In attendance:-  Mr A S Grant (for the Director of Central Services),  Mr C McCrone (for the Director of Finance) and the Director of Personnel Services.

REVENUE BUDGET 1996/97

SUBMITTED:  Report dated 15 January 1997 by the Director of Finance on the position of the Revenue Budget 1996/97 as at 6 December 1996.

DECIDED:

(a)  That the current position of the Revenue Budget 1996/97 be noted; and

(b)  That the Department endeavour to make savings wherever possible.

VOLUNTARY SEVERANCE

SUBMITTED:  Report dated 17 January 1997 by the Director of Personnel Services advising that following the decisions of the Policy and Strategy Committee on 29 October 1996 (Para 1039) and the Personnel Committee on 5 December 1996 (para 1198), all employees aged 50 and over in the APT&C and manual workers and craft operative categories within the Council had been approached to determine whether they wished to be considered for voluntary severance.  The report advised that of 352 APT&C employees approached, 26 had exercised their wish to be released which had subsequently been approved by the Sub-Group appointed by the Committee.  It was noted that of 584 Manual and Craft Operative employees approached, 78 had requested provisional calculations and that when the actual number wishing to be released is confirmed, these would be submitted to the Sub-Group for approval.

DECIDED:   That the current position be noted.

DISCIPLINARY PROCEDURES:  THE CHIEF EXECUTIVE  AND HEADS OF DEPARTMENT

SUBMITTED:  Report dated 8 January 1997 by the Director of Personnel Services together with copies of proposed Disciplinary Procedures to be applicable to the Chief Executive and Heads of Departments respectively.

DECIDED:   That the Committee approve the Disciplinary Procedures for the Chief Executive and Heads of Department within the Council all as detailed in Appendices 1 and 2 of the report.

DIVERSION FROM PROSECUTION SCHEME - APPOINTMENT OF SOCIAL WORKER

SUBMITTED:  Report dated 27 January 1997 by the Director of Central Services advising that the Social Work Committee had agreed that a pilot Diversion from Prosecution Scheme be established for a two year period within Inverclyde and requesting that the Personnel Committee agree to the appointment of a Social Worker to implement and develop the Scheme, the total costs of which would be provided by the Criminal Justice Service of the Scottish Office.

DECIDED:  That the Committee approve the establishment of a post of Social Worker for a period of two years to implement and develop the Diversion from Prosecution Scheme within Inverclyde and that it be remitted to the Director of Personnel Services to make the necessary arrangements with a view to filling the position.

RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in paragraph 1 of Part of Schedule 7(A) of the Act.

DEPARTMENT OF ECONOMIC DEVELOPMENT - INVERCLYDE REGENERATION PARTNERSHIP:  REGRADING

SUBMITTED:  Report dated 10 December 1996 by the Director of Personnel Services seeking approval for the proposed regrading of the post of Programme Development Officer (Health) within the Inverclyde Regeneration Partnership to achieve parity with the four of the Development Officer posts funded under the Urban Programme whose duties are of a similar nature and responsibility.

DECIDED:  That the post of Programme Development Officer (Health) within the Department of Economic Development be regraded from PO2 (£20,781 - £22,731) to PO5 (£22,731 - £24,543) with effect from 1 September 1996.

DEPARTMENT OF LEGAL SERVICES:  REVIEW OF DISTRICT COURT SECTION

SUBMITTED:  Report dated 13 January 1997 by the Director of Personnel Services on  proposals to restructure staffing arrangements within the District Court section of the Department of Legal Services.

DECIDED: 

(a)  That the post of  Administrative Assistant within the District Court be regraded from  AP 2/3 (£12,519 - £15,375) to AP 2 (£12,519 - £13,581) and that the post be filled by the existing full-time Clerical Assistant GS1/2 (£6,744 - £10,716) with effect from 1 April 1997; and

(b)  That the resultant Clerical Assistant GS 1/2 (£6,744 - £10,716) vacancy be deleted from the Department's establishment.

DEPARTMENT OF ENVIRONMENTAL SERVICES:  POSTS OF PRINCIPAL ENVIRONMENTAL HEALTH OFFICERS:  REGRADING

SUBMITTED:  Report dated 7 January 1997 by the Director of Personnel Services seeking approval for the proposed regrading of the two posts of Principal Environmental Health Officer (Commercial) and (Environment) within the Department of Environmental Services to reflect additional duties and responsibilities as a result of the deletion of the post of Environmental Health Manager with effect from 1 April 1997.

DECIDED:  That the two posts of Principal Environmental Health Officer (Commercial) and (Environment) be regraded from PO8 (£24,543 - £26,358) to PO11 (£26,358 - £28,275) with effect from 1 April 1997.
