The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.
514 PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION 514
SUBMITTED: Report dated 15 April 1998 by the Director of Planning regarding an application by Mr and Mrs Murray for the erection of an extension to the dwellinghouse at 11 Cowal Crescent, Gourock (IC/98/13), consideration of which had been continued from the meeting on 1 April 1998 for a site visit.
DECIDED: That planning permission be granted.

SUBMITTED: Reports by the Director of Planning on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-
(a) Installation of Patio Doors/Replacement Windows and Formation of Hardstanding:
36 Tower Drive, Gourock (IC/98/103)
DECIDED: That planning permission be granted.
(b) Change of Use of Premises to Fish and Chip Shop and Erection of Ventilation Flue:
41 Angus Road, Greenock (IC/98/69)
DECIDED: That planning permission be granted subject to the condition that the premises shall not be open to the public outwith the hours of 12 noon to 11 pm daily, in the interest of residential amenity.
(c) Erection of Garage:
31 Kestrel Crescent, Greenock (IC/98/106)
DECIDED: That planning permission be granted subject to the condition that the use of the garage herein approved shall be only for purposes incidental to the enjoyment of the dwellinghouse, in the interest of residential amenity.
(d) Installation of Replacement Windows and Formation of French Doors:
37 Finnart Street, Greenock (IC/98/110)
DECIDED: That planning permission be granted.
(e) Erection of Entrance Porches, Repainting, Landscaping and Formation of Car Park:
The Pullman, Lochwinnoch Road, Kilmacolm (IC/98/61)
DECIDED: That planning permission be granted subject to the following conditions:-
(1) That details of the soft landscaping shall be submitted to and approved in writing by the Director of Planning prior to work commencing on site;
(2) That the soft landscaping shall be carried out in the first planting and seeding season following completion of the works hereby approved and any trees and shrubs which, within a period of five years from the completion of the development, die, are removed or become diseased, shall be replaced within the next planting and seeding season with another of similar size and species, unless the Director of Planning gives prior written consent to any variation that may be sought, conditions (1) and (2) being imposed in the interests of visual amenity; and
(3) That the car park and public house shall not be available for public use in advance of the completion in full of the development in accordance with the approved plans, in the interests of pedestrian and vehicular safety.

SUBMITTED: Report dated 16 April 1998 by the Director of Planning regarding an application for consent to display 2 advertising hoardings at Clarence Street, Greenock (CA/98/17).
DECIDED: That advertisement consent be refused as the proposed advertising hoardings would have a detrimental impact on the visual amenity of the location by virtue of their size and location.
517 PLANNING APPEAL: 75 WEST BLACKHALL STREET, GREENOCK 517
SUBMITTED: Report dated 21 April 1998 by the Director of Planning advising that following the decision of the Sub-Committee at the meeting held on 1 October 1997 to refuse an application for the change of use from retail shop to restaurant, snack bar and hot food take-away together with the installation of a new shop front at 75 West Blackhall Street, Greenock (IC/97/240), and the subsequent appeal by the applicant to the Secretary of State against that refusal, the Reporter appointed by the Secretary of State had issued his decision which is to uphold the appeal. The report indicated that due to the proximity of tenement flats, the Reporter had imposed a condition that the premises should close at midnight.
