CHILDREN (SCOTLAND) ACT 1995: ESTABLISHMENT OF SERVICE MANAGER |

SUBMITTED: Report dated 21 April 1997 by the Director of Central Services advising of a request received from the Social Work Committee that the Personnel Committee approve the establishment of a post of Service Manager to enable the Council to discharge its responsibilities under the Children (Scotland) Act 1995 for which funding has been made available by the Government.
DECIDED: That the establishment of the post of Service Manager be approved and
that it be remitted to the Directors of Personnel Services and Social Work to agree the terms and conditions of the post.

INTRODUCTION OF SUPERVISED ATTENDANCE ORDER |

SUBMITTED: Report dated 21 April 1997 by the Director of Central Services advising of a request received from the Social Work Committee that the Personnel Committee approve the establishment of the posts of Scheme Co-ordinator, Scheme Assistant and part-time Clerical Assistant based within the Social Work Department to meet the requirements of the proposed introduction of a Supervised Attendance Order Sentencing option at Greenock Sheriff and Inverclyde District Courts for which an application for funding for the scheme had been made to the Scottish Office.
DECIDED: That the establishment of the posts of Scheme Co-ordinator, Scheme Assistant and part-time Clerical Assistant based within the Social Work Department be approved and that subject to confirmation of funding from The Scottish Office, it be remitted to the Directors of Personnel Services and Social Work to agree the terms and conditions of the posts.

RESOLUTION: EXCLUSION OF PUBLIC AND PRESS |

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the following item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraph 11 of Part I of Schedule 7(a) of the Act.

BALROSSIE RESIDENTIAL UNIT: ESTABLISHMENT OF THE POST OF ASSISTANT SERVICE MANAGER |

SUBMITTED: Report dated 21 April 1997 by the Director of Central Services advising of a request received from the Social Work Committee that the Personnel Committee approve the establishment of the post of an Assistant Service Manager to undertake the external management of Balrossie Residential Unit. It was noted that there was no provision within the current Social Work Revenue Budget to meet the costs of such a post.
DECIDED: That the request for the establishment of a post of an Assistant Service Manager to undertake the external management of Balrossie Residential Unit be subject to discussion between the Directors of Personnel Services and Social Work and that a further report be submitted to a future meeting of the Committee.

SUBMITTED: Report dated 26 March 1997 by the Director of Personnel Services advising that following the trawl of employees eligible for voluntary severance, 29 APT&C staff and 28 manual workers had been released on 31 March 1997 and intimating that a further 17 employees whose cases were currently under consideration either by themselves or the Council would be dealt with by the appointed Sub-Group and reported to the Committee in due course.

SUBMITTED: Report dated 9 April 1997 by the Director of Personnel Services seeking the approval of the Committee to proposals in respect of revised conditions of service for APT&C employees within the Council, in the areas of overtime payment, excess travelling expenses and annual leave entitlement.
DECIDED: That the Committee approve the proposals contained in Appendices 1, 2 and 3 of the report and note that the Director of Personnel Services will submit further reports in due course on other conditions of service which require to be rationalised.

SUBMITTED: Report dated 8 April 1997 by the Director of Personnel Services seeking the Committee's approval to implement an internal Employee Secondment Scheme which would allow employees to be seconded from their substantive post to another post within the Council to undertake a specific task or area of work which cannot be undertaken from within existing departmental resources or where it would benefit from the application of skills and experience not available from within a department.
DECIDED:
(a) That the Committee approve the Employee Secondment Scheme detailed in Appendix 1 of the report as amended; and
(b) That the matter be referred to the Policy and Strategy Committee to consider the financial implications.

SUBMITTED: Report dated 17 April 1997 by the Director of Personnel Services seeking approval for the proposed regrading and redesignation of four posts of Foreman in the Building and Roads Section of the Contract Services Division with effect from 6 August 1996 to reflect the additional duties and responsibilities of the posts.
DECIDED:
(a) That the grade for the four posts of Foreman graded Technical 3/4 (£13,581-£17,625) be revised to grade Technical 3/4 plus two increments (£13,581-£18,726) with effect from 6 August 1996; and
(b) That the four posts of Foreman be redesignated as Senior Supervisor.

(a) That the Committee agree the revised establishment for the Community Education Service as detailed in Appendix 1 of the report; and
(b) That the posts requiring to be filled as a result of the proposals, be advertised within the Community Education Service in the first instance.

SUBMITTED: Report dated 3 April 1997 by the Director of Personnel Services seeking the Committee's approval to establish a professional grading structure for Health and Safety Officers within the Personnel Services Department of the Council, the cost of which would be met from within the current departmental budget.
