Present:- Councillors Calvert, Morrison (M), Roach, Robertson (Y) and Campbell, Councillor Roach, Vice-Convener, in the Chair.
In attendance:- The Assistant Chief Executive (Economic Development and Urban Regeneration), the Director of Central Services, Mr H McNeilly (for the Director of Legal Services) and Mr F Williamson (for the Director of Planning).
Apologies for absence were intimated on behalf of Councillors McGhee and Mulholland.
The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.
221 PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION 221
SUBMITTED: Report dated 11 February 1998 by the Director of Planning regarding an application by Beazer Homes for the erection of a bungalow at Killin Place, Rankin Rise, Greenock (IC/97/397), consideration of which had been continued from the meeting on 7 January 1998 for a site visit.
The report recommended that planning permission be granted subject to a number of conditions.
Mr Williamson orally advised that a letter had been received by the Director of Planning from the applicants intimating withdrawal of the application.
DECIDED: That the withdrawal of the application be noted.

SUBMITTED: Reports by the Director of Planning on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-
(a) Change of Use from Hot Food Take-Away to Amusement Arcade (Extension of Existing Arcade):
Entertainment Complex, Wemyss Bay Holiday Park, Wemyss Bay (IC/98/25)
DECIDED: That planning permission be granted.
(b) Erection of Fish and Chip Outlet:
Wemyss Bay Holiday Park, Wemyss Bay (IC/98/27)
DECIDED: That planning permission be granted subject to the condition that the building approved by this consent shall be removed at the expiration of 5 years from the date hereof and that any works required for the reinstatement of the site shall be carried out within 2 months of the removal of the structure, unless an application for the continued use of the
222 building is submitted to and approved by the planning authority within the time limit of this 222
consent, due to the temporary nature of the structure and in the interests of visual amenity.
(c) Erection of Dwellinghouse and Off-Street Parking (in outline):
Drumshantie Road, Gourock (IC/98/9)
DECIDED: That planning permission be granted subject to the following conditions:-
(1) This permission is granted under the provisions of the Town and Country Planning (General Development Procedure) (Scotland) Order 1992 on an outline application and the further approval of the Council or of the Secretary of State on appeal shall be required with respect to the undermentioned matters hereby reserved before any development is commenced:
(a) the siting, size, height, design and external appearance of the proposed development;
(b) details of the access arrangements;
(c) details of landscaping of the site;
to comply with Section 59 of the Town and Country Planning (Scotland) Act 1997;
(2) That in respect of condition 1(a), the proposed house position shall ensure a minimum rear garden depth of 9 metres and front garden depth of 6 metres;
(3) That in respect of condition 1(a), the proposed house position shall ensure a minimum distance of 2 metres to either side boundary;
(4) That in respect of condition 1(a), with the exception of where serving bathrooms, there shall be no windows on the side elevations of the proposed house, conditions (2), (3) and (4) being imposed in the interests of residential amenity;
(5) That in respect of condition 1(a), the wall along the front boundary of the site shall be reduced to a maximum height of 900mm, in the interests of road safety;
(6) That in the case of the reserved matters specified above, application for approval must be made before:-
(i) the expiration of 3 years from the date of grant of outline permission; or
(ii) the expiration of 6 months from the date on which an earlier application for such approval was refused; or
(iii) the expiration of 6 months from the date on which an appeal against such refusal was dismissed whichever is the latest:
Provided that only one such application may be made in the case after the expiration of the three year period mentioned in sub-paragraph (i) above; and
(7) That the development to which this permission relates must be begun no later than the expiration of 5 years from the date of this permission or within 2 years from the final approval of reserved matters, whichever is later, conditions (6) and (7) being imposed to comply with Section 59 of the Town and Country Planning (Scotland) Act 1997.
(d) Change of Use of Commercial Premises to Basement Flat and Alterations:
58 Kempock Street, Gourock (IC/97/385)
DECIDED: That planning permission be granted.
(e) Erection of 6 Flats and 2 Maisonettes:
28/30 Royal Street, Gourock (IC/98/17)
DECIDED: That planning permission be granted subject to the following conditions:-
222 (1) That samples of the reconstituted stone be submitted to the Director of Planning and 222
approved in writing prior to the commencement of development, in the interests of visual amenity;
(2) That the footway crossovers and footway reinstatement be carried out to the satisfaction of the Director of Planning in consultation with the Director of Transportation and Roads prior to the occupation of any dwelling; and
(3) That all proposed car parking shall be completed in accordance with the approved plans prior to the residential occupancy of any of the flats or maisonettes, conditions (2) and (3) being imposed in the interests of road safety.
(f) Alterations, Improvement and Extension:
Paton Street Hall, Paton Street, Greenock (IC/98/15)
DECIDED:
(a) That planning permission be granted subject to the condition that samples of all the external finishes be submitted to the Director of Planning and agreed in writing prior to the commencement of the works, in the interest of amenity of the immediate area; and
(b) That the Director of Legal Services be authorised to instigate the Road Closure Order relative to that part of the public road at Paton Street/Nicol Street, Greenock incorporated within the proposed development.
(g) Alterations to First Floor:
Richmonds and Victorian Suite, 30/32 Inverkip Street, Greenock (IC/98/7)
DECIDED: That planning permission be granted.
(h) Erection of Extension to Drop-In Centre:
80 Leven Road, Greenock (IC/97/412)
DECIDED: That planning permission be granted.
(i) Extension to Boundary Wall:
26 High Carnegie Road, Port Glasgow (IC/98/28)
The report recommended that planning permission be granted.
DECIDED: That consideration of the application be continued for a site visit to be arranged by the Director of Central Services in consultation with the Convener.
(j) Change of Use from Agricultural to Residential Garden to allow Extension to Cottage:
North Branchal Cottage, by Bridge of Weir (IC/98/3)
DECIDED: That, subject to the applicants entering into an agreement under Section 75 of the Town and Country Planning (Scotland) Act 1997 to restrict the use of the land to garden ground and to permit a limited extension to North Branchal Cottage, planning permission be granted.
223 PLANNING APPEAL: SITE OF FORMER OVERWOOD FARM, BY KILMACOLM 223
SUBMITTED: Report dated 13 February 1998 by the Director of Planning advising that following the decision of the Economic Development and Urban Regeneration Committee at the meeting held on 19 June 1997 to refuse an outline application for the erection of breeding kennels and dwellinghouse at the site of the former Overwood Farm, by Kilmacolm (IC/97/113), and the subsequent appeal by the applicant to the Secretary of State against that refusal, the Reporter appointed by the Secretary of State had issued his decision which was to dismiss the appeal. The report also advised that no costs were awarded to either party in the appeal.
