Present:-  Councillors Calvert,  Clocherty, Jackson, Roach, Hunter and Campbell, Councillor Clocherty, Convener, in the Chair.

 

In attendance:-  Mr A S Grant (for the Director of Central Services),  Mr C McCrone (for the Director of Finance), the Director of Personnel Services and Mr N Buchan (for the Director of Social Work).

 

Apologies for absence were intimated on behalf of Provost Allan and Councillors Morrison (D), Robertson (Y), Mulholland and Welch.

 

The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Committee.

INVERCLYDE DAY CENTRE:  PROPOSED STAFFING STRUCTURE

SUBMITTED:  Report dated 4 June 1997 by the Director of Central Services advising of a request rom the Social Work Committee that the Personnel Committee agree the amendment of the current establishment for the Inverclyde Day Centre to add five new permanent part time posts.

DECIDED:  That the establishment of the additional staff to provide services at the Inverclyde Day Centre be approved and that the posts be filled in accordance with the current arrangements for filling vacancies.

RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the following two items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 7(A) of the Act.

FINANCE DEPARTMENT:  PROPOSED RE-STRUCTURING OF EXCHEQUER

SERVICES - DLO/CREDITORS SECTION

SUBMITTED:  Report dated 4 June 1997 by the Director of Central Services advising of a request from the Corporate Resources Committee that the Personnel Committee consider proposals to re-structure staffing arrangements within the Finance Department's Exchequer Services - DLO/Creditors Section.

DECIDED: 

(a)  That the Committee agree to the amalgamation of the Creditor/DLO Section as detailed in Appendix 2 of the report by the Director of Personnel Services;

(b)  That the two posts of Senior Clerical Assistant graded at GS3 (£10,908 - £11,373) be filled by restricted advertisement from staff currently within the Creditors/DLO Section; and

(c)  That the post of Secretary be redesignated to Administrative Assistant/Secretary and regraded from grade GS3/AP1 (£10,908 - £12,918) to AP1/2 (£11,373 - £13,581) with effect from 1 April 1996.

INFORMATION TECHNOLOGY DEPARTMENT - REVIEW OF STRUCTURE

SUBMITTED:  Report dated 4 June 1997 by the Director of Central Services advising of a request from the Corporate Resources Committee that the Personnel Committee consider proposals to re-structure staffing arrangements within the Information Technology Department.

DECIDED:

(a)  That the post of Communications Service Manager be deleted from the departmental establishment;

(b)  That two posts of Project Manager be established one to be graded at PO15 (£28,935 - £31,005) and the other at PO18 (£31,005 - £33,234);

(c)  That the existing post of Senior Administrative Officer at grade AP5/PO2 (£18,180 - £22,731) be redesignated Accounts Service Manager and regraded to PO8 (£24,543 - £26,358); and

(d)  That consultations take place with the appropriate Trade Unions regarding the proposals and subject to there being no objections, the proposals be implemented.

JOINT CONSULTATIVE COMMITTEE FOR TEACHING STAFF

SUBMITTED:  Report dated 23 May 1997 by the Director of Personnel Services requesting the Committee to consider (i)  a proposed Constitution for the Joint Consultative Committee for Teaching Staff (ii)  the appointment of 10 representatives of the Council to serve on the Joint Consultative Committee and (iii)  the appointment of an Officer of the Council to act as Joint Secretary of the Joint Consultative Committee.

DECIDED:

(a)  That the Constitution of the Joint Consultative Committee for Teaching Staff as detailed in Appendix 1 of the report be approved; and

(b)  That the following recommendations be made to The Inverclyde Council:-

(i)  That the 10 representatives of the Council to serve on the Joint Consultative Committee for Teaching Staff be Conveners and Vice-Conveners of the Personnel and Education Services Committees with the balance of 6 Members drawn from the Personnel and Education Services Committees, 2 of whom to be Members of the Minority Groups; and

(ii)  That the Director of Central Services be appointed as Joint Secretary of the Joint Consultative Committee for Teaching Staff.

VOLUNTARY SEVERANCE

SUBMITTED:  Report dated 22 May 1997 by the Director of Personnel Services advising that following the trawl of employees eligible for voluntary severance, which was considered at the meeting of 3 April 1997 (para 534), that of the 17 employees currently under consideration by themselves or the Council, 7 APT&C and 7 manual worker employees have been released.

CLOSURE OF BALROSSIE RESIDENTIAL SCHOOL

SUBMITTED:  Report dated 22 May 1997 by the Director of Personnel Services (i) advising of action being taken in respect of the impending closure of Balrossie Residential School (ii) outlining the implications of the decision in dealing with the reduction of staffing levels at the school and (iii) indicating that the principal methods to be used to reduce staffing levels over the next nine months will be on the basis of redeployment where possible and Voluntary Severance all of which have been the subject of consultation with employees of the school and the appropriate Trade Unions.

DECIDED:  That the current position be noted and that the Director of Personnel Services report progress to the Committee on a regular basis.
