be implemented thereafter and it is required that the Director of Planning be
1183 notified annually on 1 August of work undertaken during the past calendar year and proposed 1183
for the forthcoming calendar year, conditions (1) - (5) being imposed in the interests of the architectural integrity and landscape setting of this category A listed building;
(b) That planning application IC/98/146 be granted subject to the following conditions:-
(1) That prior to the submission of any subsequent planning applications for the detailed development of Areas 2, 3 and 4 a development brief shall be prepared and agreed in writing by the Director of Planning detailing areas of trees to be retained and planted, building materials, heights and colours, garden sizes, play provision and car parking standards;
(2) That prior to the submission and agreement of the development brief required by condition (1), a detailed historic landscape survey and subsequent management plan shall be approved in writing by the Director of Planning. The management plan shall clearly allocate areas of trees to Areas 2, 3 and 4;
(3) That all subsequent planning applications shall require to comply with the development brief approved under condition (1);
(4) That the development of any subsequent planning consent may not commence until such time as agreement(s), under Section 75 of the Town and Country Planning (Scotland) Act 1997, is/are concluded to the satisfaction of the Director of Planning requiring the submission of financial bonds to link the development of Area 4 to ensure that Broadstone House is made wind and water tight, and Areas 2 and 3 to the implementation and completion of listed building consent LB/98/8 and planning consent IC/98/147;
(5) That the site shall be the subject of a detailed historic landscape survey and a subsequent management plan, which shall be the subject of submission to and approval in writing by the Director of Planning prior to the commencement of the work. The approved management scheme shall be implemented thereafter and it is required that the Director of Planning be notified annually on 1 August of work undertaken during the past calendar year and proposed for the forthcoming calendar year, conditions (1) - (5) being imposed in the interests of the architectural integrity and landscape setting of the adjacent category A listed building; and
(6) That there shall be no vehicular access onto Old Greenock Road, in the interest of road safety;
(c) That it be noted that under current legislation the consents may not be issued until clearance from Historic Scotland has been granted; and
(d) That it be remitted to the Director of Planning to submit a report to the next meeting of the Sub-Committee on the loss of heritable fixtures from Broadstone House.
(b) Erection of 5 Dwellinghouses (in outline):
Hydro House, West Glen Road, Kilmacolm (IC/98/169)
The report recommended that, subject to the applicant entering into an Agreement under Section 75 of the Town and Country Planning (Scotland) Act 1997 to preserve the remainder of the reservoir in perpetuity, planning permission be granted subject to a number of conditions.
DECIDED: That planning permission be refused for the following reasons:-
(1) As the proposed development would result in the removal of a feature of natural amenity long enjoyed by local residents and the loss of habitat of bird life of the area; and
(2) As the traffic generated by the proposed development would create further hazards to motorists and pedestrians presently using West Glen Road.

SUBMITTED: Reports by the Director of Planning on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-
(a) Erection of Dwellinghouse:
Houston Road, Kilmacolm (IC/98/282)
DECIDED: That planning permission be granted subject to the following conditions:-
(1) That no demolition material shall be used for infilling and that only clean and inert material may be used, the details and source of which shall be submitted to and approved by the Director of Planning prior to the commencement of work on site, in the interests of residential amenity and public safety;
(2) That no development shall commence until samples of all external materials have been submitted to and approved by the Director of Planning in writing;
(3) That the approved scheme of landscaping shall be implemented in the first planting season following completion of the house and any specimens that in the subsequent 5 years die, become diseased or are damaged shall be replaced in the next planting season with a similar specimen unless the Director of Planning gives his prior written consent to any variation that may be sought, conditions (2) and (3) being imposed in the interests of the visual amenity of the Kilmacolm Conservation Area; and
(4) That no development shall commence until fully detailed drainage proposals have been submitted to and approved by the Director of Planning, to prevent flooding in the area of disused quarry adjoining the site.
(b) Hot Food Take-Away Use Associated with Existing Restaurant (Amendment to Planning
Permission IC/96/242):
4 - 6 Crawford Street, Port Glasgow (IC/98/271)
The report recommended that planning permission be granted and that condition (2) of planning permission IC/96/242 be amended as detailed in the report.
DECIDED: That planning permission in respect of amendment to condition (2) of planning permission IC/96/242 be refused as the introduction of a hot food take-away use associated with the existing restaurant would be detrimental to the amenity of the adjacent residential properties.
(c) Formation of Additional Retail Floor Space, Change of Use, etc:
Units 18/19 & 20, Oak Mall Shopping Centre, Greenock (IC/98/298)
DECIDED: That planning permission be granted.
(d) Change of Use from Restaurant and Hot Food Take-Away to Hot Food Take-Away and
Home Delivery Service:
Unit 2, Kilblain Street, Greenock (IC/98/295)
The report recommended that planning permission be granted.
DECIDED: That planning permission be refused for the following reasons:-
(1) As the proposal would result in the over provision of hot food take-aways in that area of Greenock Town Centre to the detriment of the area; and
(2) As the proposal would be detrimental to the amenity of the adjacent residential properties by virtue of the potential generation of noise and disturbance.
(e) Installation of 2 Roof Windows:

DECIDED: That planning permission be granted.
(f) Alterations, Extension and Change of Use from Private Dwellinghouse to Residential Care

DECIDED: That planning permission be granted.
(g) Change of Use from Grocers Store to Hot Food Take-Away:
Stonefield, Shore Road, Wemyss Bay (IC/98/297)
DECIDED: That planning permission be refused for the following reasons:-
(1) As the proposal is to the detriment of the area and in particular the adjacent residential properties by virtue of the potential generation of noise and disturbance; and
(2) As the proposed flue, by virtue of its location and design, would be visually obtrusive to the detriment of the appearance of the building.

SUBMITTED: Report dated 13 October 1998 by the Director of Planning regarding an application by Whitbread Bowland Inns for the display of a non-illuminated signboard at James Watt Dock, East Hamilton Street, Greenock (CA/97/75), consideration of which had been continued from the meeting held on 1 April 1998 to allow investigation of other means of signage for the hotel.
DECIDED: That advertisement consent be refused for the following reasons:-
(1) As the proposals are contrary to policy DCr III in the Local Plan which states: "No advanced direction signs will be permitted unless the location of the premises concerned cannot be otherwise indicated with safety or reasonable clarity to passing traffic"; and
(2) As the proposals would introduce advertisement clutter to the severe detriment of the quality of visual amenity currently enjoyed in the area and conflict with the aims of the A8 Environmental Improvements Corridor Scheme.

SUBMITTED: Report dated 19 October 1998 by the Director of Planning regarding an application for consent to display an illuminated double faced hanging sign at Lindores, 61 Newark Street, Greenock (CA/98/38).
DECIDED: That advertisement consent be granted for a period of 5 years subject to the condition that the maximum luminance shall not exceed 80 candelas per square metre, in the interests of public safety.
