In attendance: - The Assistant Chief Executive (Economic Development and Urban Regeneration), the Director of Central Services, Mr C Clelland (for the Director of Legal Services) and the Director of Planning.
An apology for absence was intimated on behalf of Councillor Robertson (Y).
The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.
1403 PLANNING APPLICATIONS 1403
SUBMITTED: Reports by the Director of Planning on the following applications which were submitted, together with letters of objection and support where submitted, and dealt with as follows:-
(a) Erection of Conservatory and Balcony:
18 Carnoustie Avenue, Gourock (IC/97/370)
DECIDED: That planning permission be refused as the proposed balcony by virtue of its size and design would have a detrimental effect on the privacy of the residents of 16 Carnoustie Avenue, Gourock.
(b) Removal of Play Area and Footpath and Erection of Bungalow:
Killin Place, Rankin Rise, Greenock (IC/97/397)
The report recommended that planning permission be granted subject to a number of conditions.
DECIDED: That consideration of the application be continued for a site visit to be arranged by the Director of Central Services in consultation with the Convener.
(c) Change of Use to Form Two Additional Bedrooms, Installation of Velux Windows and
Formation of Disabled Access:
Lindores Guest House, 61A Newark Street, Greenock (IC/97/377 & LB/97/19)
DECIDED: That planning permission and listed building consent be granted subject to the condition that the two additional letting bedrooms shall not be brought into use until the off-street parking layout, including the "Access - Keep Clear" markings have been marked out on site to the satisfaction of the Director of Planning in writing, in the interests of road safety.
(d) Siting of Hot Food Van:
Central Sawmills Car Park, Union Street, Greenock (IC/97/346)
DECIDED: That planning permission be granted subject to the following conditions:-
(1) That the development authorised by the permission shall be removed and the site reinstated to a condition to the satisfaction of the Director of Planning by 1 February 2001 unless a further application for planning permission for an extension of this period is approved by the Planning Authority;
(2) That the sale of goods from the van is permitted only between the hours of 8.30 am and 4.00 pm daily; and
(3) That the applicant shall, during the hours of operation, provide a litter bin for the use of customers directly adjacent to the hot food van granted by this consent, conditions (1), (2) and (3) being imposed in the interests of amenity.
(e) Change of Use from Licensed Restaurant to Licensed Bar (in Retrospect):

DECIDED: That planning permission be granted.
(f) Erection of Aerial Support Tower with Associated Equipment Cabin and Construction of
Vehicular Access:
Whinhill, Greenock
(IC/97/390)
DECIDED: That planning permission be granted subject to the following conditions:-
(1) That the precise colour of the proposed fence and equipment cabin shall be submitted to the Director of Planning and agreed in writing, prior to the commencement of the work on site, in the interests of the visual amenity of the surrounding area; and
(2) That further details of the precise route and design of the vehicular access shall be submitted to the Director of Planning and agreed in writing prior to the commencement of the works on site, to ensure that the vehicular access track creates minimal disturbance to the landscape and minimal interference with the existing car park.

SUBMITTED: Report dated 10 December 1997 by the Director of Planning on the Public Local Inquiry to be held in respect of the planning application for retail development at East Glen Yard, Port Glasgow (IC/96/13), following appeal by the applicant to the Secretary of State against the non-determination of the application by the Economic Development and Urban Regeneration Committee at the meeting held on 10 April 1997, and requesting the Sub-Committee to endorse the original report submitted to the Committee.
DECIDED: That the Sub-Committee endorse the report submitted to the Economic Development and Urban Regeneration Committee on 10 April 1997.
1405 PLANNING APPLICATION SUBMITTED FOR CONTINUED CONSIDERATION 1405
SUBMITTED: Report dated 23 December 1997 by the Director of Planning regarding an application by Railtrack plc for the demolition of the station buildings, etc. at Greenock Central Station, Station Avenue, Greenock (IC/97/263), consideration of which had been continued from the meeting on 5 November 1997 to allow the Director of Planning to have further discussions with the applicant in respect of access for disabled persons to platform 2, shelter for passengers on platforms 1 and 2, the proposed removal of the footbridge and toilet facilities for disabled persons and from the meeting on 3 December 1997 to allow the Director of Planning to have further discussions with the applicant.

(a) That planning permission be granted subject to the following conditions:-
(1) That samples of all materials to be used on external surfaces shall be submitted to and approved by the Director of Planning in writing in respect of type, colour and texture prior to the commencement of the development;
(2) That full details of the design of the cycle racks shall be submitted to and approved by the Director of Planning in writing prior to the commencement of the development;
(3) That full details of the colour schemes to be used in respect of all fencing, railings, gates, access stairs, ramps and shelters shall be submitted to and approved by the Director of Planning in writing within 2 months of the date of this consent;
(4) That the temporary compound for "First Engineering" shall be removed completely from the site and the area in question reinstated to form part of the station car park as indicated on drawing no. A/200 B prior to 1 March 1999, conditions (1) - (4) being imposed in the interests of the amenity of the station;
(5) That provision shall be made for the formation of a pedestrian entrance to the station at a position to be agreed along the section of wall coloured green on the approved plan, to permit convenient public access between the station and adjacent land; and
(6) That in addition to the passenger shelter provision detailed on the approved plans, additional passenger shelter on platforms 1 and 2 shall be provided. The number, size and design of the shelters shall be submitted to and approved by the Director of Planning prior to the commencement of the work on site, in the interests of passenger safety and comfort; and
(b) That it be remitted to the Director of Planning to write to Railtrack plc expressing the Sub-Committee's disappointment at the omission of the overbridge in the current proposals and that it is hoped the omission will be remedied in future development.
