Present:- Councillors Calvert, Morrison (M), Roach, McGhee, Robertson (Y) and Campbell, Councillor McGhee, Convener, in the Chair.
In attendance:- Miss M McKnight (for the Executive Director Legal, Information & Support Services), the Director of Central Services, Mr F Williamson (for the Director of Planning) and Mr S Hartley (for the Director of Transportation and Roads).
The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.
1026 PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION 1026
SUBMITTED: Report dated 10 September 1998 by the Director of Planning regarding an application by McLean Homes Scotland for the erection of 79 dwellinghouses at Brueacre Road/Mountstuart Drive, Wemyss Bay (IC/98/156), consideration of which had been continued from the meeting held on 2 September 1998 to allow the Director of Planning to
have further discussions with the applicant relative to road safety issues and the proposed density of the development.
DECIDED: That, subject to receipt the financial contribution towards the multi-sports facility and the landscape bond, planning permission be granted subject to the following conditions:-
(1) That no development shall commence until samples of all external materials have been submitted to and approved by the Director of Planning in writing; and
(2) That the approved scheme of landscaping shall be implemented in the first planting season following on one year from the commencement of house building on site and any specimens that in the subsequent 5 years die, become diseased or are damaged shall be replaced in the next planting season with a similar specimen unless the Director of Planning gives his prior written consent to any variation that may be sought, conditions (1) and (2) being imposed in the interests of visual amenity.

SUBMITTED: Reports by the Director of Planning on the following applications which were submitted, together with letters of objections and support where submitted, and dealt with as follows:-
(a) Temporary Vehicular Access to Railway Station:
Shore Road, Wemyss Bay (IC/98/226)
DECIDED: That temporary planning permission be granted subject to the following conditions:-
1027 (1) That the works hereby authorised are removed
at the expiration of a period of two years 1027
from the date hereof and that any works required to reinstate the land be carried out to the satisfaction of the Director of Planning within 6 months from the expiration of that period, in the interests of amenity;
(2) That a plan detailing the alteration to the kerbline on the A78(T) and surface treatment to the verge crossing shall be submitted to and approved in writing by the Director of Planning and thereafter implemented in full in accordance with the approved plan within a month of the date of this permission; and
(3) That a visibility splay of 2.5m x 75m x 1.05m shall be provided in conjunction with the verge crossing works and thereafter maintained throughout the duration of this permission, conditions (2) and (3) being imposed in the interests of road safety.
(b) Erection of 78 Dwellinghouses:
Swallow Brae, Inverkip (IC/98/195)
DECIDED: That, subject to receipt of the necessary bond in respect of the provision of play equipment and landscaping, planning permission be granted subject to the following conditions:-
(1) That no development shall commence until samples of all external materials have been submitted to and approved by the Director of Planning in writing;
(2) That landscape proposals shall be submitted to and approved by the Director of Planning prior to the commencement of work on site;
(3) That the approved scheme of landscaping shall be implemented in the first planting season following on the completion of the houses and any specimens that in the subsequent 5 years die, become diseased, or are damaged, shall be replaced in the next planting season with a similar specimen unless the Director of Planning gives his prior written consent to any variation that may be sought;
(4) That details of play equipment shall be submitted to and approved in writing by the Director of Planning prior to the commencement of work on site; and
(5) That the play equipment shall be installed within 6 months of the date of this permission, conditions (1) - (5) being imposed in the interests of amenity.
(c) Formation of Hardstanding and Erection of Boundary Walls (In Retrospect):
47 Bow Road, Greenock (IC/98/265)
DECIDED: That planning permission be granted subject to the condition that within three months of the date of this consent a footway crossover via a dropped kerb shall be provided to the satisfaction of the Director of Planning, in the interests of road safety.
(d) Loft Conversion and Rear Extension to Dwellinghouse:
42 Newark Street, Greenock (IC/98/264)
DECIDED: That planning permission be refused as the proposed rear extension would have a detrimental effect on the neighbouring property at 40 Newark Street by way of overshadowing and loss of light.
(e) Change of Use of Ground Floor Flat and Basement to 2 Flats:
44 Brougham Street, Greenock (IC/98/255)
DECIDED: That planning permission be granted.
(f) Change of Use from Shop to Financial Office:
46 West Blackhall Street, Greenock (IC/98/272)
DECIDED: That planning permission be granted.
(g) Change of Use of Former Hospital to Regeneration Centre,
Erection of 49 Dwellinghouses and Flatted Developments:
Broadstone House, Port Glasgow (IC/98/146, IC/98/147 & LB/98/8)
The report recommended that planning permission in respect of both applications and listed building consent be granted subject to a number of conditions and that the Sub-Committee note that under current legislation the consents may not be issued until clearance from Historic Scotland has been granted.
DECIDED: That consideration of the applications be continued for a site visit to be arranged by the Director of Central Services in consultation with the Convener.
(h) Erection of Dwellinghouse (In Outline):
Gibson Lane, Kilmacolm (IC/98/261)
DECIDED: That planning permission be granted subject to the following conditions:-
(1) That the dwellinghouse hereby approved shall not exceed 2 storeys in height and shall be externally finished with a grey coloured roof and white coloured render; and
(2) That the house position and off-street parking facilities shall be in accordance with the approved site plan as proposed, conditions (1) and (2) being imposed in the interests of the visual amenity and landscape of the surrounding area.
(i) Erection of 5 Dwellinghouses (In Outline):
Hydro House, West Glen Road, Kilmacolm (IC/98/169)
The report recommended that planning permission be granted subject to a number of conditions.
DECIDED: That consideration of the application be continued for a site visit to be arranged by the Director of Central Services in consultation with the Convener.
1028 ADVERTISEMENT APPLICATION: 14 KEMPOCK STREET, GOUROCK 1028
SUBMITTED: Report dated 16 September 1998 by the Director of Planning regarding an application for consent to display an internally illuminated display panel (in retrospect) at 14 Kempock Street, Gourock (CA/98/34).
DECIDED: That advertisement consent be refused as:-
(1) The proposals are contrary to Policy DCr (iv) in the Local Plan which states "... advertisements on the gables of roadside buildings will, in general, be resisted"; and
(2) The proposed display panel would introduce a discordant element into the street scene, to the severe detriment of the visual amenity of the immediate area.
In the course of discussion, Members expressed concern about the position with regard to unauthorised advertisement hoardings.
DECIDED: That it be remitted to the Director of Planning to submit a report on the powers of the planning authority in respect of unauthorised advertisement hoardings.
1029 ADVERTISEMENT APPEAL: CLARENCE STREET, GREENOCK 1029
SUBMITTED: Report dated 18 September 1998 by the Director of Planning advising that following the decision of the Sub-Committee at the meeting held on 6 May 1998 to refuse an application for consent to display two advertising hoardings at Clarence Street, Greenock (CA/98/17), and the subsequent appeal by the applicant to the Secretary of State against that refusal, the Reporter appointed by the Secretary of State had issued his decision which is to dismiss the appeal and uphold the Sub-Committee's decision to refuse advertisement consent.
